Tribes across the United States have described technical assistance and training as major unmet needs hindering effective
municipal solid waste (MSW) management in Indian Country. To help address the issue, the U.S. Environmental
Protection Agency's (EPA's) Office of Solid Waste (OSW) has compiled this listing of potential sources of support for tribal
MSW management efforts. It includes "stand alone" programs and partnerships between tribes, states, and local communi-
ties. This document is not exhaustive; it was designed as a tool to help tribal leaders and environmental personnel identify
relevant and currently available MSW technical assistance and training.
The range and type of technical assistance offered by the organizations listed in this guide varies greatly. Some of the
assistance options include technology and information exchange forums, workshops, resource and referral networks, partner-
ship building programs, hotlines, clearinghouses, and onsite assessments. Many of the identified organizations publish out-
reach materials such as newsletters, fact sheets, and guides, and offer library resources. Assistance is offered also in
numerous electronic formats including Web sites, list servers, databases, and on-line newsletters.
Many of the organizations included in this guide offer formal solid waste management training through certification
courses and programs, continuing education and extension programs, and college and university degree programs. Some
groups even offer training videos, audio tapes, software, satellite broadcasts, and curricula and training packages.
An attempt has been made to organize this document in a way that makes sense for the anticipated user. The first section
of this guide is a list of the tribal colleges offering degrees and certificates in different environmental fields. The tribal col-
leges are listed first because our tribal MSW management contacts have indicated that they consider the colleges a primary
source for assistance and training. Following the tribal college listing, the guide is divided into four broad solid waste topic
areas: Waste/Pollution Prevention, Recycling, Composting, and MSW Collection, Transfer, and Disposal. To make it easier for
users to identify help "close to home," the listings in the four broad topic areas begin with local organizations, move through
regional assistance groups, and end at the national level. Each listing includes a quick identification of solid waste resource
areas of technical assistance and training emphasized by the organization. Just as the types of assistance and training vary
greatly, so do the kinds of organizations listed. This guide lists city and county groups, state agencies and organizations,
national and regional EPA programs, other pertinent federal programs, universities, trade associations, nonprofit groups, and
a few for-profit groups.
A section at the end of this guide is dedicated to environmental and solid waste-related list servers, a relatively new
technology that provides an electronic forum and network that enables rapid information dissemination by allowing MSW
managers to engage in on-line discussions.

Tribal Colleges
Many tribal colleges and universities offer environmen-
tal science, natural resources, and engineering degrees
that provide training applicable to MSW management. In
addition to degrees, some tribal colleges and universities
have certification programs, or house research centers and
laboratories that offer more advanced training in waste man-
agement. The colleges often have distance learning pro-
grams, research capabilities, and knowledgeable faculty that
may serve training and technical assistance needs. The col-
leges and universities listed below are located throughout
Indian Country.

accredited college offering an associate of science degree
with electives in environmental science, fish and wildlife

Blackfeet Community College is a 2-year, fully accredited
college. It offers an associate of applied science degree in
natural resources management, with required courses in
soils, water resources, geographic information systems, and
Blackfeet Reservation environmental studies (topics include
air and water quality, and landfill concerns).

Crownpoint Institute of Technology is a 2-year, fully accred-
ited college chartered by the Navajo Nation. Crownpoint's
certificate in environmental technology encompasses envi-
ronmental science, technology, and law. Required courses
include waste management and recycling, environmental
science and technology, technical mapping with GPS, biolo-
gy for environmental science, occupational safety, and report
writing.
Crownpoint also offers a certificate in natural resource man-
agement. Requirements for program completion include an
introduction to natural resources and general soils and soil
conservation courses.

D-Q University is a 2-year, fully accredited college. D-Q
offers an associate of science degree in appropriate technol-
ogy, which prepares students for the field of community
design and planning. Completion of this degree requires a
course in waste management. An appropriate technology
certificate also is available.
D-Q also offers an associate of science degree in environmen-
tal studies. This program requires courses in natural
resources management and electives in waste management,
hazardous waste management, and ecological risk assessment.

