ABSTRACT
An airborne monitoring program was conducted over New York City and the
surrounding area to provide data for air quality model verification and
information on intercity pollutant transport in the Northeast. The study was
conducted over a five-week period from July 9 to August 13, 1980.
Forty-three monitoring flights were conducted during the study period,
consisting of an early morning flight and one or two afternoon flights on '
selected days. Local meteorological support was provided by pilot balloon
observations at the Morristown, N.J., Airport (generally upwind of New York)
and on Long Island (downwind). A Cessna-320 twin-engine aircraft instrumented
for monitoring 03, NO, NOX, bscat, temperature, dew point temperature,
and altitude was used in the study. Grab samples were collected in stainless
steel canisters for subsequent laboratory hydrocarbon analysis. Early morning
flights provided upwind samples to characterize the pollutant inflow into the
region. These flights consisted primarily of vertical soundings over selected
fixed points located upwind of the metropolitan NYC area. Afternoon flights
(usually two) were designed to map 03 concentrations and consisted of
multiple horizontal traverses of the urban plume downwind of the city.
Additionally, low altitude hydrocarbon samples were collected in the mid-urban
area and vertical soundings were made in or near areas of high 0.
concentrations.
This report describes the experimental procedures used in conducting the
field program. It also presents the resultant data as flight sunmaries and
graphical presentations relating observed pollutant concentrations, position
and time.

INTRODUCTION
The requirement that state governments design ozone control strategies
for the 1982 State Implementation Plans has increased the need for validated
photochemical models that can be used as tools for estimating control
requirements. For several years the U.S. Environmental Projection Agency has
funded the development of an Urban Airshed Model to meet this need.
Verification of the model requires a large and accurate meteorological and
chemical data base.
The objective of this program was to collect airborne chemical and
meteorological data for the New York region during the July/August study
period of the 1980 Northeast Corridor Regional Modeling Project. Funded by
the U.S. EPA under contract No. 68-03-2958, the program also included a
similar program for the Boston area. This report gives the results of the New
York study alone; the Boston study results are presented in a separate report.
During the surcner of 1980, EPA sponsored a major data gathering program
in four urban areas of the Northeastern United States. The study was designed
to collect data in such a manner as to provide sufficient accuracy for
verifying the photochemical model. The proximity of the cities and the
predominantly southwest wind in the region should yield valuable information
on the effects and extent of inter-urban pollutant transport and
transformation. The data collected for the model verification include
airborne 03, NO, NOX, hydrocarbon grab samples, light scattering,
temperature, and dew point temperature. The measurements should reveal the
following information:
• upwind ozone and ozone precursor concentrations aloft before the early
morning break-up of the nocturnal inversion
• downwind ozone concentrations aloft, especially the value and location of
the daily maximum concentration
• ozone concentrations aloft, above mixing layer, over entire study area at
all times of the day
• temperature profiles throughout the day by which to track mixing height.

The main body of the report contains graphic summaries of each flight,
maps showing individual flight patterns and actual plots of data gathered
during the flights.
The experimental procedure and the results obtained are detailed in the
following sections.

EXPERIMENTAL PROCEDURES
SITING AND STUDY PERIOD
During this study, chemical and meteorological data were collected aloft
in the New York City region from July 16 through August 11, 1980. This study
period overlaps the other major air quality experiments undertaken by EPA
throughout the Eastern U.S. during the summer of 1980. The base of operations
was the Morristown Airport in Morristown, N.J. This site was also the
location of one of the two pilot balloon (pibal) release sites. The other
pibal release site was at Glen Cove, Long Island.
AIRCRAFT MEASUREMENTS
The aircraft used for data collection in New York was a Cessna-320 F.
The 320 F is a low-wing aircraft that is economical to operate while providing
twin-engine reliability in metropolitan and over-water environments. It
possesses no adverse flight characteristics throughout its speed range of 120
to 180 knots.
The aircraft had a full complement of flight instrumentation and
navigational equipment; for operating in busy airspace and under instrument
conditions. Much of the avionics equipment listed is of high quality King
manufacture:
• dual omni receivers (VOR)
• instrument landing system
• three-light marker beacon
• radio magnetic indicator
• automatic direction finder
• distance measuring equipment (DME)
• transponder
• encoding altimeter

• auto pilot
• dual VHP transceivers
To accorrmodate the 115 VAC powered research instrumentation, the aircraft
was equipped with a 1000 VA 115 VAC, 60 Hz power inverter. Other instruments
were powered directly from the aircraft's 28 VDC source.
The aircraft was equipped to continuously monitor Oo, NO, NO ,

bscat» temperature, dew point temperature and altitude. Dew point
temperature measurements sometimes exceeded tha air temperature because of
occasional instrument malfunction. The malfunction was usually the result of
passing through a cloud while sampling. A list of the pertinent monitors is
included in Table 1.
The signals from all the continuous monitors were fed into a data
acquisition system and collected on dual-pen strip chart recorders. The data
acquisition system was comprised of a Metrodata DL-640 Scanner and 7-track
Digi-Data synchronous tape transport. The analog data parameters from onboard
instruments were recorded once each second along with date, hour and minute
data. Input data signals were adjusted to 1 volt full-scale and resolved to 1
part per thousand (1 mV.). The data were recorded as 800 character records on
magnetic tape with each data point characterized as a sign (+) and three BCD
characters.

