Fourth Annual Report
The Superfund removal program has achieved significant accomplishments in responding to environmental emergencies, cleaning
up hazardous waste sites, and making sites safe. For this reason, EPA publishes the Superfund Emergency Response Actions
Summary, which provides the public with valuable information about Superfund removal actions undertaken by EPA. This document
is updated annually. The Fourth Annual Report, which is the third update to the initial document, summarizes the Superfund removal
actions undertaken by EPA between October 1988 and September 1989.

THE SUPERFUND REMOVAL
PROGRAM
In response to increasing national
hazardous waste disposal problems,
Congress passed the Comprehensive
Environmental Response, Compensation,
and Liability Act (CERCLA), commonly
known as Superfund. This law was
passed in 1980. Superfund authorizes the
Federal government to work with State
and local governments and private parties
to provide responses to releases of
hazardous substances and inactive
hazardous waste sites.
Superfund cleanups were financed by a
$1.6 billion Trust Fund collected over the
first five-year period of the program. The
Fund was financed through taxes paid by
manufacturers, producers, and exporters
and importers of oil and designated
chemical substances. It can be used to
provide both short-term actions and long-
term cleanup, with the latter generally
undertaken only at inactive waste sites
listed on the National Priorities List (NPL).
Short-term actions are referred to as
removal actions, while long-term actions
at NPL sites are referred to as remedial
actions. Short-term actions (which also
include emergency responses) occur in
response to hazardous substance releases
at both NPL and non-NPL sites.
During the sixth year of the program,
Congress appropriated funds so that
removal actions could continue while the
law was being reauthorized. On October
17,1986, the Superfund Amendments and
Reauthorization Act (SARA) was enacted.
SARA reauthorized Superfund for five more
years and provided for a Fund of $8.5
billion. The new Superfund raised the
statutory limitations on removal actions
from 6 months to 12 months and from $1
million to $2 million. These statutory
limitations may be exceeded if site
conditions meet one of the two CERCLA
exemptions. The "emergency" exemption
permits a waiver to the limitations if: 1)
there is an immediate risk to public health,
welfare, or the environment, 2) continued
response actions are immediately required
to prevent, limit, or mitigate an emergency,
and 3) assistance will not otherwise be
provided on a timely basis. The second
exemption, referred to as the "consistency"
exemption, was enacted under the new
Superfund law and permits a waiver to the
limitations where a continued response
action is appropriate and consistent with
the remedial action to be taken. In
addition, removal actions, to the maximum
extent possible, must contribute to the
efficient performance of long-term remedial
actions.
The National Oil and Hazardous
Substances Pollution Contingency Plan,
referred to as the National Contingency
Plan (NCP), establishes procedures and
standards for responding to releases of
hazardous substances, pollutants, and
contaminants. The NCP details the
responsibilities of 14 Federal agencies and
State and local governments for cleaning
up releases of hazardous substances and
oil spills to all media: land, air, surface
water, and groundwater. The lead
responsibility for emergencies occurring
Inland or in inland waters belongs to the
U.S. Environmental Protection Agency
(EPA). Primary responsibility for
addressing accidental releases in or near
coastal waters and the Great Lakes rests
with the U.S. Coast Guard (USCG).
Although other Federal agencies (i.e., the
Federal Emergency Management Agency
and the Agency for Toxic Substances and
Disease Registry) do not lead Fund-
financed actions, they provide assistance
as necessary. In addition, special technical
assistance teams and cleanup contractors
provide significant support to removal
actions.
The Superfund removal program, which
manages removal actions and emergency
responses, is characterized by close
cooperation among Federal, State, and
local government agencies and between
government and industry. Removal sites
are discovered through referral from State,
local, and other Federal agencies; the
general public; other EPA program offices;
removal program inspection efforts; and
through notifications to the Federal
government as required under CERCLA
Section 103(a). In FY 89, there were 6,510
CERCLA 103(a) notifications to the Federal
government of releases of CERCLA
hazardous substances. In addition to these
CERCLA notifications, there were 11,165

notifications to the Federal government of
releases of substances suspected of being
CERCLA hazardous substances or that
posed a potential threat to the
environment. Upon notification or site
discovery, the EPA or USCG On-Scene
Coordinator (OSC) evaluates the reported
incident and determines whether or not a
Federal response is warranted. EPA
maintains a technical team on call 24
hours a day to respond to emergencies.