Fort Berthold Community College, a 2-year, fully accredited
college, offers an associate of science degree in environmen-
tal science. This degree prepares students for a career in
environmental quality, resource management, or fish and

Fort Peck Community College is a 2-year, fully accredited
college. One degree offered by the college is an associate of
science degree in hazardous material and waste technology.
Courses in hazardous materials, environmental health and
safety, waste minimization and recycling, emergency
response, environmental law, and site investigation are
required for this degree. Course electives include asbestos
abatement, lead abatement, and underground storage tank
removal. A certificate in hazardous materials and waste
technology requiring the same core courses also is offered.
In addition, Fort Peck offers an associate of science degree
in science with an environmental science option. This
degree requires courses in environmental science and envi-
ronmental law.

Haskell Indian Nations University is a 4-year, fully accredit-
ed college. One degree offered by Haskell is an associate of
science degree in natural resources. The completion of this
degree requires courses in natural resource management,
soils, watershed management, and Indian real estate and
land description practices.
The University also is home of the Haskell Environmental
Research Studies (HERS) Center. HERS is funded in part
by the EPA, and works in partnership with the Great
Plains/Rocky Mountain Hazardous Substance Research
Center at Kansas State University to train students, faculty,
and tribal professionals in natural resource and waste man-
agement. HERS has developed and offered internships, con-
ferences, training, and a video seminar series on hazardous
waste management and other environmental issues.

Little Big Horn College, a 2-year, fully accredited college,
offers an associate of arts degree in science, with a natural
resources and environmental science option. Course
requirements for this degree include environmental science
and lab, scientific field methods, and natural resources and

Navajo Community College offers an associate of science
degree in environmental science and technology. All courses
emphasize and integrate solid waste management and pollu-
tion prevention concepts. The requirements for program
completion include courses in environmental system sci-
ence, with a number of electives in environmental engineer-
ing, environmental planning and management, solid waste
management, water and waste water technology, water
resources technology, and environmental sampling and
monitoring.
Tribal Colleges

The College also is home to the Navajo Dryland
Environments Laboratory (NDEL). The NDEL is an academ-
ic institute for research and education in the earth and envi-
ronmental sciences and environmental technology. It is
operated by the Dine Community College Division of
Mathematics and Natural Sciences for the Waste
Management Education and Research Consortium (WERC).
NDEL maintains analytical and teaching laboratories for
environmental chemistry, geology, and technology, and also
supports field-based research in environmental issues relat-
ed to the Navajo Nation and surrounding areas. NDEL also
is used as a training center for Dine Community College
environmental science classes. Major funding for NDEL
activities is provided by the U.S. Department of Energy,
National Science Foundation, EPA, and U.S. Geological
Survey.

Northwest Indian College is a 2-year, fully accredited col-
lege. One of the degrees offered by the college is an associ-
ate of science degree in environmental engineering
technology. This degree requires courses in engineering, a
water quality practicum, and precalculus. A certificate in
environmental engineering with the same core requirements
also is offered .
In addition, an associate of science degree in natural
resources is offered. This program focuses on land-use plan-
ning and environmental protection. Requirements include
courses in environmental science, environmental pollution,
environmental toxicology, environmental chemistry, soils,
GIS and GPS, and field techniques. A certificate in natural
resources, with the same core requirements, is also offered.

Oglala Lakota College, a fully accredited, 4-year university,
offers a bachelor of science degree in interdisciplinary envi-
ronmental science. Completion of this program requires
courses in environmental science, organic chemistry, and
biochemistry. Students may also earn an associate of arts
degree with the same core requirements, in interdisciplinary
environmental science.
An associate of arts degree in natural resource management

Salish Kootenai College, a 4-year, fully accredited college,
offers a bachelor of science degree in environmental sci-
ence. Courses required for degree completion include soil
science, NEPA process, environmental law, project planning
and management, economic development on Indian reserva-
tions, calculus, organic chemistry, principles of ecology, sta-
tistics, and environmental science. Specialization is possible
in environmental quality. An associate of science degree in

Sinte Gleska University is 4-year, fully accredited universi-

Southwestern Indian Polytechnic Institute is a 2-year col-
lege. The Institute offers an associate of applied science
degree in environmental science and industrial hygiene.
This degree meets the needs of environmental protection
and pollution prevention industries and the environmental
containment and remediation requirements of Native
American communities. It provides instruction in regulatory
compliance, safety, and pollution prevention technology.
Degree requirements include courses in environmental sci-
ence, environmental monitoring, an environmental manage-
ment practicum, communications in environmental
technology, physical geology, and an introduction to GIS and
GPS technology.

