  The Great Lakes Region Waste Paper Work Group
   recognizes the importance of widening the waste paper
     stream by the utilization of both preconsumer and
postconsumer waste paper for paper manufacture.  The Work
   Group does not wish to focus entirely on postconsumer
  waste paper; however, since this manual is developed as a
 marketing tool for recycling coordinators, the manual does
    refer primarily to postconsumer waste paper which is
          collected in local recycling programs.

Recycle?
 roday, many communities are confronted by a trash crisis. Acceptable
  landfill space is limited and costs for new landfills are rising rapidly. As
  new landfills become more difficult to site and shipping costs for wastes
  increase, many communities are exploring alternative waste management
  options. Recycling is one effective alternative that can significantly reduce
  the quantity of waste to be landfilled.

  EPA estimates that 180 million tons of municipal solid waste were
  generated in 1988 and that, by weight, 40
  percent of that waste was paper and
  paperboard products  and packaging. Paper
  is by far the largest component of municipal
  solid waste, and recycling of waste paper
  can have an important impact on the
  amount of waste remaining to be
  combusted or  landfilled. A community can
  extend the lifetime of  its existing landfill
  capacity and save money on disposal
  costs through  recycling waste paper.

  THE CHALLENGE OF MARKETING WASTE PAPER

  There are four  essential elements of recycling:

          A Collecting the materials
          A Processing the materials
          A Marketing the materials
          A Manufacturing new products from the materials.
  This manual is intended to assist recycling coordinators in marketing
  recovered postconsumer waste paper.

Collection and processing programs (voluntary and mandatory) have
greatly increased in recent years, and existing markets for some paper
grades, particularly old newspapers, have become saturated. To assure a
successful recycling plan from the start, you will need to make sure a
market exists and obtain the best buyers and prices for the collected
materials. Recovered waste paper must generally compete with virgin
materials and manufacturers or other users must have an incentive (like
reduced costs)3 to justify using waste paper.

THE GRADES OF POSTCONSUMER WASTE PAPER

Terminology used in the waste paper industry differs from the everyday
terms used by the average person, so you must learn the language of the
markets and become educated as to what they really mean.  For example,
there are over 50 different grades of waste paper recognized by the
industry. It will be important for you to become familiar with these grades
when developing contracts with the markets.  A simplified version of waste
paper grades is shown on the  following page. For a complete list of paper

            Waste Paper
      Paper that has become a
      waste paper prior to being
      purchased or used by a
      consumer. For example, trim
      cuttings, punchings, and
      rejects resulting from the
      conversion of paper or
      paperboard into finished
      products.

Wastes from retail stores,

                 The Grades Of Waste Paper
  Old Newspapers
        (ONP)
No. 6 News - Baled newspapers containing less
than 5% ot other papers.

Over Issue News - Newspapers that have not been
sold.

Special News - Sorted newspapers free from other
papers (e.g., grocery sacks and magazines).
 Corrugated Boxes
Corrugated Containers  - Boxes made of
corrugated paperboard, consisting of one or more
layers of flat board (linerboard) and corrugating
medium. Old corrugated containers (OCC) are used
boxes that may come from homes, retail stores, office
buildings, warehouses, and industries.
   Mixed Papers
Mixed Papers - Mixture of lesser value papers
such as magazines, telephone directories, envelopes,
and colored papers. Mixture may also contain
quantities of high quality waste paper (e.g., office
paper).

Mixed Office Papers - Mixture of papers such
as white and colored ledger paper, writing paper,
envelopes, facsimile paper, etc. May contain
quantities of high grade white papers, but are of a
relatively low value overall.
High Grade Deinking
     Waste Papers
Computer Printout (CPO) and Office Papers -
Includes white or colored papers (ledger) such as
copier paper and stationery which are free of treated
papers (e.g., facsimile machine paper), coated papers
and heavily inked papers*.
                            'Some printing processes such as "laser" printing, are more
                             difficult to deink, and may require separation from papers printed
                             by conventional methods

WASTE PAPER CONVERSION PROCESSES

Paper is made from virgin raw materials by chipping trees or using scrap
wood from forest product manufacturing operations. The wood is
processed by mechanical grinding to produce groundwood pulp, or by
using chemical treatments to produce a chemical pulp. By using either
method, the wood fibers are separated. The wood fibers are then mixed
with water to form a uniform mixture, which is placed on a moving screen.
The water drains from the fibers, leaving behind the paper mat, which varies
in thickness depending upon the product being made. Using steam-heated
rolls, the mat is dried and is then available for conversion into a variety of
products.

