Environmental Hotline '81  is a directory of more than 600 private groups and
public agencies that are dedicated to protecting the Nation's environment through
ongoing, active programs. The directory has been prepared by the Office of Public
Information  of Region V, U.S. Environmental Protection Agency, as part of its
mission to inform the public about the state of the environment as well  as EPA's
efforts to enforce the Federal laws that protect human health and the environment
from pollution.  Listings cover the six States  of Region V — Illinois,  Indiana,
Michigan, Minnesota, Ohio, and Wisconsin.
We have completely revamped and have made every effort to correct and to expand
this edition of the Hotline so that it  can be of more use to those who receive it.
Your comments and suggestions are welcome, as will be your help in keeping this
directory complete and up to date for its next edit ion. A form is provided at the back of
the book for changes, additions, or requested deletions from future Hotlines

We have divided Environmental Hotline '81 into two basic categories  Federal and Regional
government agencies and citizens' groups that are concerned about the environment, and
State-by-State listings of those categories and others, including libraries  Information for the
next edition of the Hotline and 24-hour emergency numbers are found  at the back of the book
In general, to report a more routine complaint about pollution, the place to begin is your local
pollution-control agency  These local units may handle the complaint themselves or refer
you to your State environmental agency  The State agency may,  in turn,  notify the U S  EPA
if it needs assistance in resolving the pollution problem  Region V's new toll-free Environ-
mental Hotline, listed on preceding page, is open for reporting suspected  hazardous waste
problems as well as for general information

   If you have a more routine complaint  or question about pollution,  the  place
   to begin is your local pollution-control agency, such as  your town's or
   city's environmental-control  department.   Or try the county:   Some of  Illinois'
   102 counties  have pollution-control agencies.   Jours may  ~be among  them.   Local
   agencies may  resolve the complaint themselves,  or they may refer you to the
   appropriate State agency,  which you may contact directly.

   A  number of State agencies are responsible for  the  environment  in  Illinois.  The
   Illinois Environmental  Protection Agency (I-EPA) is charged with surveillance
   for and implementation and enforcement of State and federal environmental laws
   an air quality,  land (including landfills), noise,  water  quality,  and  public
   drinking supplies.   The main  I-EPA offices are  in Springfield.   I-EPA  also
   has a network of regional and district offices  throughout the State, which
   specialize in different aspects of the environment  and report to headquarters
   in Springfield.

   The five-person, governor-appointed Illinois Pollution Control  Board (IPCB)
   hears enforcement cases.   On  the recommendation of  I-EPA, these cases  are filed
   through the Office of the Illinois Attorney General, which then files  with  the
   IPCB.   The IPCB  also publishes a free weekly newsletter,  The  Environmental
   Register, which  lists all hearings and proposed rules and reguiations  on

There are many other  local and regional planning agencies in each State.

involved in  land use planning, solid waste -planning, farmland preservation,

If an immediate health hazard exists from a pollution problem, accident, or
spill in your area, call the State's environmental emergency number or the
national Emergency Response Center.  Both numbers are listed at the bottom
of this page as well as on the inside back cover.

If you have a more routine complaint o~c question about pollution, the place to
begin is your local health department.   Indiana has some 90 health jurisdictions,
some made up of cities, some of the State's 92 counties, and some that combine
cities and counties.  Local agencies may resolve the complaint themselves, or
they may refer you to the appropriate State agency, which you may contact
directly.

The Indiana State Board of Health (ISBH) is responsible for protecting the
health and well-being of residents of Indiana.   In this capacity it is also
responsible for the administration and technical and staff support of the State's
three environmental boards, whose members are appointed by the Governor.

The State 's Environmental Management Board functions as an umbrella above two
other boards, reviewing all actions of these two groups.

The Indiana Stream Pollution Control Board is responsible for implementation
and enforcement of State and Federal water quality and land use laws.  The
Air Pollution Control Board is its counterpart for air quality.