A digital display in the scanner permitted operator monitoring of any
selected parameter. An auxiliary parameter-selectable display provided
additional instrument monitoring and assignment to four channels of strip
chart recording.
As part of this program, hydrocarbon samples were collected aboard the
alrcraft in stainless steel canisters. Air was sampled through Teflon tubing
using an all Teflon/stainless steel Metal Bellows pump which pressurized the
canisters to approximately 15 psig. The samples collected were transferred to
the Washington State University team in Newark, N.J., for analysis.
QUALITY ASSURANCE
Severe operating conditions experienced by airborne monitoring
instruments called for very strict attention to instrument zero and
calibration schedules and procedures to assure high quality data. Prior to
the field operation, all aircraft monitors, including backup equipment were
thoroughly checked and calibrated. All gas monitors and the nephelometer were
zeroed and spanned each flight day. The monitors also were subjected to a
detailed multipoint calibration three times during this study, on July 12
July 26, and August 12. These multipoint calibrations took place in Boston
Mass., and involved simultaneous calibrations of these monitors and those used
by Battelle Memorial Institute in the Boston study.
The multipoint calibrations were made using a CSI Model 1700 gas phase
titration calibrator that is referenced to an NBS certified U.V. photometer
for 03 generator output, and an NBS nitric oxide SRM for NO and N0?
calibrations. The nephelometer was simultaneously calibrated with
fluorocarbon 12.
The daily N0/N0x calibrations were performed using commercial
calibration gases stored in treated aluminum cylinders. The ozone monitor was
calibrated using an internal ozone generator. The concentration of gases in
the aluminum cylinders and the output of the ozone generator were checked
during the multipoint calibration in Boston.

In addition to the daily spans and calibrations, which were completed
between the morning and afternoon flights, the instruments were subjected to
an independent audit. The audit was conducted on July 13 in Boston by the
Research Triangle Institute. Tables 2, 3 and 4 show the results of the audit
for ozone, nitric oxide, and oxides of nitrogen, respectively.

Data reduction for this study was performed by digital computer. To
insure that the data reduction routines were correct and properly implemented,
portions of the data were cross-checked with the strip chart records and
flight logs maintained for all monitoring flights. Such manual validation of
the data files insured that the automated data recording and reduction
operations were correct.
The NO, NOX, 03, and b$cat values were calculated from the
instrument signals using a linear calibration equation and the instrument zero
and span calibrations. No corrections for pressure-altitude or temperature
were applied, and instrument span and zero were assumed constant during a
flight. The b$rat number includes Rayleigh scattering. For the NO
instrument, the concentrations calculated using the zero check values were
sometimes unrealistic (negative concentrations, or NO larger than NO ). in

these cases, empirical zeroes were obtained by assuming that NO and NO were
zero above the mixing layer during morning flights. X
The temperature and dew point instruments received a full calibration at
the start and end of the project, and no significent change occurred between

the two calibrations. An air speed correction based on the mean aircraft
speed was applied to the air temperature valve. Altitude was obtained from a
pressure transducer which was calibrated against the aircraft altimeter.
Corrections for daily variation in surface pressure were used in the altitude
calculations.

The transect plots are drawn with time increasing from left to right.
For example, in an A-B transect, the left side of the plot corresponds to'
point A and the right end of a data curve corresponds to point B. When
spirals occur during a transect, the spiral time shown on the transect plot is
the total time of both ascent and descent. This is not the same as the time
on the spiral plot. The transect altitude on the sutrmary page is the mean
altitude; constant altitude could not always be maintained because of air
traffic constraints. The wind data listed in the flight summary pages were
obtained during pibal soundings and presented in units of meters per second
(MRS) and degrees.

16. ABSTRACT
An airborne nonitorinq program was conducted in the New York metropolitan area, as part
of the 1980 Northeast Corridor Regional Modeling Project, to provide air quality and
meteorological measurements aloft for use by the Environmental Protection Agency in the
application and verification of various photochemical models. The study was conducted
over a 5-week period from July 14 to Auqust 15, 1980. Two air monitoring flights were
conducted each day, starting at 0600 and 1230 EOT. Hourly pilot balloon releases were
made upwind of New York at Morristown, NJ and downwind at Glen Cove, NY from 0500 to
1700 EDT. A Cessna 320F, twin-engine, research aircraft was used in the air monitoring
effort. The aircraft was outfitted for continuous monitorinq of 03, NO, NOX, bscat»
temperature, dew point temperature, altitude, position, ground speed, and air speed.
A grab sample collection system was installed in the plane to permit collection of
nressurized air samples in stainless steel canisters for subsequent detailed hydrocarbon
analysis. Forty-three monitoring flights were conducted during the field study. This
report describes the experimental methods used during the field experiments and presents
graphical plots of the pollutant and meteorological measurements obtained during the
monitoring flights.