When waste paper is used as a raw material, a somewhat different process
is required to make a product.  Waste paper is blended with water to
separate the fibers and form a pulp. The resulting slurry is then cleaned
and processed.  For some products, ink removal (deinking) of the waste
paper may be necessary. The resulting pulp can then be used -
sometimes in combination with virgin pulp -  to make paper by the same
process as outlined above for pulp made from wood.

The recycling process does change fibers because blending, cleaning, and
processing break and shorten the fibers. Short fibers are a disadvantage in
some applications, although short fibers do provide desirable qualities
such as absorbency in tissue products.

END USER MARKETS  AND THEIR PRODUCTS

End users, usually manufacturing companies that buy large volumes of
recyclable materials for direct use, are the key element of waste paper
markets. (See Appendix  B for more information on end user markets in the
Great Lakes states.)  This section reviews some of the products of paper
and paperboard mills that consume postconsumer waste paper, and the
grades of waste paper that may be used for each product.

Small communities that  generate low volumes  of waste paper individually
may need to pursue marketing cooperatives, as discussed on page 9 of this
handbook.

Mills making paper and paperboard products are the major users of waste
paper in the United States and Canada; mills that utilize waste paper
generally operate through waste paper dealers and/or brokers. Some mills
may buy direct from municipal collection programs, especially those
operated by private firms.

MARKETING OPTIONS

Marketing options include:

        A  Contracts with brokers or dealers
        A  Contracts with end users
        A  Open Market Trading—sell to highest bidder
        A  Marketing cooperative

It is important to have the markets determined and agreed upon before
collection  of waste paper starts. Each  of these marketing options is
discussed below.

Contracts with Brokers or Dealers

Dealers and brokers act as middlemen, and sometimes processors,
between collection programs and end users. Negotiating contracts with
brokers/dealers may provide outlets for many grades of waste paper.
Dealers and brokers work with many mill contacts and end users at a time,
so there is less chance of having no market.

Contracts with End Users

Contracts usually are made with the paper mill buyer, the person
responsible for obtaining waste paper for the mill. End users might also
include manufacturers of insulation, animal bedding, or other products
made of waste paper.

The primary advantage of this marketing option is to save the dealer or
broker fee. Disadvantages may include: a lost market (mill closing for
instance) and a resultant collection program that suffers; baling or other
preparation of recyclables to satisfy market requirements; and prohibitive
transportation costs.

Open Market Trading

When prices are high, selling paper on the open market may be profitable.
The risk is higher, however, because waste paper prices fluctuate often,
and without the protection of a contract, there may be no market at all in
bad times.

Marketing Cooperatives

Processing and transporting waste paper can be expensive,  and a small
community may find marketing waste paper burdensome. One solution
may be to explore marketing cooperatively with other communities in a
regional arrangement. Costs to individual  communities may be lowered in
this way, and better marketing arrangements with end users  may be
possible because there will be more waste paper to sell.

Exports

In recent years exports have become an important market for waste paper.
However, export markets are extremely difficult to penetrate without an
agent or trading company that specializes  in exports, since the necessary
documentation and sales terms can be quite complicated.

        Key Elements Of A Marketing Contract
Listed below are a few key points to know before you
    enter into a waste paper marketing contract:

PRICING OPTIONS

Contracts may be either short term (less than one year) or long term.

Long term contracts have the advantage of reducing the risk of having no
outlet for collected waste paper during periods of low demand. They are
thus helpful in long-term planning for investments in equipment,
buildings, and the like.

Since waste paper prices fluctuate widely, a long term contract may mean
that the community will not receive the highest price during boom times.
This disadvantage is generally offset, however, by the security of a long
term arrangement with a buyer.

Contract prices may be set using one of three arrangements: fixed price,
floating price, or floating price with floor, as described below:

WASTE PAPER QUALITY SPECIFICATIONS

Grade Separation

Over fifty grades of waste paper are identified by the Institute of Scrap
Recycling Industries (ISRI). The primary postconsumer grades
communities will encounter are old newspapers, old corrugated
containers, mixed papers, and high-grade deinking grades. Each of these
primary grades includes two or more subdivisions which are determined
by the fiber composition, inks, coating, amount of foreign objects (e.g.,
staples), contaminants, and/or Outthrows.