In FY 89, approximately 70 percent of all
completed removal actions listed in
CERCLIS were led by EPA or USCG (with
the support and assistance from industry,
other Federal agencies, and/or State and
local agencies). The remaining 30 percent
of these completed removals, including
emergency responses, were conducted by
the responsible party (e.g., generator,
transporter, or disposer) with support from
EPA or USCG.
Although removal actions must be flexible
and tailored to the specific needs of each
site, some response activities are common
to many removal actions.
Some of these typical activities are noted
below:
« Sampling drums, storage tanks,
lagoons, surface water, groundwater,
and the surrounding soil and air;
« Installing security fences and providing
other security measures;
Removing and disposing of
containers and contaminated
debris;
Excavating contaminated soil and
debris, and restoring the site;
Pumping out contaminated liquids
from overflowing lagoons; and
Collecting contaminants through
drainage systems or skimming
devices.
Other activities might include providing
alternate water supplies, installing
decontamination devices, evacuating
threatened individuals, and providing of
temporary shelter for these individuals.
Occasionally unforeseen circumstances,
such as adverse weather conditions,
vandalism, fire, or explosions, arise and a
"restart" is necessary. A restart is the
initiation of additional removal activities at a
site where there has been a previously
completed removal. In FY 89, 34 restarts
were completed. (In the descriptions of the
removal actions, a restart is connoted by a
Potential and actual releases of hazardous
substances are extremely variable in size,
threat, and location. The Superfund
removal program is capable and available
to address all such situations, as long as
CERCLA and NCP response criteria are
met. Actions under the removal program
can range from erecting a fence to
removing and disposing of thousands of
drums.
In FY 89, EPA Regions performed many
technologically or logistically complex
responses, often using state-of-the-art
technologies. The variability in hazardous
substance releases and sites is reflected in
the wide range of removal program
activities and methods of response. For
example, response to two incidents
involving compressed gas cylinders,
described below, varied according to site-
specific situations. Other examples of
notable removal actions that were
performed in FY 89 are also described
below.
NOTABLE REMOVAL ACTIONS OF FY 89
Eastern Surplus
The Eastern Surplus Site (EPA Region I),
located in Meddybemps, Maine, contained
large volumes of scrap metal, junk cars, old
appliances, miscellaneous personnel
equipment, and a variety of hazardous
materials including ammunition. These
materials were stored In compressed gas
cylinders, drums, and 5-gallon cans. In
addition, the site also included a trailer full
of calcium carbide and numerous electrical
transformers containing oil contaminated
with polychlorlnated blphenyls (PCBs).

The discovery of the hazardous materials
on the site prompted a removal action by
the Maine Department of Environmental
Protection (ME DEP), which removed all
ammunition and disposed of 4,650 gallons
of waste oil, 2,400 gallons of PCB oil, and
117 transformer casings. After having
expended $370,000 on these activities, ME
DEP requested that EPA continue site
operations as a removal action. An
immediate removal action was initiated in
November 1986. The removal action at
the site was extremely complex and was
conducted in several phases due to the
large variety of contaminants and
materials present at the site and the
various ways in which these materials
were stored.
Compressed gas cylinder disposal took
place In two phases, the first between July
and December 1988 and the second in
October 1989. During the first phase, the
US DOD accepted responsibility for all
compressed gas cylinders of military
origin.
All cylinders had to be either treated or
vented on the property due to the aging
and instability of the compounds in the
cylinders. The cylinders were inspected,
and their contents were identified by the
type of cylinder and valve, and by their
markings. The cylinders were then
categorized according to the
characteristics of their contents. Cylinders
containing atmospheric gases, such as
oxygen, nitrogen, and carbon dioxide were
vented to the atmosphere. Cylinders
containing flammable gases were vented
and burned under controlled conditions.
