        Consortium for Site Characterization Technology

Developers face many problems moving new site characterization and
monitoring technologies from prototype to routine use. These include
convincing regulators and customers the product meets its performance
claims; lack of credible performance data; access to unbiased third parties
to evaluate the data; and identifying representational test sites and
challenging demonstrationdesigns. The government's interest in achieving
national goals faster, better, and less expensively warranted a united effort
        to address these problems.

1 The Consortium is a partnership of DoD, DOE, EPA, and the private
• sector whose goal is to increase the acceptance and use of innovative field
j monitoring, and characterization technologies in assessing and supporting
* remediation of contaminated sites. The Consortium achieves this goal by
I supplying technology buyers, developers, consulting engineers, states, and
* EPA Regions with high quality performance data for new technologies
verified by independent third parties under the auspices of EPA.

j How Does The Process Work?

The Consortium supports demonstration and verification testing of site
characterization and monitoring technologies by: assisting developers with
selecting sites; preparing and approving demonstration plans; and auditing
demonstrations. Datainterpretation, preparationof a verification report, and
• issuance of a verification statement are the responsibilities of EPA and the
I verification organization.
i
; The process begins with an assessment of the needs of the user community.
| The Consortium determines the status of technologies to meet those needs,
• including the maturity of those technologies. Qualified vendors are invited
I to participate and work with the verification organization to develop test
f plans in accordance, with CSCT guidance. Field testing is performed at tvo
\ separate sites. Results are reviewed by EPA, the vendor, and are peer
j reviewed by technical experts. A final report (including an EPA
       Verification Statement) is then issued.

          Wellhead Monitoring for Volatile
                H Organic Compounds

What it is: The technologies within this category address a broad
spectrum of characterization and monitoring needs .encountered in local
and regional groundwater monitoring programs. Each fulfills a specific
characterization or monitoring role. Many of the technologies
complement the capabilities of others in the category. The technologies
demonstrated include a sensor providing real-time detection of TCE and
other trihalomethanes, field portable gas chromatograph/mass
spectrometers, and a multi-gas photoacoustic spectroscopy unit.

 When/where demonstrated:

 > Aiken,SC September 8,1997

 (DOE's Savannah River Site)

 > Sacramento, CA September 22,1997

 (McClellan Air Force Base)

 Who participated:

 - Perkin Elmer/Photovac
 - Inficon
 - Electron Sensor Technology
 - Inribva AirTech Instruments, A/S
 - Sentex Systems Inc.

The EPA Verification Statements will be posted on the Internet when
completed. See the last page of this folder for Web site addresses. Hard
copies of completed reports can be requested from the National Center for
Environmental Publications and Information (NCEPI) by calling 1-800-