Contaminant Limits

The allowable contamination level for each grade of waste paper processed
should be specified in the contract. The two basic types of contaminants
are "Outthrows" and "Prohibitive Materials." Paper other than the
specified grade of paper to be purchased is a contaminant and is referred
to as an Outthrow.   Colored paper is an Outthrow if the dealer has
specified the purchase of white paper only. Check with your dealer,
processor or mill ahead of time for allowable levels of Outthrows.

Prohibitive materials are materials (usually other than paper), which are
present in excess of the amount allowed, therefore making the waste paper
unusable as the specified grade. This includes materials that may be
damaging to equipment.  Generally, prohibitive materials in office paper
include food wrappings or containers, food waste, glass, restroom waste,
and carbon paper, etc.  However, some of these "contaminants" differ with
many paper manufacturers. A list of common contaminants by paper
grade is shown  in Appendix D.

Processing Requirements

The final form (baled, shredded, etc.) as well as the purity of each paper
grade should be specified in the contract with the waste paper buyer.
Processing usually consists of removing contaminants by hand and

baling. The decision to bale and choice of baler should be made after
discussions with potential markets because the increased revenue from
baling may not justify the added cost of baling. Storage for waste paper,
before and after baling, should be under cover to protect against the
elements. Wet bales may be discounted or rejected by the buyer.

The extent of hand-picking required depends on the grade specification.
For example, for Grade No. 6 News, kraft bags and telephone books may
not have to be removed, but to upgrade the old newspapers to Grade No. 8
(Special News Deink Quality) would require the removal of all Prohibitive
materials and all Outthrows in excess of 0.25% of the ONP.

COSTS FOR SORTING/PROCESSING

The decision to  implement a sorting/processing program usually depends
on the results of the market analysis. In this section, some general cost
guidelines are given for consideration when evaluating a waste paper
processing facility. These costs to consider for a waste paper processing
facility include the site and building, processing equipment, and operating
costs (labor, fuel, supplies). Because of the extreme variation in size and
type of equipment needed,  only general estimates can be provided. A site-

Site and Building
The processing facility should be conveniently located in a commercially
zoned area with adequate space for trucks to maneuver, storage of
recyclable materials, and processing equipment. The site should be
surfaced to withstand weight and abuse. Recycling centers are sometimes

located on government property at reduced or no cost.  Sometimes
existing buildings can be used.  Cover must be provided for stored paper
(processed and unprocessed), and if possible, for the workers bringing in
the material. The site should be fenced for safety and security, and be
aesthetically attractive for good public relations.  Dealers, brokers and
mills can be consulted in this area.

Equipment

Processing usually consists of sorting into the various grades and the
removal of contaminants.  Sorting conveyors may be needed if material
comes in mixed. Baling may simplify handling and reduce transportation
costs, but it is not usually required if the market is a waste paper dealer. In
fact, waste paper dealers often open low density bales and rebale before
shipping to the mills. Large quantities of waste paper must be collected to
justify the expense of a baler.

Other equipment that may be needed for processing waste paper includes
forklifts and/or tractors for moving material.  Forklifts typically cost
$15,000 to $18,000, depending on capacity requirements, and skid steer
tractors are around $20,000. Large front end loaders (250 tons per day
capacity) cost around $45,000.  Once again, dealers, brokers and mills
can be consulted in  this area.

Operating Costs

Labor requirements vary, but usually make up the largest share of
operating costs.  Some projects are handled by volunteer labor, but most
operate with paid staff.  The kinds of labor which may be required
include:

         A Operations Managers/Site Supervisors
         A Sorters/Processors
         A Equipment operators
         A Equipment maintenance staff
         A General upkeep and maintenance staff
         A Truck drivers (self-haul programs).

A general guide is that on average one employee is required for each 3 to
5 tons processed per day.  Fewer employees per ton are required for the
larger facilities.

Other operating expenses include fuel, maintenance, supplies, insurance,
permits, and marketing costs. Typically, labor accounts for about half of
the operating and annual ized capital costs for the large facilities and up to
80 percent for the smaller facilities that are not highly automated.

