Guide to EPA Materials on Underground Storage Tanks
                                                                                     1
The U.S. Environmental Protection Agency (EPA) Office of
Underground Storage Tanks (OUST) developed the Guide
to EPA Materials on Underground Storage Tanks (USTs) in
response to requests for information about educational
resources currently available on USTs. Designed for quick
reference, the Guide contains abstracts, cost and ordering
information, and other useful details on nearly 150 different
titles. Titles referenced here include publications, videos,
and software packages which were developed by EPA
                                    through July 31,1994.

The Guide-was developed for federal and state UST program
                                    officials.

Entries are divided into 11 topical sections. Each entry is
organized as shown below. A five-part index lists items
alphabetically by source of purchase; subject; title; media
(publication, video, or computer software); and publication
                                    number.

Guide to EPA Materials on Underground Storage Tanks
                                                7
Terms and acronyms appear throughout this guide. The
most common are listed below. These definitions are not
to be used as strict technical definitions for these terms.
They are meant only to aid the reader in understanding the
terms as they are used in the abstracts.

• UST

Underground Storage Tank. For regulatory purposes, EPA
defines an UST as a tank and any underground piping
connected to the tank that has 10 percent or more of its
volume (including pipe volume) beneath the surface of the
ground. These tanks are used to store petroleum or certain
hazardous chemicals. Generally, the requirements for both
petroleum and chemical USTs are very similar.

Some tanks are not covered by these regulations:

• Farm and residential tanks holding 1,100 or fewer
gallons of motor fuel used for non-commercial
    purposes.

• Tanks storing heating oil used on the premises where
    it is stored.

• Tanks on or above the floor of underground areas,
    such as basements or tunnels.

• Septic tanks and systems for collecting storm water
    and wastewater.

• Flow-through process tanks.

• Tanks holding 110 or fewer gallons.

• Emergency spill and overfill tanks.

Other storage areas that might be considered "tanks" are
also excluded. The regulations published in the Federal
Register fully identify various tanks types and which re-
quirements apply to them.

• OUST

Office of Underground Storage Tanks. The program within
EPA's Office of Solid Waste and Emergency Response that
is responsible for developing and implementing UST regu-
lations.

• Subtitle I of RCRA

The section of the Resource Conservation and Recovery Act
(RCRA) that required EPA to develop a comprehensive
regulatory program for USTs storing petroleum or hazard-
ous substances. Congress responded to the increasing threat

to groundwater from leaking USTs by adding Subtitle I,
which was passed as part of the Hazardous and Solid Waste
Amendments of 1984. The law directed EPA to publish
regulations that would require owners and operators of
USTs to prevent and detect leaks, and clean up leaks and
spills. Subtitle I was amended in 1986 by the Superfund
Amendments and Reauthorization Act (SARA). SARA cre-
ated the Leaking Underground Storage Tanks Trust Fund
and directed EPA to promulgate regulations requiring own-
ers and operators to show financial responsibility for clean-
ing up releases and spills, and compensating third parties for
damages resulting from UST releases.

• Corrective Action

Steps (e.g., soil and groundwater treatment) required of UST
owners and operators and cleanup contractors to clean up
releases and spills; prevent further migration of contami-
nants; and to reduce health and safety threats posed by
leaking USTs.

• Federal Register

The document in which federal agencies publish for public
record any regulatory action that may affect the regulated
communities, including proposed, amended, and final rules.

• Financial Responsibility

An owner or operator's demonstration of the availability of
adequate resources-through insurance or some other means-
to clean up a spill site, correct environmental damage, and
compensate others for personal or property damage. Ac-
ceptable evidence of financial responsibility includes the
possession of: commercial environmental impairment liabil-
ity insurance; self-insurance; guarantees, surety bonds, or
letters of credit; or the required amount in a trust fund
administered by a third party.

• Site Assessment

Procedure conducted at a site to investigate and confirm
suspected releases; determine the extent of contamination;
and to assess the effects on human health and the environ-
ment. This information is used to decide whether cleanup is
needed, and, if necessary, the implementation of corrective
action.

by sudden and nonsudden accidental releases
arising from the operation of USTs containing
petroleum. EPA also published in this docu-

    Pub. Date: March 1993

In August 1992, the House Appropriations Com-
mittee asked EPA to provide a report on the
extent of the UST problem, the status of EPA's
efforts, and the costs involved in remedying this
problem. This fact sheet provides highlights of
the report, including the size of the UST uni-
verse, estimates of the numbers of confirmed
releases, total numbers and costs of cleanups,
and OUST's priorities for future activities.