Turtle Mountain Community College, a 2-year, fully accred-
ited college, offers three different environmental 2-year
degrees. These include an associate of arts degree in natural
resource management, with required courses in environmen-
tal science and statistics; an associate of science degree in
environmental science, with required courses in environ-
mental science, physical geology, and ecology; and an asso-
ciate of science degree in wildlife studies, with required
courses in botany, ecology, and chemistry.

Waste/Pollution Prevention
Source reduction, also known as waste prevention or pol-
lution prevention, means reducing the amount or toxicity
of waste prior to recycling, treatment, or disposal. The goal
of source reduction is to reduce hazards to public health and
the environment by preventing the generation of waste alto-
gether. It includes purchasing durable, long-lasting goods
and seeking products and packaging that are as free of tox-
ics as possible. It can be as complex as redesigning a
product to use less raw material in production, have a longer
life, or be used again after its original use is completed.
Because source reduction actually prevents the generation
of waste in the first place, it is the preferred method of
waste management and goes a long way toward protecting
the environment.
STATE AGENCIES AND ORGANIZATIONS
State agencies provide waste and pollution prevention (P2)
technical assistance or training to the public in a number of
ways. They might sponsor training events, certification
courses, seminars, meetings, forums, onsite waste prevention
assessments, demonstration projects, grant and loan pro-
grams, information clearinghouses, help lines, guidance
documents, newsletters, list servers, and other on-line infor-

The California Integrated Waste Management Board
(CIWMB) offers waste reduction and assessment training to
help businesses, local governments, and nonprofit organiza-
tions set up workshops to train waste reduction coordinators
on developing and implementing comprehensive waste
reduction programs. Assistance includes training, educa-
tional materials, and lists of potential speakers and trainers
with appropriate expertise. Through its Office Paper
Reduction Campaign, CIWMB offers a collection of informa-
tion, materials, and resources for businesses and offices to
use in programs aimed at reducing office paper waste.
CIWMB offers an on-line Waste Prevention Information
Exchange that facilitates the flow of news, ideas, fact sheets,
business case studies, sample guide books, reports, and
videos among governments, businesses, nonprofit organiza-
tions, and other interested parties. The exchange has a
resource center and staff that can conduct limited research.

Waste Wise is an EPA voluntary partnership program that
supports efforts by businesses, state and local governments,
tribes, and institutions to reduce waste, in ways that benefit
both their bottom lines and the environment. Partners set
their own goals and report their accomplishments in three
areas: waste prevention, recycling, and buying/manufactur-
ing recycled products. Partners receive technical assistance
and recognition for their MSW reduction efforts.
The WasteWise Helpline answers questions about the
Waste Wise program and responds to partners' specific tech-
nical assistance questions. Helpline staff have access to an
extensive library containing information on municipal solid
waste reduction practices nationwide. In addition, the
Helpline distributes WasteWise publications. The Helpline

The National Pollution Prevention Roundtable (NPPR) is
the largest organization in the United States devoted solely
to pollution prevention. The mission of NPPR is to provide a
national forum for promoting the development, implementa-
tion, and evaluation of efforts to avoid, eliminate, or reduce
pollution at the source. NPPR hosts an annual conference
focusing on the latest information in pollution prevention
policy and regulatory and technical assistance initiatives.
Some sessions feature lawmakers and other high-ranking
government officials discussing ways that pollution preven-
tion can be incorporated into federal, state, and local policy.
Other session topics focus upon pollution prevention for
local governments and small businesses, regulatory integra-
tion and education, and training.

Recycling turns materials that would otherwise become
waste into valuable resources and generates a host of
environmental, financial, and social benefits. After collec-
tion, materials (e.g., glass, metal, plastics, and paper) are
separated and sent to facilities that turn them into new mate-
rials or products. Recycling, including composting (for which
references are listed in the next section), is one of the best
environmental success stories of the late 20th century. It
diverted 57 million tons of material away from landfills and
incinerators in 1996, up from 34 million tons in 1990—a 67
percent increase in just 6 years. In 1996, the United States
recycled approximately 27 percent of its MSW.
Recycling benefits include:
• A reduced need for new landfills and incinerators.
• Conservation of resources for our children's future.
• Prevention of emissions of many greenhouse gases and
water pollutants.

