List of Toxic Chemicals
This document provides a quick reference list of the chemicals for which reporting
is required under Section 313 of the Emergency Planning and Community Right-to-Know
Act (EPCRA) (commonly referred to as the Toxics Release Inventory (TRI) List). More
specific information is available in the EPA document, "The Emergency Planning and
Community Right-to-Know Act: Section 313 Release Reporting Requirements" (EPA '

Section 1. Introduction
Under Section 313 of the Emergency Planning and Community Right-to-Know Act,
certain businesses are required to submit reports each year on the amounts of toxic chemicals that
their facilities release into the environment, either routinely or as a result of accidents. With the
passing of the Pollution Prevention Act, such facilities also must report pollution prevention and
recycling data for such chemicals beginning with the 1991 reporting year. The purpose of this
reporting requirement is to inform government officials and the public about releases of toxic
chemicals into the environment. Section 313 requires facilities to report releases to air, water,
and land. The reports must be sent to the United States Environmental Protection Agency
(EPA) and to designated state agencies. Reports are due by July 1 each year. Those who fail to
report as required are subject to civil penalties of up to $25,000 a day.
The final Toxic Chemical Release Inventory rule under Section 313 was published in the
Federal Register on February 16, 1988 (40 CFR 372).
Qualifiers
Certain toxic chemicals listed in TRI have parenthetic "qualifiers." These qualifiers
indicate that these toxic chemicals are subject to the Section 313 reporting requirements if
manufactured, processed, or otherwise used in a specific form. The following chemicals are
reportable only if they are manufactured, processed, or otherwise used in the specific form(s)
listed below:
