his brochure describes a variety of federal
funding sources for solid waste research and
management programs available to state and
local governments, the general public, and
small businesses. This funding is available from
the U.S. Environmental Protection Agency
(EPA) and other federal agencies.
Most of the funding available from EPA is in
the form of financial awards called grants and
cooperative agreements for nonprofit entities,
universities, and state and local governments.
These awards can be money, property, serv-
ices, or anything of value to the applicant.
EPA awards grants and cooperative agree-
ments based on a review of an applicant's pro-
posal and a determination of how well the
project meets Agency criteria. Under coopera-
tive agreements, EPA and the applicant nego-
tiate the work to be conducted and the
requirements that must be met. Some grant/
cooperative agreement proposals are made in
response to solicitations (requests for propos-
als) by EPA, while others are sent to EPA inde-
pendently without any call for proposals. In
many cases, the grantee is required to match a
portion of the federal money.
In addition, some business funding mecha-
nisms are available. EPA has an annual grant
solicitation and the U.S. Small Business
Administration (SBA) has three loan programs.
This brochure briefly describes each grant,
"cooperative "agreement, and loan program for
solid waste activities. Each description includes
contact phone numbers and addresses for
more information. Phone numbers for EPA
regional offices, referenced in some funding
descriptions, are listed on the inside back cover.

Nonprofit Grants Ahd
Cooperative Agreements
hree different EPA-administered grants and
cooperative agreements are available:
• Grants specific to solid waste activities. EPA's •
Office of Solid Waste (OSW) and regional
offices administer these grants directly.
• Grants for one or more environmental program
(i.e., solid waste, water, and/or air). EPA offices
other than OSW administer these grants.
• Consolidation grants for state, local, and tribal
programs relating to a specific function (such as
permitting) across all media (i.e., solid waste,
water, and air permitting consolidated grants).
These grants are not addressed in this brochure.

Goal: To support projects to design, demon-
strate.-or disseminate practices, methods, or tech-
niques related to environmental education and
training. (Note: not limited to solid waste).
Amounts: Approximately 25 percent of grants are
$5,000 or less; some are over $25,000. There is a
25 percent matching funds requirement.
Eligibility: Local or state 'education agencies,
colleges or universities, state environmental

agencies, tribal education agencies, and nonprofit
organizations.
Deadlines: Vary from year to year.

Goal: To support research to determine the envi-
ronmental effects and, therefore, the control
requirements associated with hazardous waste, air
quality, acid deposition, drinking water, water
quality, toxic substances, and pesticides.
Amounts: Range from $5,000 to $2 million.
Eligibility: The program is available to states,
territories, and possessions of the United States,
and to the District of Columbia, for public and
private state universities and colleges, hospitals,
laboratories, state and local government depart-
ments, other public or private nonprofit institu-
tions, and individuals who have demonstrated
exceptional scientific ability.
Deadlines: None.

Goal: To support and promote the coordination
of research and development in the area of col-
lection, storage, utilization, salvage, or final dis-
posal of solid waste.
Amounts: Approximately $5,000 to $250,000, with
matching funds of 5 percent of total project cost.
Eligibility: Public or private agencies in states,
territories, and possessions of the United States;
public, private, and state 'universities and col-
leges; local governments; and individuals. Profit-
making organizations are ineligible.
Deadlines: None.

Goal: To assist tribes with completing and imple-
menting comprehensive, integrated waste man-
agement plans; developing realistic solid waste
management alternatives; closing or upgrading
existing open dumps; and developing post-
closure programs.
Amounts: Approximately $1 million to $2
million (varies yearly).
Eligibility: Any federal tribal organization.
Deadline: None.

specifically for businesses. The criteria for quali-
fying as a small business can vary; contact the
organizations listed below if you need more
information.

Goal: To provide seed money to support new
processes and/or equipment that can increase
energy efficiency, reduce pollution, and improve
process economics.
Amounts: Industry/state awardees receive a one-
time grant up to a maximum of $525,000.
Industrial partners may receive a maximum of
$500,000 in federal funding with industry/state
partnerships providing 50 percent matching funds.
Eligibility: Industry, with assistance from a state
energy or pollution prevention office, to test,
demonstrate, and assess the feasibility of new
processes and/or equipment with rapid deploy-
ment into the marketplace.
Deadlines: Annually; deadlines vary.

Goal: To provide long-term, fixed asset financ-
ing to small businesses.
Amounts: The Small Business Administration

governmental organizations, companies, and
foundations to contact for potential funding. It
also includes useful information on how to write
a grant proposal. The guide is helpful not only to
Indian tribes, but also to the general public. The
