Preface
The Office of Solid Waste and Emergency Response and the Office of Research and
Development provide numerous opportunities for technical assistancesome multi-faceted
and others directed to specific topics. This Directory of Technical Support Services was
first prepared in response to the Administrator's 90-Day Review of Superfund and the
need to make such technical assistance more widely available.
In addition to updating previous entries and providing new sources of technical support for
Superfund personnel, this edition also incorporates support services available to project
managers in the RCRA Corrective Action and Underground Storage Tank programs. Each
entry is coded as to its applicability and support funding from the Superfund (S), RCRA (R),
or UST (U) program.

The goal of this Directory is to enable EPA field staff to quickly identify the technical
support services that will be most useful for their specific problem. Rather than an
exhaustive inventory of all sources of technical information, this Directory highlights
significant technical assistance programs that have procedures in place to process requests
for assistance (e.g., answering a technical question, providing staff to work on the
problem, or referring callers to the appropriate source).

on transport and fate of contaminants in the vadbse and saturated zones of the subsurface,
The TSP is made up of seven Technical Support Centers and two Technical Support
Forums. It is a joint service of the Office of Solid Waste and Emergency Response, the
Office Research and Development, and the Regions. The TSP offers direct site-specific
technical assistance to Superfund andRCRA staff in the Regions and develops technology
workshops, issue papers, and other information. The TSP:

in selection and design of final remedy

The Subsurface Remediation Information Clearinghouse was established at RSKERL to
provide for transfer of up-to-date subsurface fate, transport, and remediation research and
demonstration information. The Clearinghouse's technical information specialists locate,
assess, and document pertinent information sources, including planned, active, or
completed subsurface remediations. This information is used in the development and
maintenance of four specific databases:

International Ground-Water Modeling Center (IGWMC)

RSKERL also supports the operation of the International Ground-Water Modeling Center
(IGWMC) at the Colorado School of Mines in Golden, Colorado. IGWMC collects and
disseminates information about ground-water modeling software. The Center compiles

theory and application of ground-water models.

chemically contaminated sites. In addition to full radioanalytical services, NAREL offers an
expanding capability for analyzing heavy metal and organic waste contaminants. Specific

Ground-Water and Engineering Technical Support Forums
Technical Support Forums are comprised of one or more technical specialists, RPMs, or OSCs
from each of EPA's ten Regions from within both the Superfund and RCRA programs. Two
Forums have been established to date: the Ground-Water Fate and Transport Forum and the
Engineering Forum. Forum members provide information to other professional staff in their
Regions regarding TSP efforts, research undertaken by the Centers, and problems and successes

experienced by other Regions. Forum members convene by telephone monthly and meet twice
each year. Forum members:
Channel communication among the Regions, TSCs, headquarters personnel, and existing EPA
technical programs
Increase the transfer of information among the Centers and the Regions

Route technical assistance information to Regional colleagues

The Technical Support Branch in EPA's Risk Reduction Engineering Laboratory provides the
Regions with engineering technical assistance on Superfund site remediation in the following
areas:

RREL has expertise in contaminant source control structures; materials handling and
decontamination; treatment of soils, sludges, and sediments; and treatment of aqueous and organic
liquid streams, including pump-and-treat systems for groundwater.
Site-Specific Assistance
ETSC - The Engineering Technical Support Center supplies support on relatively quick-
turnaround engineering assistance tasks. These include the following types of review and
evaluations:
Review of treatability aspects of RI/FS
Review of RI/FS treatability study RFPs, workplans, and final reports
Oversight of RI/FS treatability studies
Screening of alternative remedies
Assistance with studies of innovative technologies
Assistance in treatment system design and start-up during RD/RA
START - The Superfund Technical Assistance Response Team provides assistance on complex
site remediation problems that require in-depth, often long-term evaluation. In addition to
providing the support listed above for the ETSC, the START program can provide additional
support such as:
Frequent meetings with RPMs
Assistance in site characterization for technology selection
Treatability studies for screening remediation technologies
Specific investigation of engineering problems encountered at the site
The START program also is developing technical expertise on selected types of sites (e.g., wood
preserver sites) where it can provide particularly in-depth engineering support.