Cylinders containing chlorine were
neutralized by bubbling their contents
through a caustic soda solution.
Twenty cylinders contained ethylene oxide,
which had become shock-sensitive with
age, making them unsafe to transport off
the site. These cylinders were explosively
opened and their contents burned under
controlled conditions. During the
explosion, all parties wore Level B personal
protective equipment on site (highly
protective gear, including a self-contained
breathing apparatus). The air downwind of
the detonation site was monitored in order
to ensure safe reentry for the residents.
During the second part of the disposal of
compressed gases, the manufacturers of
the remaining cylinders disposed of eight
commercial cylinders. One cylinder
containing nitric oxide was thought to have
become shock-sensitive with age and could
not be moved. It was explosively opened
and the contents burned under controlled
conditions on site. Also, as part of the
monitoring program, the CAMEO II
computer Air Model Program was utilized to
determine the direction and concentration
of the vented plume. Air monitors were
placed in the area that the computer model
determined could be affected by a release.
The other seven cylinders were identified,
overpacked, and transported to the
manufacturer for controlled venting.
Chemical Control Corporation
In 1980, the Chemical Control Corporation
In Elizabeth, New Jersey (EPA Region II)
was consumed In a fire which burned for
10 days. The fire and resulting explosions
were fueled by 35,000 drums that were
improperly stored on the facility. The
resulting contaminant plume impacted
areas within a 50-mile radius of the site.
The ensuing cleanup lasted four years, but
did not address any of the 188 charred
compressed gas cylinders discovered at
the facility. In 1984, technology was not
available to safely dispose of these
cylinders, therefore they were overpacked
in specially designed cylinder sleeves and
staged in place.
In 1989, the EPA removal program
contracted for use of the patented Cylinder
Recovery Vessel (CRV) process to identify
the contents of the cylinders, treat the
contaminants, and dispose of the cylinders.
The process consisted of remotely
sampling each cylinder in the explosion
resistant CRV unit, analyzing the contents
in the on-site laboratory, and transferring
the cylinder contents to the appropriate on-
site treatment unit. The basic process was
modified to include sampling, analysis, and
treatment (if necessary) of the cylinder
overpacks.

The on-site laboratory was equipped with
a gas chromatograph and a mass
spectrometer. These instruments were
linked into the site computer which
contained a database of over 2,000
chemicals. Following the analysis, the
database was searched for a match with
the sample drawn from the sampling port.
This automated identification process
provided accurate results, usually within
fifteen minutes. Treatment selection was
based on the type and quantity of material
in the CRV unit.
Four treatment units were available, three
of which were located inside the Vapor
Containment Area (VGA), an adjustable
structure which served as the tertiary
containment area. A portable sampling rig
was designed to sample and treat the
cylinder overpacks that were too large to
fit inside the CRV unit. Approximately 78 t
percent of the overpacks contained
explosive mixtures of hydrogen which had
been generated by the naturally occurring
oxidation of the cylinders. As a result,
each overpack was grounded to reduce
ignition potential from static electricity.
Of all the cylinders containing gas,
approximately 85 percent required on-site
treatment. Some of the treated materials
Included: iron pentacarbonyl, vinyl
bromide, sulfur dioxide, propadiene,
cyanogen, hydrogen chloride, and several
short-chain hydrocarbon compounds.
The entire process took twelve weeks to
complete.
General Refining
EPA Region IV originally responded to this
abandoned waste-oil recycling facility in
Garden City, Georgia in 1985. This removal
involved cleanup of lagoons of oily
corrosive liquids, sludges, and sediments
having high concentrations of lead and
other metals (which were extracted during
the oil recycling process). During the 1985
removal action, water was treated using an
on-site wastewater treatment process and
sludges were treated using a solvent
extraction process.