TRANSPORTATION OPTIONS

Getting the paper to market is an important consideration in any paper
recycling program. The "best" market may not be the one offering the
highest prices, but  the one that nets the most value after considering
transportation costs.  Transportation options include self-haul, contract
hauling, and hauling furnished by the buyer. A key question to ask any
potential  buyer when conducting a market survey is whether the quoted
price is free on board (FOB) the buyer's receiving dock or FOB the seller's
shipping dock. If transportation service is not provided by the buyer, then
self-haul or contract hauling must be evaluated.

Although most recyclable paper is hauled to market in trucks, rail
transportation should be explored if the recycling center is located near a
rail line and the buying paper mill.  For long distances, such as from the
Great Lakes states to the western U.S., rail haul costs may be one-half or
less of trucking costs. Transportation costs may be reduced even more by
shipping by barge where water transportation is available.

Self-haul

Small communities with access to government-owned trucks may elect to
haul their own waste paper to the local dealer, paper mill or other end
user, thus receiving a better price. Larger communities, or market
cooperatives, that have sufficient materials to sell directly to the end users
may wish to compare the option of buying and operating trucks with the
option of hiring a contract hauler.

Self haul may save money in certain situations over contract hauling;
however, because of the capital investment  requirements and the
additional administrative problems involved, only rarely do  community
recycling centers self-haul to the paper mills, unless proximity and
volume are major factors.

Contract hauling*

When a self-haul is not feasible for a community, then contract hauling is
usually the best option. Transportation decisions are a function of a
number of factors including point of origin, point of destination, length of
haul, equipment requirements, driver  loading/unloading time, flexibility in
both pick-up and delivery times, stop-offs,  trailer pools, etc. Thus,
transportation costs will vary, and maximum weights by full truckload can
be twenty-four ton.

Transportation Furnished by Buyers

Many waste paper dealers and  end users include transportation in the
price quote.  Commonly, the dealer supplies a covered trailer at a mutually

agreed-on convenient location. This may be at the processing center or, in the case of
newspapers, at a drop-off site.  The waste paper is loaded into the trailer by the recycling
center employees, either baled or loose. The buyer hauls away the full trailer and leaves
an empty one in its place.

Appendix E -  Sample Letter Of Intent

    Dear Mr. Coordinator:

    The ABC Paper Company in Papermill, Ohio is happy to provide you with this Letter of Intent
    regarding the recycled paper output from the City of Anytown, Michigan.

    It is the intention of ABC Paper Company, in mutual agreement with the City of Anytown,
    Michigan, to purchase old corrugated containers, brown grocery bags, old newspapers, and
    possibly office waste or direct mail, from the City of Anytown, provided it is available in clean, dry,
    and loose condition. We would prefer that the old corrugated and brown grocery bags be
    separated from the old newspapers and direct mail.

    ABC Company guarantees to pay the Official Board Market (yellow sheet) price, average between
    high and low side, tor the Detroit/Midwest area, less $30 per ton baling cost, with a guaranteed
    floor of zero ($0) dollars per ton. We would expect to receive approximately 9,000 tons per year of
    old corrugated and brown grocery bags, and approximately 7,000 tons per year of old newspapers
    and direct mail.  We would pay this amount, provided the material was delivered to our plant at
    4644 S.  Walnut St.  If we had to pick up the material at some central location, then the price would
    be adjusted based on the location and the method of pickup for the material.

    RE:  Letter of Agreement for Office Paper Collection at XYZ Company

    Dear Mr. Recycler:

    Listed  below are the terms of the agreement between XYZ Company and your firm for the removal
    of computer printout, white ledger office waste paper, and aluminum cans from the XYZ Building
    located at 987 Johnson Road, Anytown, Ml.

       1.   Your firm will supply storage containers for the storage for two grades of paper and
           aluminum cans free of charge for use in the program to ensure compatibility with your
           truck and equipment. Your company will supply labor to deliver empty containers and
           remove full containers from the dock storage area.

       2.   A regular collection schedule will be established during the first two months of service.
           However, if the containers reach premature capacity, we will call your firm for you to
           service our building as soon as possible to pick up the full hampers from the storage
           location and replace them with empty ones. Your driver will leave a signed receipt
           indicating amount of any and all pickups.