The Branch's Treatability Assistance Program is designed to help Regions make decisions
concerning the necessity for treatability studies and collects data on the performance of studies
for reference purposes. Besides assisting with site-specific problems, the program offers the

Technology Transfer
The Branch conducts a number of other technology transfer activities intended to distribute
information and guidance on site remediation engineering problems to a broad audience.
Activities include the publication of engineering bulletins, issue papers, and technical resource
documents. The Branch also puts on workshops and provides treatment technology training
under the Superfund University Training Institute (SUIT) program.
RCRA and Corrective Action Assistance
In 1992, the Branch will provide site-specific assistance to the RCRA Corrective Action program
through the ETSC. In addition, documents and databases produced in the Superfund Treatability
Assistance Program and through other Superfund technology transfer activities are available to
RCRA site remediation managers.

Superfund Technical Liaison Program (STLP)

The Superfund Technical Liaison Program is a part of the Regional Operations Staff in ORD's
Office of Technology Transfer and Regulatory Support. STLP is designed to bridge the gap
between the ORD Laboratories and the Superfund and RCRA programs in the EPA Regional
Offices. STLP has two major functions: (1) to facilitate communication, especially the transfer
of scientific and engineering information and products between the Laboratories and the Regions;
and (2) to provide oversight and an overview of all of ORD's Superfund and RCRA technical
support resources to EPA management
In addition to acting as information brokers, the Liaisons can provide direct assistance; relying
on their expertise in a variety of disciplines including engineering, risk assessment, ground water,
and ecology.
STLP performs its role primarily through the placement of one full time employee in the
Regional Offices. Nine of the ten Regions now have Liaisons.

Air/Superfund Coordination Program

Regional Air Offices review preliminary site evaluation studies, Rl/FSs, and RODs for air
impacts due to remediation. The Air/Superfund Coordination program is designed to help RPMs
design ways to mitigate air impacts at Superfund sites, provide Air Office liaisons to Regional
Superfund Offices, and provide technical assistance and recommendations.
The Air/Superfund Coordination Program offers:
Direct support: site evaluation, remedy selection, modeling assistance, monitoring, air
pollution control devices
Support services: inter-program coordination, training, resolution of inter-program issues
National Technical Guidance Studies (NTGS) to improve quality and consistency of
procedures and data collection. NTGS reports cover baseline air emissions, air emissions
from remediation, modeling and monitoring protocols, air pathway analysis procedures, and
remediation field support procedures.

Superfund Innovative Technology Evaluation (SITE) Program

The SITE Program supports development of technologies for assessing and treating waste from
Superfund sites. The program provides an opportunity for commercial technology developers to
demonstrate the capabilities of their technologies. EPA evaluates the technologies and provides
an assessment of their potential for future application.
The SITE Program is made up of four components: the Demonstration Program, the Emerging
Technologies Program, the Monitoring and Measurement Technologies Program, and the
Technology Transfer Program.
Technical reports describing completed demonstrations and general information may be obtained
from the Center for Environmental Research (CERI) in Cincinnati, Ohio, at FTS 684-7562 or
(513) 569-7562. General information on the program can be obtained by calling FTS 684-7696
or (513) 569-7696. As of December, 1991, seventy-six technology demonstrations have been
selected for evaluation, 26 treatment technology demonstrations and 6 monitoring and
measurement demonstrations have been completed, and 26 final reports are available. Descriptive
program reports, summaries, and project bulletins are also available.
To propose a candidate demonstration site, contact either your Regional SITE Contact or John
Martin at the Risk Reduction Engineering Laboratory at FTS 684-7758 or (513) 569-7758. SITE
emphasizes flexibilityit will tailor demonstrations and treatability studies to accommodate
Regional needs and time requirements. SITE can generate useful data tailored to meet RPMs'
and OSCs' site-specific objectives. The Program can easily be integrated into the remedial
process or become a strategic part of a planned removal action. The earlier SITE is involved,
the more support it can provide.
A technology does not need to be in the SITE Program to be evaluated under SITE. Any
innovative technology that the Region is planning on using for a cleanup operation can be
evaluated by the SITE Program. The Regions gain high quality, credible data, with SITE
responsible for the sampling, analysis, and evaluation.