(CIWMB) offers a wide variety of training and technical
assistance for businesses and local governments. CIWMB
provides fact sheets on recyclable materials (e.g., paper,

on composting market development, used oil recycling, and
construction and demolition waste management. CIWMB
offers its waste reduction and assessment training to assist

The Colorado Office of Energy Conservation's (OEC)
Industry Partnerships Project (IPP), identifies specific
obstacles to industrial recycling and provides technical
expertise to address them. OEC also provides on-line access
to RecycleNet, which serves as an information clearing-

resources on the Internet. RecycleNet is a useful tool for
finding national recycling news and events, state and federal

The Colorado Recycling Development Incubator (RDI) is a
long-term, local market development project designed to

increase the use of secondary materials in established and
new Colorado businesses. To date, RDI has funded technical
and business assistance for 10 recycling projects. Technical
assistance is tailored for each project, and may include
developing a business plan, conducting a market study, pro-
viding marketing assistance, and helping negotiate collec-
tion location sites. Waste diversion activities range from
basic aluminum can recycling to the reuse of construction
materials and office equipment and furniture in the manu-
facture of recycled-content products. Half of the projects are
nonprofit organizations and the other half are for profits. As
of January 1997, funding for approximately 10 additional
projects remains available.

This program trains purchasing officers and recycling coor-
dinators how to buy recycled-content products, and how to
implement buy-recycled purchasing ordinances, and helps
to create markets for the recyclable materials collected by
municipal recycling programs.

Composting
Composting is one form of recycling. It is the controlled
biological decomposition of organic matter, such as food
and yard wastes, into humus, a soil-like material. Compost-
ing is nature's way of recycling organic (plant and animal)
wastes into a material that may be used in vegetable and
flower gardens, landscaping, and many other applications.
Composting keeps organic wastes out of landfills, provides
nutrients to the soil, increases the population of beneficial
organisms such as worms and certain insects, reduces the
need for fertilizers and pesticides, and protects soils from
erosion. Compost can also be used to remediate contami-
nated soils and turf grasses, facilitate reforestation, restore
wetlands, and revitalize wildlife habitats by removing oil,
grease, and heavy metals from storm-water runoff and
destroying volatile organic compounds.
Many of the organizations listed below offer Master
Composter training or courses taught by Master Composters
and other compost experts. Master Composters receive train-
ing in the art and science of home composting and organic
gardening. The training includes classroom presentations,
hands-on learning, field trips, compost bin construction
techniques, and certification. As part of the training, partici-
pants spend 50 hours in community service, teaching com-
posting methods to others. From building compost piles in
community gardens, teaching children about decomposition,
and setting up projects to recycle institutional food scraps,
Master Composters work at the grassroots level to support
waste diversion. Many of these organizations offer compost-
ing hotlines and local contacts who can answer questions on
composting. These composting contacts were found at the

The Solid Waste Composting Unit develops and implements
solid waste composting training programs, and offers
refresher training on current regulations for composting. The
training includes an overview of the approved alternative
feedstocks, bulking agents and additives, and a summary of
composting activities throughout the state. The courses are
open to anyone (e.g., regulated community, inspectors, con-
sultants, general public) who would like to attend.

The Composting Council is a diverse, 250-member trade

The Council and its membership have worked to achieve
maximum conservation, composting, and utilization of

The Composting Council offers composting workshops
called Best Practices Training. These courses are avail-
able nationwide, and are designed for public and pri-
vate municipal-scale compost facility owners and
operators as well as their regulators. The courses are
also open to consulting engineers and suppliers of com-
posting equipment and technology. They range from 3 to
5 1/2 days, and may include classroom lectures, site
visits, interactive exercises, hands-on pile building, dis-
cussions, an exam, and networking opportunities. Local
experts (agricultural researchers, composting process
managers, or engineers) are encouraged to assist in
instructing the workshop. Advanced registration is
required, and there is a fee. Some sponsors will under-
write a portion of the registration fee for some regis-

