Consortium for Site Characterization Technology

Developers face many problems moving new site characterization and
monitoring technologies from prototype to routine use. These include
convincing regulators and customers the product meets its performance
claims; lack of credible performance data; access to unbiased third parties
td evaluate the data;  and identifying representational test  sites and
challenging demonstrationdesigns. The government's interest in achieving
national goals faster, better, and less expensively warranted a united effort
to address these problems.

The Consortium is a partnership of DoD, DOE, EPA, and the private
sector whose goal is to increase flie acceptance and use of innovative field
monitoring, and characterization technologies in assessing and supporting
remediation of contaminated sites. The Consortium achieves this goal by
supplyingtechnology buyers, developers, consulting engineers, states, and
EPA Regions with high quality performance data for new technologies
verified by independent third parties under the auspices of EPA.

How Does The Process Work?

The Consortium supports demonstration and verification testing of site
characterizationand monitoring technologies by: assisting developers with
selecting sites; preparing and approving demonstration plans; and auditing
demonstrations. Data interpretation,preparationof a verification report, and
issuance of a verification statement are the responsibilities of EPA and the
Vjerification organization.

The process begins with an assessment of the needs of the user community.
The Consortium determines the status of technologies to meet those needs,
including the maturity of those technologies. Qualified vendors are invited
to participate and work with the verification organization to develop test
plans in accordance with CSCT guidance. Field testing is performed at tvo
separate sites. Results are reviewed by EPA, the vendor, and are peer
reviewed  by technical  experts. A  final report  (including  an  EPA
Verification Statement) is then issued.

    What it is: The technologies within this category are all field-deployable
    and  provide  for  screening,  measurement,  and characterization of
    poly chlorinated bipheny 1 (PCB) contamination. The techniques include:
|    quantification of PCB concentrations in soil, dielectric fluid, and surface
    wipe samples; immunoassay  (colorimetric analysis); and on-site gas
    chromatograph analysis.
