Dear CAMEO User,

       A new version of the CAMEO® Suite (CAMEO®, MARPLOT®, and ALOHA®) will be
available shortly. The enhancements made in the new versions of the software include a completely
updated Chemical Database with over a thousand new chemicals, Y2K compatibility, improved data
importing and exporting, and bug fixes. In addition, the EPA/NOAA CAMEO team has decided to move
to free distribution of the CAMEO program.  This decision was not easy. On one hand, we recognize that
new technology (the Internet and CDROM) could increase the availability of CAMEO; on the other hand,
free distribution presents technical support issues. Since the National Safety Council will no longer
distribute CAMEO it would be impractical for them to continue to provide technical support for CAMEO
users after August 31,1999.

       This letter is to notify current registered CAMEO users that in order to receive the subsequent
version, (which we hope will be available for distribution by the end of the summer) you must return the
registration form below with updated contact information. It is important that we maintain an accurate
user base so that, in case of safety related notifications, we can contact CAMEO users easily and
effectively. Please return the form to EPA by August 19 to receive priority delivery.

       Another change we hope to make relates to the manner in which users agree to the Terms and
Conditions of the use of CAMEO. Previously the Terms and Conditions had to be signed prior to
receiving your copy of CAMEO. In keeping with standard industry practice we will be moving to online
registration and agreement or similar procedure. Our focus remains to ensure the integrity of the system
and honor the copyright agreements we have with owners of the  chemical data used in CAMEO. A copy
of the Terms and Conditions is included for your information.

       Additional details of changes in technical assistance, and information for new users will be
available on a CAMEO website, which will be accessible by the  end of August through both EPA and

Please complete the attached form if you would like to be added  to the mailing list to receive the new,
updated,CAMEO suite on CD-ROM (CAMEO for Macintosh 4.5.2, CAMEO for Windows 1.2,
MARPLOT 3.2.1, ALOHA 5.2.3, Chemical Reactivity Worksheet  1.2).  The CD-ROM will include
electronic versions of the user manuals and will be provided to you at no cost.

                             Terms and Conditions Agreement -
                                        CAMEO®

 By opening and using this software, recipient agrees to the following:
 Recipient is given a non-exclusive, royalty free license to use the enclosed software under the following
 guidelines and restrictions.

 Use and Distribution Guidelines and Restrictions: CAMEO® and ALOHA® are available at no
 charge to those organizations and individuals (recipients) responsible for the safe handling of chemicals.

 The recipient may make sufficient backup copies to protect his site or organization against loss of the
 information. Temporary classroom installation is allowed for a period not to exceed the normal course
 of instruction. The recipient shall not distribute, electronically or by any other means, any portion of
 CAMEO® and ALOHA®. Certain response information contained in CAMEO® and marked AAR has
 been supplied by, and is the property of, the Association of American Railroads. CAS registry numbers,
 CAS synonyms, and CAS molecular formulas have been supplied by, and are the property of, the
. Chemical Abstracts Service. NFPA ratings have been supplied by, and are the property of, the National
 Fire Protection Association. AAR, CAS, and NFPA data contained in CAMEO® shall not be duplicated
 by the recipient, except as indicated above, without written permission from AAR, CAS and NFPA.
 Certain physical property data used in ALOHA® marked DIPPR has been supplied by and is property of
 the Design Institute for Physical Property Data.

 The recipient shall honor all disclaimers and other limitations of liability associated with those
 organizations that have provided data in the compilation of the CAMEO® chemical database.

 LIMITATION OF LIABILITY: THE UNITED STATES GOVERNMENT HAS USED ITS BEST
 EFFORTS TO DELIVER COMPLETE DATA INCORPORATED INTO CAMEO® AND ALOHA®.
 NEVERTHELESS, THE U.S. GOVERNMENT DOES NOT WARRANT ACCURACY OR
 COMPLETENESS, AND IS NOT RESPONSIBLE FOR ERRORS AND OMISSIONS, AND IS NOT
 LIABLE FOR ANY DIRECT, INDIRECT OR CONSEQUENTIAL DAMAGES FLOWING FROM
 THE RECIPIENTS' USE OF CAMEO® AND ALOHA®. CAMEO® AND ALOHA® SOFTWARE
 ARE BEING DISTRIBUTED "AS IS" AND THE U.S. GOVERNMENT DOES NOT MAKE ANY
 WARRANTY CLAIMS, EITHER EXPRESSED OR IMPLIED, WITH RESPECT TO THE
 CAMEO® AND ALOHA® SOFTWARE, ITS QUALITY, ACCURACY, COMPLETENESS,
PERFORMANCE, MERCHANTABILITY OR FITNESS FOR ANY INTENDED PURPOSE.

Indemnification: Non-governmental recipients shall indemnify and save harmless the United States
and its agents and employees against any and all loss, damage, claim or liability whatsoever, due to
personal injury or death, or damage to property of others directly or indirectly due to the use of the
recipient, including failure to comply with the provisions of this order form.

Editing: Any unauthorized editing or alteration of CAMEO® and ALOHA®  chemical data or
information provided by the U.S. government will result in the termination of the agreement between the
recipient and the U.S. government. Upon receipt of notice of termination the recipient shall immediately
return all CAMEO® and ALOHA® information to EPA, including all documents and all copies of
software containing CAMEO® and ALOHA® information.

Maintenance:  Recipients should keep EPA informed of any address changes. This information is
necessary to notify users of any CAMEO®, MARPLOT®, or ALOHA® program changes or if updated
information becomes available.