EHMI is an independent, value-neutral, nonprofit organiza-
tion dedicated to the understanding, enhancement, and
preservation of the natural environment. EHMI was created

Although source reduction (which includes reuse) and
recycling (including composting) can divert large por-
tions of MSW from disposal, some wastes still must be
placed in landfills or incinerated. Closing open dumps and
replacing them with modern landfills that prevent, detect,
and control leaks is a large undertaking. Modern landfills
are well-engineered facilities that are located, designed,
operated, monitored, closed, cared for after closure, cleaned-
up when necessary, and financed to insure compliance with
federal and state rules. The agencies and organizations
included in this section offer technical assistance or training
in a number of solid waste related areas such as establish-
ing and managing tribal MSW collection programs, environ-
mental regulations, and designing and operating MSW
facilities such as landfills, transfer stations, and incinera-
tors. In addition to the state environmental agencies offering
technical assistance and training, a number of tribal, region-
al, and national organizations, associations, research cen-
ters, and universities have been included. This section also

The California Integrated Waste Management Roard
(CIWMR) is responsible for managing California's solid
waste stream. The board is helping California's effort to
divert 50 percent of its waste from landfills by 2000 by
developing waste reduction programs, providing public edu-
cation and outreach, assisting local governments and busi-
nesses, and fostering market development for recyclable
materials. CIWMR coordinates various training sessions and
workshops that are available to solid waste management pro-
fessionals. Other CIWMR programs encourage used-oil
recycling, regulate waste management facilities, and clean
up abandoned and illegal dump sites. The CIWMR is one of
six agencies under the umbrella of the California
Environmental Protection Agency. For more information on

University Extension began as the continuing education
branch of the University of California (UC) in 1891.
Founded as part of UC's commitment to public service, it
now operates through all of the eight general campuses. UC
Extension offerings include certificate programs in many
fields, including environmental management and science.
These nondegree programs, developed by academic special-
ists and experienced professionals, offer planned sequences

The University of Florida Center for Training, Research, and
Education for Environmental Occupations (UF/TREEO)
offers more than 250 noncredit, professional development
courses each year in solid waste, pollution prevention, haz-
ardous materials and waste, lead and asbestos abatement,
storm water, and many other environmental and health safe-
ty areas. Over a dozen courses focus on solid waste landfill
management and operation, and cover topics such as landfill
compliance inspections, landfill gas and leachate systems,
and waste screening and identification. UF/TREEO also
offers the Landfill Operator Short School for landfill opera-
tors seeking accreditation. The Short School is a Florida
Department of Environmental Protection-approved course
that satisfies state training requirements under 17-703 FAC.
Courses are offered in Gainesville, Orlando, Tampa,
Pensacola, West Palm Beach, Ft. Lauderdale, and many
other Florida locations. UF/TREEO is able to customize
courses and deliver them at any location, allowing for more
in-depth coverage of topics specific to a particular agency,
and saving you travel time and expense. UF/TREEO also
teaches managers the instructional skills necessary to

The Missouri Department of Natural Resources' (MDNR)
Solid Waste Management Program offers certification and
recertification courses for solid waste landfill technicians.
Any facility staff desiring certification, or any technician
wishing to obtain recertification may enroll in the classes,
including those from landfills no longer accepting waste.
The solid waste technician certification class covers landfill
design, siting, operations, closure and postclosure, and safe-
ty. It also includes background on the history of solid waste
management in Missouri, alternatives to landfilling, and

The New York State Association for Solid Waste
Management (NYSASWM) is New York's oldest and largest
organization representing solid waste professionals.
NYSASWM is a nonprofit organization composed of solid
waste professionals, attorneys, and recycling managers from
both the public and private sectors. The NYSASWM spon-
sors two conferences each year as well as a landfill opera-
tors certification course. The certification course covers
workforce procedures, hazardous waste regulations, facility
protection, in-field hazardous waste identification, water
quality monitoring, leachate management, and landfill gas,

