Box 3378 no Honolulu 96801 808-548-6767 State Narrative Language For: Antidegradation Maters whose quality are higher than the established water quality standards shall not be lowered in quality unless it has been affirmatively demonstrated to the director that the change is justifiable as a result of necessary econoiic or social development and will not interfere with or becoie injurious to any assigned uses made of, or presently in, those waters. State Narrative Language For: Toxics All waters shall be free of substances attributable to'domestic, industrial, or other controllable sources as follows: toxic substances at levels or combinations sufficient to be toxic or harmful to human, animal, plant or aquatic life or in aiounts sufficient to interfere with any beneficial use of the water. As a liniiui, a phytoplankton biaassay test or a 96-hour bioassay shall be required. Survival of test organisms shall not be less than that in controls which utilize appropriate expperimental water. ! State Narrative Language For: Free From All waters shall be free of substances attributable to domestic, industrial, or other controllable sources of pollutants and subject to verification by monitoring as may be prescribed by the Director of Health, as follows: A. Materials that will settle to form objectionable sludge or bottom deposits. B. Floating debris, oil, grease, scum, or other floating materials. C. Substances in aiounts sufficient to produce taste or odor in the water or detectable off flavor in the flesh of fish, or in amounts sufficient to produce objectionable color, turbidity, or other conditions in the receiving waters. D. High temperatures; biocides; pathogenic organisms; toxic, radioactive, corrosive, or other deleterious substances at levels or in coabinations sufficient to be toxic or harmful to human, animal, plant, or aquatic life, or in aiounts sufficient to interfere with any beneficial use of the water. E. Substances or conditions or combinations thereof in concentrations which produce undesirable aquatic life. F. Soil particles resulting froi erosion on land involved in earthwork, such as the construction of public works; highways; subdivisions; recreational, commercial or industrial developments; or the cultivation and lanageient of agricultural lands. State Narrative Language For: Mixing Zones Zones of lixing for the assimilation of municipal, agricultural, and industrial discharges which have received the best degree of treatment or control are recognized as being necessary. It is the objective of this limited zone to provide for a current realistic means of control over such discharges so as to achieve the highest attainable level of water quality or otherwise to achieve the liniiui environmental impact considering initial dilution, dispersion, and reactions from substances which may be considered to be pollutants. HI-1 ------- HAWAII Classifications Inland Haters Class l.a Inland Haters Class l.b Inland Haters Class 2 Marine Haters Class AA fiarine Haters Class A The uses to be protected in this class of Maters are scientific and educational purposes, protection of breeding stock and baseline references froi Nhich huian- caused changes can be leasured, coipatible recreation, aesthetic enjoynent, and other non-degrading uses which are coipatible with the protection of the ecosysteis associated with Haters of this class. The uses to be protected in this class of Haters are for doiestic Hater supplies, food processing, the support and propagation of aquatic life, coipatible recreation, aesthetic enjoyient. Public access to Haters in this class iay be restricted to protect, water quality. It is the objective of this class of waters that their use for recreational purposes, propagation of fish and other aquatic life, and agricultural and industrial water supply be protected. It is the objective of this class that these waters reiain in their natural pristine state as nearly as possible with an absolute liniiui of pollution or alteration of water quality froi any huian-caused source or actions. To the extent practicable, the wilderness character of such areas shall be penitted in this class within a defined reef area. The uses to be protected in this class of waters are oceanographic research, the support and propagation of shellfish and other larine life, conservation of coral reefs and wilderness areas, coipatible recreation, and aesthetic enjoyient. The classification of any water area as Class AA shall not preclude other uses of such waters compatible with these objectives and in coifonance with the criteria applicable to thei. It is the objective of this class of waters that their use for recreational purposes and aesthetic enjoyient be protected. Any other use shall be penitted as long as it is coipatible with the protection and propagation of fish,'shell- fish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatient or control coipatible with the criteria established for this class. No new industrial or sewage discharges will be penitted within esbayients.