• Streamlined Implementation of UST
    Corrective Action Requirements,
    OSWER Directive
    Pub. No.: OSWER9650.13
    Pub. Date: November 23,1992

To meet the challenges posed by a large regu-
lated community and limited resources, under-
ground storage tank (UST) programs at the
state, local and national levels must find ways to
deal with releases more efficiently. One tech-
nique that can help to achieve this goal is called
"streamlining." In the UST program, streamlin-
ingmeans using total quality managementprin-
ciples, improved technologies, and innovative
regulatory approaches to more quickly, effec-
tively, and efficiently address releases. This
directive provides guidance that agencies (es-
pecially state UST programs) can use to stream-

• Using Bonds To Close The Gap: A
Guide To Revenue Options For State
    Fund Administrators
    Pub. No: EPA510-B-93-010
    Pub. Date: December 1993

State financial assurance funds for underground
storage tanks (USTs) help to pay for cleanups
and third-party liability costs associated with
petroleum leaks. For some states, borrowing
money through the issuance of bonds may help
to remove short-term reimbursement backlogs.
This guide provides administrators of these
state funds with general information about how
to borrow money through the issuance of bonds
that are secured primarily with fees collected by
the state's UST program. [51 pages]

Tank Systems for Soil Vapor Testing
    Pub. No.: EPA510-K-92-811
    Pub. Date: March 1988

The U-Tube is ordinarily installed for liquid
leak detection, but this study shows how U-
Tubes are used as vapor monitoring devices.
Suffolk County, New York provided an excel-
lent test site: it has strict UST regulations; a large
number of USTs with U-Tube monitoring sys-
tems; requires an alarm level for vapor monitor-
ing systems; and extensive records of USTs.
Comprehensive data were collected on each
site. [28 pages]

    Measurement And Tracer Testing in
    Underground Storage Tank Backfill
    Pub. No.: EPA 510-K-92-812
    Pub. Date: March 1988

More data was needed on fuel vapor concentra-
tions in tank backfill, and methods for measur-
ing the efficiency of vapor monitoring systems
needed to be developed. Fuel vapor concentra-
tions were measured in UST backfill and tracer
testing methods were developed to determine
the efficiency of vapor monitoring wells at gaso-
line and diesel USTs at 12 sites in San Jose,
California. Conducted at service stations and an
emergency power facility, these technical stud-
ies revealed why wells should be perforated
over the entire depth of the backfill and why
tracer testing can be used successfully to moni-
tor releases from tanks and pipelines. [22 pages]

This technical analysis of Static Tank Testing as a
Leak Detection Technique for Used Oil Tanks at

error in static tank testing and recommends
ways to avoid them. One cause is the standard
deviation of stick reading. The second primary
cause for error is the incorrectly measured leak
rate, the result of the stick reading error. Read
how to correct these errors in estimating leak
rates. [19 pages]

Regulatory standards for leak detection in USTs
that containhazardous chemicals are more strin-

                            Pub. Date: August 1991

Performance standards for volumetric leak de-
tection systems for USTs, established by EPA
UST regulation (40 CFR Parts 280 and 281), were
based upon experimental research in tanks with
capacities of 8,000 to 10,000 gallons. However,
the regulation requires the testing of tanks that
can range much larger. This report addresses
the performance of volumetric leak detection
systems for large (15,000 to 50,000 gallons) USTs.

    UST Automatic Line Leak Detectors-
    Environmental Fact Sheet
    Pub. No.: EPA510-F-92-201
    Pub. Date: March 1992

Fact sheet clarifies EPA requirements for the
annual testing of line leak detectors (LLDs).
EPA requires the tests to ensure that LLDs are
properly installed and maintained, have not
been tampered with, and are operating in accor-
 dance with the manufacturer's requirements.
Clarification was necessary because of disagree-
ment in the leak detection community over
whether the EPA testmustevaluate the system's
operability or whether it must be a qualitative
test. Provides background and discussion of the
issue, and a contact number for more informa-
 tion. [1 page]

   Pub. No.: EPA/600/9-90/045
   Pub. Date: March 1993

Liquid product monitoring is the predominant
method of external leak detection where the
water table is within the zone of excavation.
Liquid monitors are relatively easy to install
and are suitable devices for monitoring USTs in
many situations. This paper discusses the site
conditions under which liquid monitors can be
used effectively, describes how they are con-
structed and installed, and explains how to
locate them around the UST to ensure proper
monitoring for ground water contamination.

