Based on the lessons learned in pay-as-you-
throw communities across the country, EPA
has developed a series of free products for
solid waste planners, elected officials, and other
  interested individuals. These products include:
Fact Sheets. This set of five one-page fact sheets provides a
basic primer on pay-as-you-throw. Each fact sheet addresses
the interests and concerns of one of five different audi-
ences: solid waste planners, local elected officials, communi-
ty residents, civic and environmental groups, and state
     officials.
Guidebook. Pay-As-You-Throw: Lessons Learned About Unit
Pricing pulls together the ideas and results presented at
workshops by officials from pay-as-you-throw communities.
The guide answers virtually every question about program
consideration, design, and implementation. It contains four
main sections and an extended appendix listing the ques-
tions raised and answered at the workshops.
Rate Setting Booklet. Rate Structure Design:
Setting Rates for a Pay-As-You-Throw Program
helps planners set rates that help achieve «
their community's goals. It discusses rate
     setting methods, provides step-by-step
     sample calculations, and includes
     real-world case studies.
Testimonials. Pay-As-You-Throw Success Stories is a collection
of case studies explaining how and why nine representative
communities from across the country developed their pro-
grams. Written in the words of the community's planners
and elected officials, these testimonials illustrate the variety
of reasons for using pay-as-you-throw and ways in which
                          these programs can be structured.
Took Kit. The Pay-As-You-Throw Tool Kit-is intended especially
for community solid waste planners. The tool kit contains a
workbook, guidebooks (including the Lessons Learned guide
described above), and worksheets. It's a comprehensive
product designed to provide planners with tools and strate-
                          gies for implementing pay-as-you-throw.

Waste Management is a 90-minute, two-part video that

pay-as-you-throw experts explaining how programs work
in practice and offering key advice on design and
