United States Environmental Protection Agency Office of Pollution Prevention and Toxics Washington, DC 20460 May 1995 EPA 745/B-95-002 &EPA EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW SECTION 313 List of Toxic Chemicals This document provides a quick reference list of the chemicals for which reporting is required under Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) (also referred to as the Toxics Release Inventory (TRI) List). More specific information is available in the EPA document, "The Emergency Planning and Community Right-to-Know Act: Section 313 Release Reporting Requirements" (EPA 745/K-94-052) available from the EPCRA Document Distribution Center, 11029 Kenwood Road Cincinnati, Ohio, 45242 (attention NCEPI). [Note: Chemicals may be added to or deleted from the list. The Emergency Planning and Community Right-to-Know Information Hotline, (800) 535-0202 or (703) 412-9877, will provide up-to-date information on the status of these changes.] CONTENTS Section 1. Introduction 2 Qualifiers 2 Section 2. Alphabetical List of TRI Chemicals 4 Section 3. CAS Number List of TRI Chemicals 22 Section 4. Chemical Categories 40 Recycled/Recyclable • Printed with Vegetable Based Inks on Recycled Paper (20% Postconsumer) ------- Section 1. Introduction Under Section 313 of the Emergency Planning and Community Right-to-Know Act, certain businesses are required to submit reports each year on the amounts of toxic chemicals that their facilities release into the environment, either routinely or as a result of accidents. With the passing of the Pollution Prevention Act, such facilities also must report source reduction and recycling data for such chemicals beginning with the 1991 reporting year. The purpose of this reporting requirement is to inform government officials and the public about releases of toxic chemicals into the environment. Section 313 requires facilities to report releases to air, water, and land. The reports must be sent to the United States Environmental Protection Agency (EPA) and to designated state agencies. Reports are due by July 1 each year. Those who fail to report as required are subject to civil penalties of up to $25,000 a day. The final EPCRA Section 313 rule implementing the Toxic Release Inventory was published in the Federal Register on February 16, 1988 (40 CFR 372). Qualifiers Certain toxic chemicals listed on EPCRA Section 313 have parenthetic "qualifiers." These qualifiers indicate that these toxic chemicals are subject to the Section 313 reporting requirements if manufactured, processed, or otherwise used in a specific form. The following chemicals are reportable only if they are manufactured, processed, or otherwise used in the specific form(s) listed below: Chemical Aluminum (fume or dust) Aluminum oxide (fibrous forms) Ammonia (includes anhydrous ammonia and aqueous ammonia from water dissociable ammonium salts and other sources; 10 percent of total aqueous ammonia is reportable under this listing) Asbestos (friable) Isopropyl alcohol (manufacturing - strong acid process, no supplier notification) Phosphorus (yellow or white) CAS Number 7429-90-5 1344-28-1 7664-41-7 1332-21-4 67-63-0 7723-14-0 Qualifier Only if it is in a fume or dust form. Only if it is a fibrous form. Only 10 percent of aqueous forms. 100 percent of anhydrous forms. Only if it is a friable form. Only if it is being manufactured by the strong acid process. Only if it is a yellow or white form. ------- Saccharin (manufacturing, no supplier notification) Sulfuric acid (acid aerosols including mists, vapors, gas, fog, and other airborne species of any particle size) Vanadium (fume or dust) Zinc (fume or dust) 81-07-2 Only, if it is being manufactured. 7664-93-9 Only if it is an aerosol or other form. 7440-62-2 Only if it is in a fume or dust form. 7440-66-6 Only if it is in a fume or dust form. ------- Section 2.