Federal and state laws require thatunderground
storage tanks (USTs) be equipped with leak
                        detection systems. Although much attention
has been focused on large USTs, it is important
that leaks from smaller tanks (generally less
than 2,000 gallons of capacity) also have leak

accuracy requirements stated in the federal un-
derground storage tank (UST) regulations. Seven
general categories of leak detection methods are
listed (e.g., tank tightness testing, statistical in-
ventory methods, out-of-tank product detec-
tors). For each category, information about the
accuracy of various commercially-available leak
detection methods or systems are provided, as
are names, addresses, and phone numbers for
their manufacturers. [30 pages]

    Tank Fluids
    Pub. No.: EPA600-S-87-005
    Pub. Date: 1987

The need for more information on the leak-
monitoring strategies of UST facilities increases
as public awareness of groundwater contami-
nation grows. This technical report focuses on
how leaking fluids affect the accuracy of detec-
tion strategies. Common detection strategies
include testing the tank and the soil and waters
next to the tank. But liquid sampling alone is not
enough: vapor transport, fluid interactions with
soil and microbes, and other activity in the
subsurface may affect the accuracy of monitor-
ing systems. Here's what to consider when
evaluating your UST leak-monitoring strategy.

Quick decisions require accurate data. Often
public officials cannot wait for laboratory tests
to determine if corrective action is necessary.
Field measurements can save crucial time and
resources by indicating the damage that a leak
has caused and suggesting a corrective action
approach. This guide highlights common pro-
cedures and equipment used. Also lists equip-

    Pub. Date: January 1993

Hyperventilate is a user-friendly software tool
that guides users through a structured thought
process to determine if vapor extraction is ap-
propriate at a specific site and, if so, how to
operate and monitor the technology. The March
1992 version (vl.01) is accompaniedby a user's
manual, and is for use with the Apple Macintosh
(Plus, SE, Classic, LC, H, Portable, Powerbook,
or Quadra) equipped with at least 1 MB RAM (2
MB preferred) and the Apple HyperCard Sys-
tem (v2.0 or greater). The January 1993 version
is accompanied by a manual that explains how
to use both vl.01 (Macintosh) and v2.0 (IBM),
and can be purchased with a diskette in either
format. This manual explains the software sup-
port required for the IBM version from
HyperCard, Microsoft Windows, and a "run
time" version of Spinnaker PLUS (Windows 3.0
version). It also explains the "help cards" that
are integral to the program and provides a
sample problem for application of the program.

Successful site assessment and cleanup depend
on a clear understanding of how contamination
spreads. This two-part video shows how liq-
uids and vapors move through soil and why
early response is important. How Liquids Move
(17 minutes) describes how variation in soil
types and soil porosity affects speed and dis-
tance of contamination. How Vapors Move (14
minutes) describes the effect of vapor pressure
on vapor spread and ability to measure con-
taminants. [27 minutes]

    Pub. No.: EPA 542-N-93-004
    Pub. Date: June 1993

The VISITT (Vendor Information System for
Innovative Treatment Technologies) database,
available on computer diskette, was developed
as part of a broad effort to promote the use of
innovative treatment technologies for the
cleanup of soil and ground water contaminated
by hazardous and petroleum waste. VISITT
provides current information on the availabil-
ity, performance, and cost of innovative treat-
ments. This bulletin summarizes the major in-
novative technologies currently available and
provides lists of vendors who can provide those
technologies; describes hardware and software
requirements for running the VISITT database;
and provides ordering information for the dis-
kettes and user manual that are necessary to
operate VISITT. [8 pages]

Delivery piping releases and spills or overfills
are the most common sources of releases. Equip-
ment at the top of tanks leaks during overfills
more frequently than do tanks and delivery
piping. Untreated steel tanks fail primarily be-
cause of corrosion. Based on information from

m Tank Corrosion Study
    Pub. No.: EPA 510-K-92-802
    Pub. Date: November 1988

Does corrosion affect larger tanks faster than
smaller ones? Is internal corrosion as serious as
external? Are tanks containing oil more suscep-
tible to leaking than those that hold gasoline?
This 19-month highly technical study of tanks
removed from Suffolk County, New York facili-
ties provides answers to these and other ques-
tions. Five hundred bare-steel tanks, from two
to 70 years old, were removed in response to
stricter County regulations. Read the findings,
observations, and conclusions about the effects
of corrosion. [44 pages]