Bioremediation Field Initiative

OSWER and ORD have jointly instituted a Bioremediation Field Initiative to provide assistance
to the Regions in conducting field tests and evaluations of bioremediation site cleanups in
Superfund, RCRA, UST, and state non-NPL sites.
The initiative is designed to more fully document performance of full-scale field applications of
bioremediation, provide technical assistance for sites in a feasibility or design stage (to facilitate
treatability studies), and regularly provide the Regions with information on treatability studies,
design, and full-scale operations of bioremediation projects in the Regions.
The initiative has identified over 140 sites that have full-scale bioremediation systems in place
or at which bioremediation is planned. Information on these sites is available in a quarterly
bulletin entitled Bioremediation in the Field. Presently, eight sites are undergoing performance
evaluations under the initiative, providing an in-depth analysis of process efficiency. The waste
types include petroleum products, creosote and solvents, and PAHs.

Biological Technical Assistance Groups

Pursuant to a 1988 Directive from EPA Headquarters to the Regions that technical assistance of
a biological nature be provided to Superfund site managers, all ten Regions have mobilized
biological discussion groups. In general, these groups are known as Biological Technical
Assistance Groups or BTAGs, although some Regions use different names.
The groups regularly assemble various federal and state representatives with considerable
expertise in biology and ecology, to discuss several National Priority List sites per session.
Consensus comments of the advisory group are provided to project managers following the
meetings. The BTAGs willingly review all site documents through the Remedial Design and
Remedial Action stages of remediation. BTAGs frequently revisit sites at the RPM's request,
providing their comments at various stages of the remediation process. Some Regions have
adopted the policy of requiring at least one BTAG review per site as a prerequisite to the Record
of Decision signature.

The WES, in Vicksburg, Mississippi, is the U.S. Army Corps of Engineers' center for
environmental quality and hazardous waste research. The Hazardous Waste Research and
Development Center (HWRDC) is located at WES. The WES conducts research for developing
,new treatment technologies and new testing protocols for various contaminated materials
including highly contaminated sediments, surface and ground water, and soils. WES
environmental quality research and development (R&D) facilities include the Aquatic Ecosystem
R&D Center, Soil Testing Research Facility, and the Fate and Effects R&D Center. The
HWRDC provides research and innovative technology demonstration support to DOD, DOE, and
EPA under RCRA, Superfund, OUST, Defense Environmental Restoration Program, and the
Assessment and Remediation of Contaminated Sediments Program under the Clean Water Act.
The WES engineers and scientists are actively involved in investigation/characterization,
analytical chemistry, fate, effects and transport of contaminants, waste site remediation
technologies, and ground-water modeling. Waste site remediation activities include
bioremediation, contaminant extraction/flushing, in situ solidification/stabilization, volatile organic
thermal treatment, chemical oxidation and reduction, bioslurry treatment, and combined activated

The Technical Assessment Branch is in the Office of Solid Waste's Characterization and
Assessment Division.
The Methods Section within the Technical Assessment Branch is responsible for writing and
updating the RCRA analysis methods manual entitled Test Methods for Evaluating Solid Waste:
Physical/Chemical Methods, also known as SW-846. To order a copy of SW-846, contact the

In order to better respond to questions and comments regarding SW-846, the Methods Section
established the Methods Information Communication Exchange (MICE) telephone service. MICE

machine. A member of the technical staff then returns the call on the next business day.
The Health Assessment Section provides health and environmental risk analysis support and
guidance to RCRA regulation writers and integrates Agency policies on risk assessment into
OSW programs. Common questions that come up during the risk assessment process (e.g.,
hazard identification, fate and transport uncertainties) are reviewed and addressed in telephone
discussions, issue papers, or guidance documents.

Database) and hard copy files of the source material for the database. The ERIS Database
is automated, searchable, and available on-line through the Cleanup Information