       3.   Computer printout and white  ledger paper will be presented for sale to your firm based on
           your acceptable and non-acceptable conditions for contaminants.

       4.   Your removal of paper and aluminum shall constitute a sale to your firm. The purchase
           price for the paper will  be based upon the  grade listing in the Fibre Market News, a trade
           journal of the recycling industry and appropriate to the Anytown market area.

       5.   When old files from Records Retention have satisfied their retention period, we will phone
           your office to make special arrangements for your pick up and payment of these old
           records and files.

    6.   Within 30 days after each calendar month you will forward to XYZ Company a check for
        the paper and aluminum sold to you during the preceding month with a statement
        describing your calculations.

    7.   Your firm will provide a monthly report which states the guaranteed price for the waste for
        that month, and showing year-to-date and monthly totals by waste grade.

    8.   It is understood that if after three pick ups the minimum weight per container is
        inaccurate, you shall confer with our consultant, Roberta Clerk,  to adjust these figures
        accordingly.

    9.   Your firm shall be liable for any injury or damage to persons or property caused by your
        negligent acts during the pick up of paper at XYZ Company and you shall maintain
        adequate insurance coverage for this  risk.

   10.   The term of this agreement shall stand subject to the right of XYZ Company to terminate it
        at any time upon one month's notice.

   11.   Please return a signed copy of this agreement along with a signed and notarized
        Guarantee of Destruction Affidavit to:

Appendix E  -  Sample Contract No. 2
                         Newspaper Contract Between
            ABC Industries and Community Recycling Center
     1.  ABC Industries of Bloomington, Indiana agrees to accept newspaper from
         Community Recycling Center hereafter referred to as "CRC") of Champaign, Illinois.

     2.  CRC agrees to meet the allowable contamination levels set by ABC. The newspaper shall be
         dry and anything that comes in the newspaper can be recycled with the paper. The
         newspaper can be left bundled and bagged. However, if outthrows (e.g., kraft bags,
         cardboard boxes, and paper other than what comes in the newspaper) exceeds 5 percent
         then that amount in excess of 5 percent shall not be paid for. In addition, ABC can dock
         payment for a load of newspaper or reject it for being wet.

     3.  Newspaper can be shipped loose or baled to ABC.

     4.  ABC will supply a trailer in well-maintained condition for storage of either loose or baled
         newspaper. A minimum of 35,000 pounds is needed for free shipping by ABC-supplied
         trailers. No minimum quantity and no shipping charge shall be assigned to trailers that are
         pulled at ABC's request.

     5.  For the period January  1,1992 through December 31,1992, ABC will purchase all the
         newspaper volume  CRC generates within this period up to a maximum of 700 tons.
         Additional tonnage  can be shipped and the period of shipment can be extended past
         December 31,1992 upon mutual agreement by ABC and CRC.

     6.  All baled newspaper shall be purchased at the highest price listed for No. 1 newspaper-
         Chicago market by the Official Board Market (312-938-2300) at the time the newspaper is
         shipped. All loose newspaper shall be purchased at a price that is $10 per ton below the
         highest price listed  for  No. I newspaper-Chicago market by the Official Board Market at the
         time the newspaper is shipped.

     7.  However, notwithstanding the  market price listed by the Official Board Market,  in no case
         shall the price for loose newspaper be  lower than $30 per ton during the term of this
         contract outlined in Section 5. Also, if the price paid to the Center exceeds $50 per ton the
         difference shall be divided evenly between the parties.

    8.   ABC will provide a monthly report which states the guaranteed price for the waste for that
        month and showing year-to-date and monthly totals by waste grade.

    9.   Payment for all loads of newspaper received by ABC shall be paid for within 30 days. In the
        event payment is not received on a timely basis, CRC shall give written notice that said
        payment was not received. ABC shall remit payment within five (5) days of receiving this
        written notice. If payment is not made within five (5) days, a penalty interest shall accrue at
        the rate of twelve percent (12%) per annum from the date payment was due. In addition,'
        CRC shall have the right upon such default to take court action for payment and/or to cancel
        this contract.

    10.  Any rejection of newspaper shall require notification of the Director  or Operations Manager
        of the Community Recycling Center (217-351 -4495) so that they have the right to remove
        and resell the newspaper. Any newspaper used by ABC from a rejected load shall be paid for
        at the regular price.

