Technical Assistance
for State, Local and
Federal Agencies,
and Others on Air
Pollution Control
-------
CTC Goal
The CTC provides technical support in evaluat-
ing air pollution icontrol technology questions for
stationary sources.
CTC services and products are available at
no cost to State and local agency and EPA
Regional office staff. Others can use CTC ser-
vices, but some services may be available only on'
a cost reimbursable basis. The center offers a wide
range of technical assistance on:
• Air toxic emissions and control strategies
• Control technology applications
• Operation and maintenance problems
« Source emissions and control strategies.
The CTC provides ready access to EPA infor-
mation and expertise. The Center draws on profes-
sional staff from both EPA's Office of Research
and Development and Office of Air Quality Plan-
ning and Standards. Private consultants also are
available when appropriate. The CTC does not
provide policy guidance or compliance advice.
STAPPA and ALAPCO advise the CTC on how
to best serve and respond to State and local
agency needs. The technical needs identified via
the CTC serve as a resource for future program
development within EPA.

CTC BBS
On the CTC BBS, which is housed on the TTN,
users may leave HOTLINE requests, order docu-
ments, suggest projects, and download software
• and other items. The CTC BBS also allows users
to see a copy of the latest version of the CTC News,
the CTC's quarterly bulletin.
Either data base may be accessed through the
OAQPS TTN bulletin board system. First time
callers will be asked to identify themselves by
answering a short questionnaire. Be sure to have
the following parameters set on your communica-
tions program:

HOTLINE
The HOTLINE provides rapid response based
on information available immediately from the
EPA and. its contractors. By telephoning the CTC
HOTLINE, you will reach the EPA personnel most
knowledgeable about your problem.
Engineering Assistance
Where more in-depth engineering assistance
such as an engineering analysis or on-site support
may be needed, EPA and its contractors can
provide assistance on. a range of topics, including:
• Evaluation of source emissions
• Identification of control alternatives
• Estimates of control costs
• Advice on permit conditions to ensure
good operation and maintenance of control
equipment.
Technical Guidance
Control technology guidance and information
transfer focus on, but are not limited to, topics of
national interest that are identified through contact
with State and local agencies. Technical guidance
takes several forms, depending on the best method
of information transfer. These include:
• Alternative control technology documents
for specific types of air pollution sources
• Personal computer software to assess
emissions, control problems, and potential
solutions
• Seminars and workshops on control
technology issues.
Small Business Assistance
The CTC is the focal point for coordination of
efforts among the four assistance centers partici-
pating in the Federal Small Business Assistance
Program. This program provides support primarily
to State small business assistance programs on:
• Federal air pollution standards
• Air pollution control technologies
• Air emissions testing and monitoring
methods
• Accidental chemical release prevention
• Hazardous chemical emergency planning
• Pollution prevention methods.
Global Greenhouse Gases
Technology Transfer Center
The Global Greenhouse Gases Technology
Transfer Center provides technology transfer re-
garding greenhouse gas emissions. This assis-
tance includes characterizations of global emis-
sions from anthropogenic sources, and available
prevention, mitigation, and control technologies/
strategies for major sources of greenhouse gases.
Information is available for methane emissions
from landfills and other waste management facili-
ties, the natural gas industry, and coal mining. In
addition, information is available on biomass utili-
zation for energy generation and production of
liquid fuel, and for pollution prevention technologies.
CTC NEWS
The CTC produces a quarterly newsletter
which summarizes the Center's activities and
projects. To get on the mailing list, please call the
CTC HOTLINE.
Data Base Assistance
The CTC provides access to two additional
sources of information: The RACT/BACT/LAER
Information System (BLIS) and the CTC Bulletin
Board System (CTC BBS).
The RACT/BACT/LAER Clearinghouse (BUS)
BLIS is available to help air pollution control
personnel make control technology determinations.
BLIS is located on the OAQPS Technology Trans-
fer Network (TTN). The BLIS data base contains
over3000 RACT, BACT, and LAER determinations
from 49 states and three territories. Information on
limits for over 200 pollutants and 1000 processes is
listed in the determination data collected from State
and local air pollution .control agencies. To access
the BLIS database use the OAQPS TTN registra-
tion/sign-on procedures on the next panel.
