      I.   Completed Products and Activities


      0    Region 4 Field Measurements Training Pilot:  Region 4
           completed this training pilot during the summer of 1992,
          .reaching close to 600 participants.  The Region conducted
           courses on field measurement methods, polyethylene bag
           sampling, and soil vapor surveys.  Call Region 4 to inquire
           about training materials.

      o    Technologies And Options For UST Corrective Actions-
           Overview Of Current Practice:  This document presents a
           brief overview of treatment practices used at UST corrective
           action sites.  OUST distributed copies to State UST/LUST
           Program Managers, State Fund Administrators, and Regional
           Program Managers in December 1992.

      o    Regions 5 And 7 Training On Alternative Cleanun
           Technologies:  Regions 5 and 7 completed training in
           February 1993; training materials are available on a limited
           basis.  The training covered: Low Temperature Thermal
           Desorption,  Bioremediation, Soil Vapor Extraction, and Air
           Sparging.  See also the In-Situ Treatment Technologies
           Engineering Manual discussed on page 6.

      o    Hyperventilate:   This software guidance system, which was
           created for vapor extraction systems,  is availcible for Mac
           and IBM systems.   OUST distributed one copy of the system to
           State LUST Program Managers and Regional Progrcim Managers in

State Visits And "Admissions Tiefcet Survey" (for the
national conference):  OUST gathered data to learn which
technologies states cur antly use and what barriers exist to
expanding the use of alternative cleanup technologies.  V>^
mailed a summary of the results to each Regional Program
Manager and State LUST Program Manager in May 1993.

Low Temperature Thermal Desorotion Technology Manual;  EPA's
Risk Reduction Engineering Laboratory (KREL) developed this
draft manual in June 1993.  The final document will be
available in April 1994.  It contains evaluations of the
efficiency and effectiveness of low temperature thermal
desorption.

Policy Statement On Alternative Technologies;  In August
1993, OUST sent a letter to all State LUST Program Managers,
State Fund Administrators, and the Regional Program Managers
that encourages the use of alternative technologies for
remediation at LUST sites.

Cost Guide For Remediation Equipment At UST Sites;  This
document provides information on equipment costs for
alternative cleanup technologies.  OUST distributed ten
copies of this guide to the State Fund Administrators, the
State LUST Program Managers, and the Regional Program
Managers in August 1993.

Guide For Alternative Technology Demonstration Projects:
OUST worked with Region 5 to present information about the
process for setting up demonstration projects for
alternative cleanup technologies.  Each Regional Program
Manager received the document in early December 1993.

o    Fact Sheet Series;  Soil And Groundwater Remediation
     Tec aolocries For UST Sites:  The UST Program created this
     series of fact sheets to compare alternative cleanup
     technologies in terms of their uses, speed, and other
     factors.  OUST distributed ten sets of the fact sheets to
     each EPA Regional Program Manager, State Fund Administrator,
     and state field/regional office in early February 1994.
     State LUST Program Managers received forty copies of the
     fact sheets.

o    Summary of State Soil and Groundwater Cleanup Standards:
     EPA issued a grant to AEHS (Association for the
     Environmental Health of Soils) to create a summary of state
     soil and groundwater cleanup standards for hydrocarbons.
     The results were published in the December issue of Soils
     Magazine.  Regional Program Managers, State LUST Program
     Managers, and state field\regional offices received copies
     in February 1994.

XI.  Ongoing Activities


o    Region 4 Training Center;  Region 4 worked with the
     University of Tennessee to develop this center,, which has
     focused initially on field measurements training.  The
     training center also will develop courses on alternative
     cleanup technologies for LUSTs, evaluate and assess new
     technologies as they evolve,  and incorporate their findings
     into the curriculum.  The Center began offering field
     measurement courses in March 1994.

o    CLU-IN;   The "Cleanup Information Bulletin Board System" is
     designed for hazardous waste .cleanup professionals who need
     current information on innovative technologies and
     remediation and would like to consult other professionals
     on-line.  People involved in the cleanup of Superfund,  RCRA,
     and UST sites use CLU-IN.

o    Underground Tank Technology Update:   Under a grant from
     OUST,  the University of Wisconsin produces this bimonthly
     newsletter to provide regulators *ind consultants with
     technical information on UST sysvsms.

III-. New Products And Activities


o    Strategic Technology Exchange Workshops (STEW);  The UST
     Program is holding four separate workshops that will bring
     together site managers and "experts" from several states to
     discuss one or two specific cleanup technologies or a common
     problem.

     Participants will develop plans to overcome the problems
     identified.  States from Regions 6 and 7 participated in the
     first workshop in early February; states from Regions 1 and
     2 participated in the second workshop in early March. The
     third and fourth workshops will be scheduled by September
     1994.

o    Reference Guide on Petroleum contaminated Soils;   EPA
     issued a grant to AEHS to develop a reference guide on
     petroleum contaminated soils.  AEHS will mail the guides
     directly to states and regions by the end of April.

o    Imnmnoassay Fact Sheet:  OUST is working with industry to
     develop a fact sheet that describes the process for
     conducting site investigations with immunoassay tests.

o    Permits Project.;  The UST Program is collecting data to
     determine if the permitting process  (e.g. NPDES, UIC, Air
     permits)  is delaying cleanups or preventing the use of
     alternative technologies.  We will work with states to
     determine what tools (if any) need to be developed to help
     streamline the permit process.

 Site Forms;  OUST will create a PC-based method for
 contractors or responsible parties to use to submit site
 data about tanks and releases to states via facsimile.   We
 will test Site Forms with three states using reimbursement
 data,  site characterization data,  or site monitoring data.

 Evaluating Alternative Cleanup Technologies At PST sites;  A
 Guide  For Corrective Action Plan Reviewers;   The UST Program
 is  developing this manual to  equip state regulators to
 review, evaluate,  and approve corrective action plans that
 incorporate alternative technologies.

 Regional  Demonstration Projects:   Each  of the Regional
 Program Managers can provide  updates on these projects which
 demonstrate the use of alternative cleanup technologies  at

 In-Situ Treatment  Technologies  Engineering Manual•   EPA's
 Risk Reduction  Engineering  Laboratory  (RREL)  is developing a
 manual based on the train-the-trainer sessions in Regions  5
 and 7 on  alternative cleanup  technologies.  (See also  the
