           o Where performance levels are being proposed,  any
             technology not otherwise prohibited may be used to
             meet the treatment standard.

           o In this proposal,  EPA proposes to require use of a
             total constituent analysis to measure  performance
             of destruction or removal technologies,  and use of
             the TCLP extract  analysis to  measure performance of
             immobilization technologies.

           o EPA is proposing  "no  land disposal"  as BOAT for
             several wastes.   The  EPA has  identified that  (l)  the
             waste can be  totally  recycled,  (2) the waste  is not
             currently being land  disposed or  (3) the waste is no
             longer being  generated and is not anticipated to be
             generated during  a  RCRA/CERCLA correction action.

           o The  proposed  effective dates  are  based on data from
             the  Agency's  recently conducted survey of available
             alternatives  capacity at  treatment,  storage,
             disposal  and  recycling facilities. The Agency is
             proposing 2-year extensions of  the effective
             date  for  six  wastes disposed  by means  of  under-
             ground  injection and  to soil  and  debris con-
             taminated with wastes  for which incineration  is
