The U.S. Environmental Protection Agency (EPA) Office of
Underground Storage Tanks (OUST) developed the Guide
to EPA Materials on Underground Storage Tanks (USTs) in
response to requests for information about educational
resources currently available on USTs. Designed for quick
reference, the Guide contains abstracts, cost and ordering
information, and other useful details on nearly 150 different
titles. Titles referenced here include publications, videos,
and software packages which were developed by EPA
through July 31,1994.
The Guide-was developed for federal and state UST program
officials.
Entries are divided into 11 topical sections. Each entry is
organized as shown below. A five-part index lists items
alphabetically by source of purchase; subject; title; media
(publication, video, or computer software); and publication
number.

Terms and acronyms appear throughout this guide. The
most common are listed below. These definitions are not
to be used as strict technical definitions for these terms.
They are meant only to aid the reader in understanding the
terms as they are used in the abstracts.
• UST
Underground Storage Tank. For regulatory purposes, EPA
defines an UST as a tank and any underground piping
connected to the tank that has 10 percent or more of its
volume (including pipe volume) beneath the surface of the
ground. These tanks are used to store petroleum or certain
hazardous chemicals. Generally, the requirements for both
petroleum and chemical USTs are very similar.
Some tanks are not covered by these regulations:
• Farm and residential tanks holding 1,100 or fewer
gallons of motor fuel used for non-commercial
purposes.
• Tanks storing heating oil used on the premises where
it is stored.
• Tanks on or above the floor of underground areas,
such as basements or tunnels.
• Septic tanks and systems for collecting storm water
and wastewater.
• Flow-through process tanks.
• Tanks holding 110 or fewer gallons.
• Emergency spill and overfill tanks.
Other storage areas that might be considered "tanks" are
also excluded. The regulations published in the Federal
Register fully identify various tanks types and which re-
quirements apply to them.
• OUST
Office of Underground Storage Tanks. The program within
EPA's Office of Solid Waste and Emergency Response that
is responsible for developing and implementing UST regu-
lations.

• Subtitle I of RCRA
The section of the Resource Conservation and Recovery Act
(RCRA) that required EPA to develop a comprehensive
regulatory program for USTs storing petroleum or hazard-
ous substances. Congress responded to the increasing threat

to groundwater from leaking USTs by adding Subtitle I,
which was passed as part of the Hazardous and Solid Waste
Amendments of 1984. The law directed EPA to publish
regulations that would require owners and operators of
USTs to prevent and detect leaks, and clean up leaks and
spills. Subtitle I was amended in 1986 by the Superfund
Amendments and Reauthorization Act (SARA). SARA cre-
ated the Leaking Underground Storage Tanks Trust Fund
and directed EPA to promulgate regulations requiring own-
ers and operators to show financial responsibility for clean-
ing up releases and spills, and compensating third parties for
damages resulting from UST releases.
• Corrective Action
Steps (e.g., soil and groundwater treatment) required of UST
owners and operators and cleanup contractors to clean up
releases and spills; prevent further migration of contami-
nants; and to reduce health and safety threats posed by
leaking USTs.
• Federal Register
The document in which federal agencies publish for public
record any regulatory action that may affect the regulated
communities, including proposed, amended, and final rules.
• Financial Responsibility
An owner or operator's demonstration of the availability of
adequate resources-through insurance or some other means-
to clean up a spill site, correct environmental damage, and
compensate others for personal or property damage. Ac-
ceptable evidence of financial responsibility includes the
possession of: commercial environmental impairment liabil-
ity insurance; self-insurance; guarantees, surety bonds, or
letters of credit; or the required amount in a trust fund
administered by a third party.
• Site Assessment
Procedure conducted at a site to investigate and confirm
suspected releases; determine the extent of contamination;
and to assess the effects on human health and the environ-
ment. This information is used to decide whether cleanup is
needed, and, if necessary, the implementation of corrective
action.

22,1990 deadline for UST owners and operators
to install automatic line leak detectors onnew or
existing underground pressurized piping sys-
tems with minimum requirements for a prob-
ability of detection of 0.95 and a probability of
false alarm of 0.05. The December 22, 1990
deadline for installation of pipeline leak detec-
tion, tightness testing, and monthly monitoring
was not changed, the deadline for meeting the
minimum probability requirements was ex-

Overfilling UST systems is a common source of
petroleum releases onto the surface of the
ground. This rule makes final an addition to
performance standards for overfill prevention

Does corrosion affect larger tanks faster than
smaller ones? Is internal corrosion as serious as
external? Are tanks containing oil more suscep-
tible to leaking than those that hold gasoline?
This 19-month highly technical study of tanks
removed from Suffolk County, New York facili-
ties provides answers to these and other ques-
tions. Five hundred bare-steel tanks, from two
to 70 years old, were removed in response to
stricter County regulations. Read the findings,
observations, and conclusions about the effects
of corrosion. [44 pages]
