             EPA Allotment  of  Drinking Water State Revolving
             Fund  Monies
   .Safe Prinking Water Act Requirements
   1997 As required by the 1996 amendments to the Safe Drinking Water Act (SDWA),
         Drinking Water State Revolving Fund (DWSRF) monies available for allotment to
         States in fiscal year(FY) 1997 were allotted based on the formula used to distribute
         public water system supervision grant funds in FY 1 995 (SDWA Section
         1452(a)(1)(D)(l)). This formula is based on number of water systems, land area,
     '    and population in each State. l.n accordance with the SDWA, each State, including
         the District of Columbia, will be allotted at least one percent of the funds available
         for allotment to all the  States.                  '    ,

   1 998 For FY 1 998 the SDWA requires that EPA allot funds based on each State's
        , proportional share of the need identified in the Drinking Water Infrastructure Needs
         Survey: First Report to Congress.  In accordance with the law, each State will be
         allotted at least one percent of the funds available to the States.
   1998 DWSRF Allotment Formula
   On.October 31, 1996, EPA solicited public comment on six options for using the results of
   the Drinking Water Infrastructure Needs Survey: First Report to Congress to allocate
   DWSRF monies among States. Based on the comments received, EPA published a final
   fiscal year 1998 allotment formula in the Federal Register on March 18, 1997.  EPA will
   allot DWSRF monies to each State based on the State's proportional share of total eligible
   needs reported in the Drinking Water Infrastructure Needs Survey: First Report to Congress
   conducted under SDWA Section 1452(h). As required by the SDWA, funds for subsequent
   fiscal years will be allotted based on the needs reported for the most recent Drinking Water
   Infrastructure Needs Survey.  The next survey is due to Congress in February, 2001.


   Basis for the 1998 Formula
   The Drinking Water Infrastructure Needs Survey: First Report to Congress estimates the
   need for complying with current and future drinking water regulations, replacing aging
   infrastructure to protect public health, and consolidating with or acquiring neighboring
   systems without safe  supplies of drinking water.  Four thousand water systems
   participated in;this 2-year study.  Every State, the Indian Health Service and American
   Indian and Alaska Native representatives participated in survey design and implementation.


   Funds Available
   The SDWA authorizes $9.6 billion for the DWSRF program through fiscal year 2003.  ~
   For FY 1997, EPA's budget includes $1.275 billion for the DWSRF program. For 1998,
   the President's Budget Request includes $725 million for the  DWSRF program.