    11.  The term of this agreement shall stand subject to the right of Community  Recycling Center
        to terminate  it at any time upon one month's notice.

    12.  The term of this contract shall commence on January 1,1992 and end on December 31,
        1992.

Appendix H  -  Glossary
Animal Bedding. Product used for animals (usually livestock) to keep them warm and dry. Traditionally
straw or hay, but shredded paper has sometimes been used more recently.

Bag and Sack Paper.  Unbleached or bleached kraft paper, generally converted into bags or sacks, such
as grocery bags or merchandise sacks.

Baling. The operation of forming a bale of pulp, rags, waste paper, and other materials through
compression in a baling press.

Bleaching. The process of chemically treating pulp to alter its color so that the pulp has a higher
brightness. This is usually accompanied by partial removal of noncellulosic materials.

Board. An abbreviated version of paperboard (see definition). Term often used in the paper industry.

Boxboard. A general term designating the paperboard used for fabricating folding cartons, setup boxes,
milk cartons, and foodboard.  It may be made of wood pulp or waste paper or any combinations of these and
may be plain,  lined, or clay coated.

Boxboard Cuttings. A grade of waste paper consisting of the clippings of paperboard grades used in the
manufacture of folding and setup boxes and similar boxboard products.

Box Plant. A manufacturing plant where corrugated and/or solid fiber shipping containers are made by
combining linerboard and corrugating medium into structural blanks.

Broker.  A broker buys and sells recydables and arranges for transportation  of the materials to domestic
and overseas end users.

Bulk Grades. Trade term for the three commonly-collected  grades of waste paper—old corrugated
containers, old newspapers, and mixed paper.

Cardboard. Common name for what the paper  industry calls paperboard, boxboard, or "board."

Cellulosic Insulation. Insulation for homes or other buildings made of treated old newspapers.

Chemical Pulp. Type of pulp produced as a result of a sulphur-based chemical pulping process.

Chip and Filler Board.  Recycled paperboard manufactured as a filler for solid fiber board for conversion
into solid fiber boxes and other container chipboard (all chipboard under 26 pounds per million square feet
manufactured for use as facing corrugated, solid fiber and single faced products which are used for interior
packing, e.g.,  pads, partitions, dividers, layers, and cushioning).

Collector (of waste paper). The person(s) or agency that receives or gathers various grades of waste
paper for processing into bales for subsequent sale to a recycler or exporter of waste paper.  Usually a waste
paper dealer.

Containerboard. A general term designating: (1) the component materials used in the fabrication of
corrugated paperboard and solid fiber paperboard—linerboard, corrugating medium, chipboard; (2) solid
fiber or corrugated combined paperboard used in the manufacture or shipping containers and related
products.

Conversion or Converting.  Terms commonly used in the paper industry to refer to almost any process
or operation applied to paper or paperboard after the normal papermaking operations.  Printing, box making,
waxing, envelope  making, and the like are all converting operations.  A converter is an organization that
manufactures paper products.

Converting Loss.  The normal loss of material that occurs in the process of making a product out of rolls
or sheets of paper or paperboard. Consists primarily of trim, cutouts, rejects, punchings, etc. The scrap
that occurs when paper or paperboard is made into finished products.

Corrugated Boxes. A box made of corrugated paperboard, which consists of one or more layers of flat
board (linerboard) and corrugating medium (see Medium).

Dealer.  An organization that either bales waste paper and/or buys bales of waste paper from packers,
generators, or brokers. They sell to domestic or foreign paper mills, trading companies, and other brokers.

Deinking.  A process in which most of the ink, filler, and other extraneous material is removed from  printed
and/or unprinted waste paper. The result is a pulp which can be used, alone or with varying percentages of
wood pulp, in the  manufacture of new paper, including printing, writing, and office papers as well as tissue
and toweling.

Demand.  The total requirement for a given grade or material or a product or group of products for a given
period of time.

Dunnage.  Packing material (usually shredded) used as protection for items being packed for shipping.
Frequently made from waste paper.

End User Market. An end user market is usually a manufacturing company that buys large volumes of
recyclable materials for direct use in its manufacturing process. Examples for waste paper include paper
and paperboard mills and cellulose insulation producers.