Filter cake and solidified lagoon sediments
(contaminated with lead) were stockpiled
on site during the original removal;
however, this material still presented a
potential for lead to leach from the
sediment to the soil, groundwater, and
surface water. Lead levels in soil were still
as high as 10,000 ppm following this
response.
A second removal was initiated at this site
in 1989, to address elevated lead levels in
the soil and stockpiled lagoon sediments.
A treatability study was conducted in order
to assess the feasibility of on-site
fixation/solidification and to design the
optimum mix of fixation agents to soil.
Cement, kiln dust, and fly ash were mixed
in various preparations with the
contaminated soil. Samples of the product
were then subjected to rigorous testing.
The chosen mix consisted of one part kiln
dust to one part contaminated soil.
The field application of the treatment
technology required specialized equipment.
A power screen was brought on site to
sieve the contaminated soil to a suitable
grain size and to remove any foreign
material such as wood, brick, or concrete.
After power screening, the waste was
loaded into a pug mill where the kiln dust
and water were added. All three
feedstocks were metered so that the
designed proportions were maintained.
Quality was assured and controlled on the
project by periodically sampling the
solidified material, analyzing it for total lead,
and conducting an EP Toxicity test for lead.
The objective of this quality
assurance/quality control (QA/QC) was to
keep the leachable lead levels below the
EPA drinking water standard of 50 ppb.
The weighbelts and flow meters which
metered the three different feedstocks were
periodically checked for accuracy.
The end product was conveyed into dump
trucks and consolidated into a monolith on
a cleared area of the site. The monolith
was two to four feet thick and covered
approximately 6 acres. A vegetative soil
cover was placed over the monolith. *
Approximately 10,000 cubic yards of waste
were treated.

Pavton Tire
The Dayton Tire site (EPA Region V) was
a large inactive industrial facility in Dayton,
Ohio which manufactured tires from 1941
to 1980. The buildings contained many
large electrical capacitors and
transformers which used coolant liquids
containing RGBs. After the facility was
closed and abandoned, salvagers and
looters caused widespread damage in
their attempts to recover metals. Some of
this damage resulted in PCB oil
contamination in many areas of the
buildings. Additionally, large amounts of
asbestos insulation had been stripped and
pulverized, thus creating a significant
friable asbestos problem.
The State responded to a PCB-
contaminated oil release in April 1987
when approximately 1,600 gallons of
contaminated oil flowed into nearby Wolf
Creek after vandals damaged transformers
on the roof of the facility. Samples from
building surfaces on site and sediments
from Wolf Creek indicated PCB
concentrations as high as 22,900 ppm.
The State immediately requested EPA
assistance in initiating response activity.
Phase I of the removal consisted of
removing contaminated sediments from
the creek and placing booms in the creek
to prevent further inflow of contaminants
from the site. Phase II consisted of
decontaminating the building and
surrounding soil, and removing, sealing, or
isolating the friable asbestos.
Helicopters removed large transformers
from the building and an adjacent rail line
transported the waste material. Several
experimental techniques for removing PCBs
from concrete surfaces were tried, but
scabbling of the building surfaces was
proven the only effective method for
decontamination.
Bull Chemical
The Bull Chemical site (EPA Region VI) was
an inactive chemical storage, sales, and
blending facility located on 2.2 acres in
Spring, Harris County, Texas. The facility
had a history of air, water, and solid waste
operational violations with the county,
including 1,162 deteriorated and leaking
drums, 16 leaking bulk storage tanks, and
contaminated soil. In August 1988, EPA
conducted a site inspection and noted a
significant potential for off-site migration of
chemicals. Contaminants of concern
include chlorinated solvents, corrosive
products, dichloropropane, styrene,
toluene, diamine, chloroform, and other
volatile chemicals. On June 27,1989, a
removal action was initiated at this site to
mitigate the surface threat. All storage tank
liquids/sludges were removed and
drummed wastes were overpacked and
removed.
