INTRODUCTION
Welcome to the "Catalog of OPP Publications and Other Information Media". In the
following pages you will find listings, categorized by the type of item, of the publications and
other information products available to the public from the US Environmental Protection
Agency's Office of Pesticide Programs (OPP). In addition to the listings, there is a table of
contents, instructions on how to order these items, a list of the acronyms used in this publication
and their meanings, and a brief description of the various document types.
OPP believes it is important to make information about pesticides available to consumers
so they can make informed, responsible decisions concerning their use of pesticides. OPP also
makes available policy decisions and regulatory information concerning pesticides to the pesticide
industry and commercial users, among others. To help achieve OPP's goal of ensuring pesticide
information is made available to all who need it, OPP established the Document Distribution
Quality Action Team (DDQAT). The purpose of the DDQAT was to evaluate OPP's document
distribution processes and determine the most efficient and effective way to make published
information available to the public. Publishing this catalog was one of the team's
recommendations.
We hope this catalog provides useful information about OPP's publications and products.

This catalog of documents is divided into several categories. Below is a description of
the categories of documents included in the listing.
Registration Eligibility Decision (R.E.D.) Document

The Reregistiation Eligibility Decision (RED) Document discusses the scientific data and other
information supporting EPA's regulatory conclusion that some or all products containing a
pesticide do not pose unreasonable risks when used as directed by Agency-approved labeling,
and are eligible for reregistration. OPP has issued over 50 RED documents so far under FIFRA
'88, and ultimately will reach such reregistration eligibility decisions for about 350 more groups
of related pesticides (or chemical "cases").
R.E.D. Fact Sheets
Page 6 -10
RED Fact Sheets briefly summarize the information in the RED documents (see above).
That is, they summarize the uses, regulatory history, toxicity and environmental effects data,
and EPA's conclusion, as set forth hi the RED document that some or all products containing
a pesticide are eligible for reregistration.
Registration Standards
Page 11 - 27
The Registration Standard program was conducted by OPP during the 1970's and 1980's
(until 1989) to review the data bases of food use pesticides and determine their readiness for
registration.
A Registration Standard document analyzed the available data on an existing chemical,
identified and required submission of additional data, and set forth other conditions the
pesticide's registrant(s) had to meet in order for EPA to reregister the active ingredient.
Special Review Position Documents
Page 28 - 39
Special Review is the process used by OPP to review those pesticide uses which may
have the potential to pose unacceptable risks to either human health or the environment.
Position Documents (PDs) present the Agency's risk assessment, benefits assessment,
regulatory options, and proposed regulatory actions.
The PD 1 contains preliminary information and requests comments and more data from
interested parties.

The PD 2 is issued when the additional analysis following the PD 1 indicates that there
is not an unreasonable risk.
The PD 2/3 presents more refined risk and benefit assessments, the regulatory options
under consideration, and a proposed decision. It is also followed by a comment period.
The PD 4 presents the final regulatory action.
Science Chapters
Page 40 - 47
Science Chapters provide the scientific basis for the regulatory policies established in a
registration standard or RED. Science Chapters are a compilation of data evaluations prepared
by each scientific discipline. The Science Chapters document typically consists of a toxicology
chapter, a residue/product chemistry chapter, an environmental fate/exposure assessment chapter,
and an ecological effects chapter.

Page 48 - 69
Each fact sheet, which may be obtained separately, describes a particular pesticide: what
it is used for, who makes it, when it was registered, its's toxicity, environmental fate effects,
and regulatory action(s) the Agency has taken on the pesticide. It describes a pesticide at a
specific point in time and the Agency's regulatory action at that time.

These documents are brief (2-4 pages) descriptions of various aspects of the pesticide
regulatory process, or discussions of timely pesticide-related issues."
Pesticide Regulation (PR) Notice
Page 73 - 74
The Pesticide Regulation Notice is a brief document written primarily for registrants and
falls into two categories: those that contain strictly informational material and require no action
on the registrant's part or those that inform the registrants about changes in policy or procedures
that are important to them and may require action on their part.
Standard Evaluation Procedures (SEP)
Page 75 - 79
A SEP is a guidance document which explains the procedures used to evaluate
environmental and human health effects data submitted to the Office of Pesticide Programs.

The Pesticide Assessment Guidelines contain the standards for conducting acceptable
tests, guidance on evaluation and reporting of data, definition of terms, further guidance on
when data are required, and examples of acceptable protocols.
Endangered Species Fact Sheets, Interim Measures, Etc.
Page 87-91
OPP's Endangered Species Protection Program is dedicated to protecting threatened and
endangered species from potentially harmful exposure to pesticides while at the same'time
maintaining viable agricultural production hi the United States. In addition to the bulletins and
pamphlets, EPA has developed a series of fact sheets on endangered and threatened species in
the United States to assist the public in learning about endangered and threatened species.
Worker Protection Standard (WPS)

The documents listed in this category pertain to the implementation of the Worker
Protection Standard. It includes publications for farm workers and pesticide handlers on how
to handle pesticides safely, guidance for agricultural employers on how to comply with the WPS,
etc.
Pesticide Product Information - Compact Label File

The compact label file contains a collection of microfiche with information on registered
pesticide labels. This information includes active ingredients and percentages of same; common
names of active chemicals, sites and pests for usage, dosage, and safety information.

This is a diverse collection of documents including pamphlets and brochures on pesticide-
related topics of general interest, reports on program status and progress, and analyses and
evaluations of the adequacy and appropriateness of various types of supporting or related studies;
e.g., livestock pesticide feeding, and household pesticide poisonings. Some of these publications
deal'mainly with training skills for pesticide applicators, either hi an urban or agricultural setting
and include illustrations of pesticide protective equipment to be used by applicators in
agriculture, lawns, or gardens.