North Dakota's Division of Waste Management offers three
training courses on landfill operations: municipal waste
landfill operator training and certification, an inert waste
landfill workshop, and waste screening training.
The municipal waste landfill operator training and certifica-
tion satisfies the state requirement that municipal waste
landfills must have a certified operator on site at all times
during normal facility operations. The course provides train-
ing for operators on site selection, construction, and devel-
opment; waste acceptance; storm water management;
ground-water monitoring; and record-keeping. It also
includes practical exercises and a landfill field trip.
Operators must be recertified every 3 years.
The inert waste landfill workshop covers site selection and
development, waste acceptance and screening, composting,
record-keeping, and closure and postclosure care.
The waste screening training offers information on the con-
cepts and practices required for operators of solid waste
landfills and incinerators to properly perform inspections of
incoming loads of waste, and demonstrates the importance
of random load inspections by explaining the different clas-
sifications of wastes, the identification of wastes, and the
procedures for conducting random inspections.

The Institute for Tribal Environmental Professionals (ITEP),
located at Northern Arizona University in Flagstaff, Arizona,
is engaged in a variety of activities that support native-
student environmental research projects, nationwide training
for tribal environmental staffs, and communication and out-
reach with tribes on resource protection issues. ITEP pro-
vides assistance to Indian tribes and other public and
private groups in promoting effective environmental
resource management on Indian lands. This assistance is

Full cost accounting (FCA) is an accounting practice that
can help local governments assess and manage the actual
costs of running MSW programs, so services can be
improved while costs are minimized. FCA recognizes costs
that often can be overlooked in traditional accounting sys-
tems. These costs include indirect (or overhead) costs;
upfront costs, such as acquisition of equipment and materi-
als; and future costs, such as those incurred for landfill clo-

In communities with pay-as-you-throw (PAYT) programs
(also known as unit pricing or variable-rate pricing), resi-
dents are charged for the collection of municipal solid
waste—ordinary household trash—based on the amount
they throw away, rather than through property taxes or a
fixed fee. This creates a direct economic incentive to recy-
cle more and to generate less waste. Pay-as-you-throw
breaks with tradition by treating waste collection services
just like electricity, gas, and other utilities. Households pay
a variable rate depending on the amount of service they use.

accessible service providing up-to-date information on the
RCRA solid and hazardous waste regulations, including
underground storage tanks (USTs). The Hotline answers
questions and provides guidance and policy documents on
MSW landfill criteria, solid waste recycling, waste mini-
mization, federal procurement of products that contain recy-
cled material, and EPA Indian Land policies. (Hotline
information specialists cannot answer questions which
require interpretation of EPA regulations or policies,

The Haskell Environmental Research Studies Center

What is a list server?
List servers provide an electronic forum for groups of people
with specific knowledge and interests to share ideas quickly
over long distances. To join a list server, you must have an
e-mail account, since list server subscribers receive e-mail
specific to the subject of interest. If the list server is moder-
ated, subscribers usually receive one e-mail, from the mod-
erator only, on a daily or weekly basis. If the list server is
open, then subscribers can receive e-mail from any other
subscriber on the list server at any time.
Usually, subscribers also can send e-mail to the list server.
If the list server is moderated, then the e-mail is sent to the
moderator before being distributed to other subscribers. The
moderator decides whether or not to send the e-mail back
out to the rest of the subscribers. If the moderator sends out
the e-mail, it will usually be included in a newsletter-style
posting that also includes other subscribers' e-mail, orga-
nized by subject. If the list server is open, incoming e-mail
is automatically sent out to all other subscribers without first
being sent to a moderator for screening.
How is a list server useful?
List servers can be very useful for conducting research, for
keeping up-to-date on topics in a field of interest, and for
making contact with others interested in the same subject.
Often, list servers include subscribers who are experts in
the field. Because the list server format is informal and
user-friendly, it is easy for busy people to exchange ideas,
ask questions, and respond with information they know "off
the top of their heads." List servers also commonly include
information on technological advances and post announce-
ments of upcoming conferences, meetings, job openings, and
funding opportunities.
Subscribing to a list server
Follow these instructions to submit a list server subscription
request:
Send an e-mail message (see below) to the subscription
request address for the particular list server in which you
are interested. (Be sure to add whatever suffix or prefix is
necessary to send an e-mail message from your e-mail gate-
way to the Internet.) You must send a separate e-mail for
each list server.
The body of your e-mail message should include the follow-

Waste Wise program. The Waste Wise list server allows part-