A total of 67,102 gallons of bulk liquids
were shipped to RCRA-approved facilities
for incineration and/or hazardous fuels
blending; 239 drums of solids, 305 cubic
yards of stabilized tank sludge, and 275
cubic yards of crushed drums and
contaminated debris were placed in
Federally-approved landfills; and 180,000
pounds of scrap metal in bulk storage
tanks were sent to a metal recycling facility.
In addition, 451 drums/containers were
voluntarily removed form the site by the
Potentially Responsible Parties (PRPs).
The site was secured by a 5-foot chainlink
fence and padlocked gate.
Scott Lumber Company
The Scott Lumber Company (Region VII) is
an abandoned facility in Oregon County,
Missouri. From 1973 until it filed for
bankruptcy in 1985, the company used
creosote to preserve railroad ties. The
abandoned site consisted of a tie treatment
area, an office, a maintenance and boiler
building area, and equipment storage an
debris areas:
Vapors created during tie treatment were
condensed and discharged into a small
pond, which overflowed into the Culp
Branch of Piney Creek. Investigations also
revealed that a creosote spill of 300 to
several thousand gallons occurred on site.

Soil sample analyses revealed that
105,000 square feet (approximately 19
percent of the site) were contaminated to
levels that exceeded EPA's action levels
for total polynuclear aromatic
hydrocarbons (PAHs), which include
benzo-a-pyrene (BAP). Concentrations for
PAHs were as high as 64,000 ppm, while
those for BAP were 260 ppm. PRPs did
not take responsibility for the site;
therefore EPA began cleanup in
September 1985.
Site preparation for a removal action using
bioremediation began on July 11,1988.
Contaminated soil was removed from an
area of 20,000 square feet and to a depth
of 6 inches. A liner, designed as a
temporary storage surface to prevent the
spread of contamination, was Installed in
this excavated area. During 1988 and
1989, approximately 16,380 tons of
contaminated soil were excavated and
stockpiled in preparation for treatment.
The site was graded and contoured, a
drainage system was installed, and layers
of clay and sand were spread to produce
a treatment cell of approximately 8 acres.
Treatment of creosote-contaminated soil
through bioremediation will take place in
two phases. In the first phase, a total of
9,200 tons (approximately one-half of the
total soil to be treated) of contaminated
soil was spread on the land treatment cell.
In the second phase, the remaining half
will be spread on the treatment cell when
bioremediation of the first half Is complete.
The soil in the treatment cell will be
watered, fertilized, and tilled to produce
optimal conditions for bioremediation.
Water from the treatment cell will be
recirculated over the contaminated soil. If
the microbes are not increasing rapidly,
they will be cultivated in the laboratory for
reintroduction into the soil. Various
monitoring devices have been installed to
determine if wastes have or may impact
groundwater and/or air. The goal of the
bioremediation process is to reduce
concentrations of PAH to less than 500
ppm, and BAP (the most dangerous PAH
present on site) to less than 14 ppm.
All creosote-contaminated soil will be
treated through bioremediation, except for
95 tons of more highly contaminated
sludge excavated from the creosote
treatment containment basin. This sludge
was isolated in five trailers and shipped to a
hazardous waste disposal site.
. Norco Battery
The Norco Battery site, located in Norco,
Riverside County, California (EPA Region
IX), consists of a 4-acre residential
property, and the former location of a
battery recycling business. Soil sampling
conducted by Riverside County Department
of Health (RCDH) in July 1985 identified
lead concentrations ranging from 8 ppm to
67,000 ppm on the property and adjacent
properties. Battery casings were found
several hundred yards off site. RCDH
contacted the EPA for assistance on May
15, 1987.
EPA initiated an removal action which
included application of a polymer soil
sealant to the site to prohibit dust
movement. Due to the presence of off-site
(residential property) contamination, a
community relations campaign was
organized by EPA and RCDH, and
sampling was conducted to characterize
the extent of contamination both on and off
site. Approximately 16 acres were
characterized by collecting and analyzing
929 samples in an on-site laboratory.