Both of these boards turn to ISBH with environmental problems.  ISBH conducts
studies and research as indicated and reports back to either pollution-control
board with its findings and. recommendations.  The appropriate board then suggests
what it considers appropriate action to the Environmental Management Board.

There are many other local and regional planning agencies in each State.
We have tried to include here all agencies that currently receive EPA
funding to do the planning described below.   Planning agencies are also
involved in land use planning, solid waste planning,  farmland preservation,

Colleges/Universities


Most of the 91 colleges end universities in Michigan have environmental
programs, in various academic departments.   By getting in touch with a
local college or university it should be possible to track down information
that you may need.

We list Michigan State University,  which has a number of departments related
to the environment, because it is the State's land-grant college.   As such
it is the center of Michigan's Cooperative  Extension Service,  whose experts
on a number of environmental matters including pesticides are  found in every
county of the State.  To find the advisor nearest you,  consult your telephone
directory.

We also list the University of Michigan, which also plays a major role in
environmental studies, because it is affiliated with the U.S.  Department of
Commerce 's State Sea Grant Program.   In the Great Lakes region, these programs
concentrate on water safety, fisheries, toxic substances, and  wetland resources.
Each includes advisory agents for public education and information.

Most of the 59 colleges and universities in Minnesota have environmental
programs, in various academic departments.  By getting in touch with a
loaal aollege or university it should lie possible to track down information
that you may need.

We list the University of Minnesota, which has a number of departments related
to the environment, because it is the State's land-grant college.  As such it
is the center of Minnesota's Cooperative Extension Service, whose experts on
a number of environmental matters including pesticides are found, in every
county of the State.  To find the advisor nearest you, consult your telephone
directory.

We also list it as an affiliate of the U.S. Department of Commerce's State
Sea Grant Program.  In the Great Lakes region, these programs concentrate on
water safety, fisheries, toxic substances, and wetland, resources.  Each includes
advisory agents for public education and information.

spill in your area, call the State 's environmental emergency number or the
national Emergency Response Center.   Both numbers are listed at the bottom
of this page as well as on the inside back cover.

If you have a more routine complaint or question about pollution,  the place
to begin is your local pollution-control agency, such as your town's or city's
environmental-control department.  Or try the county:  Some of Ohio's 88
counties have pollution-control agencies.  Local agencies may resolve the
comp laint themseIves, or they may refer you to the appropriate State agency,
which you may contact directly.

The Ohio Environmental Protection Agency (0-EPA) is the main agency responsible
for the environment in Ohio.  It is charged with surveillance and monitoring
for, and implementation and enforcement of,  State and Federal environmental
laws on air, water, solid and hazardous wastes and public water supplies.

environment in Ohio, need to know where to take a specific complaint, or wish
to receive printed materials about environmental matters, including the free

Colleges/Universities


Most of the 205 colleges and universities in Ohio have environmental programs,
in various academic departments.  By getting in touch with a local college or
university it should be possible to track down information that you may need.

We list the Ohio State University which has a number of departments related
to the environment, because it is the State's land-grant college.  As such
it is the center of Ohio's Cooperative Extension Service, whose experts on
a number of environmental matters including pesticides are found in every
county of the State.  To find the advisor nearest you, consult your telephone
directory.

We also list it as an affiliate of the U.S. Department of Commerce's State
Sea Grant Program.  In the Great Lakes region, these programs concentrate on
water safety, fisheries, toxic substances, and wetland resources.  Each
includes advisory agents for public education and information.

programs., in various academic departments.  By getting in touch with a

that you may need.

We list the University of Wisconsin, which has a number of departments related
to the environment, because it is the State's land-grant college.   As such
it is the center of Wisconsin's Cooperative Extension Service, whose experts
on a number of environmental matters including pesticides are found in every
county of the State.  To find the advisor nearest you, consult your telephone
directory.

We also list it as an affiliate of the U.S. Department of Commerce's State
Sea Grant Program.  In the Great Lakes region, these programs concentrate on
water safety, fisheries, toxic substances, and wetland resources.   Each include
