   EPA-s Grant Resources for Solid Waste
Activities in Indian Country (Document Number
EPA530-R-96-051) contains a list of nongovernmen-
tal organizations, companies,  and foundations to
contact for potential funding.  It also includes useful
information on how to write a grant proposal. The
guide is useful not only to Indian tribes, but also to
the general public. The guide  can be ordered free
of charge from EPA's RCRA Hotline  at 800-424-9346.
   You may also want'to contact your state envi-
ronmental and resource conservation agency
for information about grants  under their purview.
   The U.S. General  Services Administration offers a
Catalog of Federal Domestic Assistance, which
is a compilation of governmentwide assistance pro-

(Annual Grants Solicitation)
Goal: To provide seed money to support new
processes and/or equipment with the potential to
increase energy efficiency, reduce pollution, and
improve process economics.
Amounts: Averages $315,000 with a maximum
of $400,000 with industry/state partnerships pro-
viding 55 percent matching funds.

Eligibility: Industry, with assistance from a state
energy or pollution prevention office, to test,
demonstrate, and assess the feasibility of new
processes and/or equipment with rapid deploy-
ment into the marketplace.
Deadlines: Annually, deadlines vary.

Solid Waste Disposal Research
(Unsolicited Grants and Cooperative Agreements)
Goal: To support and promote the coordination
of research and development in the area of collec-
tion, storage, utilization,  salvage, or final disposal
of solid waste.
Amounts: Approximately $5,000 to $250,000, with
matching funds of 5 percent of total project cost.
Eligibility: Public or private agencies in U.S.
states, territories, and possessions; public, private,
and state universities and colleges; local govern-
ments; and individuals. Profit-making organizations
are ineligible.
Deadlines: None.

Solid  Waste Management
Assistance
(Unsolicited Cooperative Agreements)
Goal: To promote the  use of integrated solid
waste management systems to solve municipal
solid waste generation and management problems
at the local, regional, and national levels through
promotiqnal activities.
Amounts: Approximately $500 to $185,000, with
a minimum of 5 percent matching funds if a con-
tinuing grant.
Eligibility: Federal, state, interstate,  intrastate,
and local  public authorities; public agencies and
institutions; nonprofit private organizations and
agencies;  institutions and individuals; and tribes.
Deadlines: Vary from EPA region to  region.

Consolidated  Research

Goal: To support research to determine the envi-
ronmental effects and, therefore, the control
requirements associated with hazardous waste, air

   Three different EPA-administered grants and
cooperative agreements are available:
 •  .Grants specific to solid waste activities. EPA's
   Office of Solid Waste (OSW) and regional
   offices administer these grants directly.
 •  Grants for one or more environmental pro-
   grams (i.e., solid waste, water, and/or air). EPA
   offices other than OSW administer these grants.
 •  Consolidation grants for state, local, and/or
   tribal programs relating to a specific function
   (such as permitting) across all media (i.e., solid
   waste, water, and air permitting consolidated
   grants). These grants are not addressed in this
   brochure.

Environmental Education
Grants  Program
(Annual Grants Solicitation)
Goal: To support projects to design, demonstrate,
or disseminate practices, methods, or techniques
related to environmental education and training.
(Note:  not limited to solid waste.)
Amounts: Approximately 25 percent of .grants
are $5,000 or less; some are over $25,000. There
is a 25 percent matching funds requirement.
Eligibility: Local or state education agencies,
colleges or universities, state environmental agen-
cies, tribal education agencies, and nonprofit
organizations.
Deadlines: Vary from year to year.

  This brochure describes a variety of funding
sources for solid waste research and management
programs available to state and local governments,
the general public, and small businesses. This fund-
ing  is available from  the U.S. Environmental
Protection Agency (EPA) and other federal agencies.
  Most of the funding available from EPA is in the
form ofgrants and cooperative agreements for
nonprofit entities and state and local governments.
EPA awards grants and cooperative agreements
based on a review of an applicant's proposal and  a
determination of how well the project meets
Agency criteria. Under cooperative agreements,
EPA and the applicant negotiate the work to be
conducted and the requirements that must be
met. Some grant/cooperative agreement proposals
are made in response to solicitations (requests for
proposals) by EPA, while others are sent to EPA
independently without any call for proposals. In
many cases, the grantee is required to match a
portion of the federal money.
   In addition, some business funding mechanisms
are available. EPA has an annual grant solicitation.
The U.S. Small Business Administration (SBA) has
three loan programs.
   This brochure briefly describes each grant,
cooperative agreement, and loan program for solid
waste activities. Each description includes phone
numbers and addresses to contact for more infor-
mation. Phone numbers for EPA regional offices,
referenced in some  funding descriptions, are listed
on  the inside back cover.
   We do  not include information  about state pro-
gram grants, which  are only available to states to
which the Resource Conservation and Recovery Act
(RCRA) has been delegated. EPA works  directly
with the states on these grants.