Removal operations began in February
1988. Cement fixation technology was
determined to be the most appropriate for
the mitigation of this site. During the
analysis of treatment technologies, EPA's
Enforcement Branch identified N.L
Industries as an additional potentially
responsible party (PRP) and sent an
administrative order to the company.
Mitigative actions were initiated by N.L.
Industries on August 15,1988. The
company completed a portion of the site
remediation required by the order, but they
stopped all work In December 1989.
Federal removal activities began in
February 1989, and occurred In two
phases. Phase I activities (February 9 to
March 23,1989) included design and

excavation of the containment cell;
excavation of contaminated soil and
stockpiling of the soil on site; monitoring
the progress of the site cleanup using an
X-ray fluorescence (XRF) spectrometer;
conducting a geophysical survey; and
sampling and monitoring air. During April
and May 1989, contractors negotiated for
the implementation of the cement fixation
technology proposed for site mitigation.
Phase II work (June 1 to November 14,
1989) encompassed all on-site fixation
activities. Daily operations included soil
fixation, air monitoring and sampling,
medical monitoring of removal team
personnel in cooperation with the USCG
Pacific-Area Strike-Team (PST), soil
sampling, and conducting XRF field
surveys. A total of 7,300 tons of
contaminated soil was processed.
Removal activities concluded with
decontaminating and sampling an on-site
residence; excavating off-site soil
contamination that resulted from dust
generated during the fixation operations;
capping the cement monolith with lime;
and regrading and re-vegetating the site.
A land use restriction was placed on the
site to prohibit all activities that could
breach the monolith.
Martin Electric
Martin Electric, an inactive, privately owned
company in Lake Oswego, Oregon (EPA
Region X) was involved in the purchase and
resale of electric transformers from 1962
until 1979. As a result of transformer
handling activities, soil at the Martin Electric
site was contaminated with polychlorinated
biphenyls (PCBs). EPA and PRP sampling
inspections documented surficial PCB soil
contamination as high as 172,000 ppm and
subsurface PCB contamination up to 1,500
ppm. The threat of PCB-contaminated
leachate migrating off site via drains in the
facility's retaining wall also existed.
Drainage of contaminants off site posed a
potential threat to workers at an adjacent
facility and to the Williamette River, which
provides drinking water and is a
recreational area.
The site is currently being used by the
Warren Oliver Company. None of the PRPs
accepted responsibility for the cleanup,
therefore EPA assumed the lead and
initiated a removal action on March 27,
1989. On-site removal activities were
performed until April 19,1989 and included:
excavation, transportation, and disposal of
approximately 1,120 tons of PCB-
contaminated soils; site security; and daily
cost tracking using the Removal Cost
Management System (RCMS). After
sampling verified cleanup, excavated areas
were backfilled and capped and a water
barrier was installed.
THE PROGRAM TO DATE
From December 1980 through September
1988, EPA and USCG completed 1,127
removal actions at an extramural cost of
$248,038,560. From October 1988 through
September 1989, EPA completed 175
removal actions at an extramural cost of
$79,640,932. In addition, USCG completed
25 removal actions. Total Superfund
removal completions and associated costs
for the period December 12,1980 through
September 30,1989 are as follows:

ABOUT THIS REPORT
The Fourth Annual Report summarizes
removal activities completed during the
ninth year of the Superfund program. This
report is presented as a series of matrices
that are organized numerically by Region
and alphabetically by State and site name
within each Region. It contains the same
types of information included in all
previous annual reports. EPA intends to
continue providing this information in
future updates. The list of removal actions
completed in FY 89 is based on data
contained in Comprehensive
Environmental Response, Compensation
and Liability Information System
(CERCLIS) as of June 25,1990. (Very
short, low-cost USCG actions, such as
retrieving a drum that has washed up on a
beach, are not summarized but are
included in the totals.)
The back of the report contains an index
of all removal actions completed by
September 30,1988, listed alphabetically
by State, and then by site name. This list
also provides information on the site's
NPL status and the previous annual report
in which the site is described.