Fiber. The unit cell of vegetable growth derived from wood. Usually many times longer than its diameter.
The basic physical unit of paper pulps.

Furnish. Industry term  for the fibers used to make paper. Includes virgin wood pulp, recycled pulp, cotton
fibers, or bagasse.

Grade. A term applied to a paper or pulp which is ranked  (or distinguished from other papers or pulps) on
the basis of its use, appearance, quality, manufacturing history, raw materials, performance, or a
combination of these factors.
Groundwood Pulp.  Type of pulp produced as a result of a mechanical pulping process (grinding action
that is chemical  free).

High Grades. Trade term for waste papers that have printing on them that can be removed by a deinking
process. Includes ledger papers, computer printout, and other white office papers.

Intermediate Processor. An intermediate processor obtains recyclable materials and physically
processes the materials that will be sold, upgrading them in order to get the best price.

Kraft. A process for making virgin fiber by a chemical digestion process. Term is also used to refer to the
product, which is used for grocery bags and the outer layers of corrugated boxes, for example. The product
is brown in color, but may be bleached, for example, to make milk cartons.

Ledger. Trade term for a group of high-grade waste papers that usually come from offices or print shops.
Includes copier paper, computer printout, envelopes, or other publication papers. The papers usually have
printing on them, which can be removed by a deinking process.

Linerboard. The flat outer surfaces of corrugated board.

Medium. The fluted inner section of corrugated board. More properly called corrugating medium.

Mill Buyer. The person who buys waste paper for a paper mill.

Mixed Papers. A bulk grade of waste paper made up of papers from various sources. Generally a low
grade.

Molded Pulp Products.  Contoured products such as egg packaging cartons, food trays, etc. made by
depositing fibers from a pulp slurry onto a perforated mold, then drying. Often made of waste paper, e.g., old
newspapers.

News. Abbreviation for newsprint often used in the trade.

Newsprint. A generic term used to describe paper of the type generally used in the publication of
newspapers.

Office Paper. Those papers that  are usually discarded in a business office. Generally refers to forms,
envelopes, copy paper, stationery, and other papers that are normally associated with desk work activity.

Old Corrugated Containers. A  postconsumer waste paper grade consisting of corrugated or solid fiber
boxes that have served their packaging purpose and are discarded for later collection and recovery for
recycling.

Old Newspapers. Trade name for recovered newspapers. There are five grades of old newspapers,
depending on the quality of the product.

Paper. A generic term for all grades of paper and  paperboard. In the industry, paper refers to thin products
such as printing paper, newspaper, tissue paper, and wrapping paper.

Paperboard. In the industry, refers to thicker products such as boxes and other packaging material. Also
called "board" in the paper industry.

Postconsumer Waste Paper. Paper that has been used by a consumer (such as the reader of a
newspaper) and is available for recycling or disposal.  It should be noted that there is significant discussion
on the definition of postconsumer waste paper and this is but one definition.

Preconsumer Waste Paper. Paper that has become a waste paper prior to being purchased or used by a
consumer.  Preconsumer waste paper consists  primarily of trim, cuttings, punchings, and rejects from the
conversion of paper or paperboard rolls or sheets into finished products.

Printing Papers. Printing papers are those papers utilized by the printing industry  for mass
communications and other end usees where many copies are required. Products include magazines, books,
pamphlets, greeting cards, etc.

Pulp. Fibrous material prepared from wood, cotton, etc. by chemical or mechanical prxesses for use in
making paper or cellulose products.  May include virgin wood puip or secondary fibers.

Pulp Substitutes. High-quality waste paper that can be used as a direct substitute for virgin wood pulp.
Generally waste from paper mills, converters, and printers that has not been used by the ultimate consumer.

Recycled Paper. Paper that is wholly or  partially made from preconsumer and/or postconsumer waste
paper.

Recycling. An  activity whereby a secondary material is introduced as a raw material into a new product in
such a manner that its original identity is lost.  Recycling consists of four steps: collection, processing,
marketing, and reuse as a raw material.

Waste Paper. Any paper or paper product which has lost its value for its original purpose and has been
discarded.  This includes any waste or scrap created in paper converting operations, such as printing plant
waste and envelope cuttings, as well as discarded products such as boxes or newspapers.
