   -. Thanks to intensive efforts at all staff levels to streamline operations, the Environmental
    Protection Agency's (EPA's) Office of Solid Waste (OSW) is "new and improved." OSWs.
    organisational culture is better designed to reflect and support the programmatic objectives
    of the Resource Conservation and Recovery Act (RCRA). The reorganization will result
    in:

       increased emphasis on risk and economic assessment in RCRA decision-making;
       a clear focus on nonhazardous industrial waste;
       more employee empowerment;                     •   .
       enhanced customer service; and                         ;
       greater efficiency through teamwork and a. flatter hierarchy.
     The new OSW maintains the traditional structure of an office director, deputy director,
    and six divisions. Streamlining makes branch chiefs first line supervisors, and places sec-
    tion chiefs and deputy division directors in technical, nonsupervisory roles. A fresh compo-
    nent of the reorganization creates a team-based work environment where staff have the
    necessary authority to do their jobs. Standing teams and project teams will operate within
    and across branch and division lines, providing better continuity and customer service.

     A detailed organizational chart is attached. Some divisions have been reorganized, re-
    named, or bothj and a new division has been added.

     The Municipal and Industrial Solid Waste Division (MISWD) is reconfigured and con-
    solidated into three branches: Industrial and Extractive Wastes Branch (formerly special
    wastes branch in the Waste Management Division), Municipal Waste Reduction Branch,
    and Municipal Information and Analysis Branch.
     Permits and State Programs Division (PSPD) reduces the number of branches from five
    to three: Permits Branch, Corrective Action Programs Branch, and Federal, State, and
    Tribal Programs Branch.           ,
     The Characterization and Assessment Division has been renamed to the Hazardous
    Waste Identification Branch (HWID). HWID maintains three branches, which have been
    realigned to better reflect their work: Generator and Recycling Branch (formerly the Regu-
    latory Development Branch), Waste Identification Branch, and International and Special
    Projects Branch (newly formed).                            ,
     The Communications, Analysis, and Budget Division has become the Communications,
    Information, and Resources Management Division (CIRMD). This division is streamlined

into three branches: Communications Services Branch, Resources Management Branch,
and Information Management Branch.
  The new Economics, Methods, and Risk Analysis Division (EMRAD) gives OSW the
opportunity to reinvent its use of science, high quality data, economic impact information,
and cost benefit analysis in the regulatory and policy development process. This division
melds the former Technical Assistance Branch and the Regulatory Analysis Branch. It has
one supervisor and no branches because of its small size.
  The Hazardous Waste Management Division is now the Hazardous Waste Minimization
and Management Division (HWMMD). Individuals have been realigned and the number
of branches is reduced to three: Waste Treatment Branch, Waste Minimization Branch,
and Analysis and Information Branch. The Special Wastes Branch has been incorporated
into MISWD, which more accurately reflects the nature of the work.
