33/50 PROGRAM MILESTONE ACHIEVED

      The 33/50 Program, EPA's voluntary pollution prevention initiative, achieved a
major milestone in November, 1992, when the 1,000th company committed to
reducing its releases of toxic chemicals into the environment. As our third public
update goes to press, the 33/50 Program celebrates its second anniversary with a total
of 1,135 companies having pledged to reduce nearly 354 million pounds of pollution 
entirely voluntarily.

      THE 33/50 PROGRAM: REDUCING RISKS THROUGH VOLUNTARY ACTION

      The 33/50 Program is part of a broad EPA program designed to encourage
pollution prevention as the best means of achieving reductions in toxic chemical
emissions. The Program seeks to instill a pollution prevention ethic throughout the
highest echelons of American businesses. Accordingly, initial communications about
the 33/50 Program are directed to the Chief Executive Officers of the parent
companies of industrial facilities that have reported to EPA's Toxics Release Inventory
(TRI) emitting any of the Program's 17 target chemicals.

      The 33/50 Program represents an innovative experiment aimed at demonstrating
whether voluntary reduction programs can augment the Agency's traditional
command-and-control approach by achieving targeted reductions more quickly than
would regulations alone.  The Program derives its name from Its overall goals  an
interim goal of a 33% reduction by 1992 and an ultimate goal of a 50% reduction by
1995 in emissions of 17 high-priority toxic chemicals (see box), using 1988 TRI reporting as
a baseline.  16,400 facilities owned by the 7,600 companies invited to participate in the

Program reported that more than 1.46 billion pounds of 33/50 Program chemicals were
either directly released to the environment or transferred off-site to waste
management facilities during 1988. The aim of the 33/50 Program is to reduce this
1.46 billion pounds of pollution by at least 50% - 730 million pounds.

      Equally important to the success of this initiative is the number of companies
committed to voluntarily reducing toxic emissions. Company participation in the 33/50
Program has risen steadily from its inception in early 1991, increasing twofold from July,
1991 to February, 1992 (publication dates for the Program's first two Progress Reports),
and again by more than 50% in the Program's second year. Reduction pledges
continue to approach the Program's national goals, their slower growth rate reflecting
the fact that companies with the greatest amounts of releases and transfers (the "Top
600") were the first to be contacted.  Commitment outreach in recent months has
focussed more on the smaller companies. In addition, the 354 million pounds of
reductions pledged to date represents a lower bound, as numeric reduction targets
are still being set by about a third of the participating companies.

      Assessing the success of our efforts to encourage companies to comm.i to the
33/50 Program yields two conclusions. EPA's outreach to the larger companies has
proven highly successful, with nearly 60 percent choosing to enroll. However, getting
the message across to the more numerous smaller companies has been decidedly
more difficult: only one in ten have elected to participate.  Accordingly, EPA is initiating
new outreach approaches to encourage smaller companies to participate, such as
calling facilities directly to discuss the benefits of the Program and to identify and
address any barriers that prevent them from participating.

      Many companies were reducing their reported releases and transfers of 33/50
Program chemicals before the Drogram was implemented in February of 1991.
Between 1988 and 1990 (the most recent year for which TRI data were available at the
time this Report went to
press), emissions of the 17
targeted chemicals were
reduced by 20%, from
1.46 billion pounds to
1.18 billion pounds (see
Figure 2).  The magnitude
of these prior reductions
offers encouragement
that the 33/50 Program's
1992 and 1995 national
goals indeed can be
achieved. Releases and
transfers of all TRI
chemicals have exhibited
an even greater
downward trend since

Program chemicals are subtracted, remaining TRI releases and transfers declined by
27%, from just over 5 billion pounds in 1988 to 3.6 billion pounds in 1990.

      Reductions that companies achieved through 1990 contribute to the 33/50
Program's national reduction goals.  However, they should not be viewed as resulting
from the Program. Companies were first informed about the 33/50 Program in February
of 1991.  At that time, 1988 was the most recent year for which TRI data were available,
and the Program's goals were set accordingly. One measure of the success of the
Program will be to determine whether greater reductions in 33/50 Program chemicals
occur in 1991 and subsequent years, and whether a larger number of companies
voluntarily use pollution prevention methods to reduce their 33/50 Program chemicals
as a result of participation in the Program.

      One of the limitations of TRI data through the 1990 reporting year is that the
causes of changes in emissions are not explained.  For example, the reductions
observed in TRI emissions might be the result of pollution prevention initiatives such as
the installation  of more efficient production processes or substitution of non-toxic
chemicals. But they may just as well reflect declining production levels or improved
emissions monitoring.  This difficulty in interpreting changes in TRI reporting will be
reduced starting with reports for 1991 as a result of Congress' passage of the Pollution
Prevention Act of 1990, which requires facilities to document their pollution prevention
efforts.

      Examination of the reductions in 33/50  Program chemicals between 1988 and
1990 indicates that companies which subsequently have elected to participate in the
Program achieved significantly greater reductions (23%) than companies that have
not yet elected to participate (14%).  (See Figure 3.) The greater reduction achieved
by 33/50 Program participants suggests that they were brought about as a result of
conscious efforts by companies to reduce their environmental releases of toxic
chemicals. Supporting this suggestion is the volume of communications received by
EPA from 33/50 Program participants detailing their pollution prevention initiatives.

   While companies can
utilize a wide variety of
techniques to achieve
their 33/50 Program
reduction goals, including
applying "end-of-pipe"
emission controls, EPA
strongly encourages
companies to consider
pollution prevention
innovations as their
management option of
first choice. And many

companies have come to understand that pollution prevention makes good business
sense as well as good environmental sense.

      In response to an EPA invitation last summer, approximately 150 of the
participating companies with the largest emissions of 33/50 Program chemicals
voluntarily described pollution prevention methods used in making progress toward
their reduction goals. The results these companies are achieving from their reduction
programs are impressive.  Lockheed has reduced aggregate emissions of 33/50
Program chemicals by 48% since 1988, with air emissions (which account for more than
90% of their releases) dropping by 50%, from 3.4 million pounds to 1.7 million pounds in
1990. FMC Corporation's releases are down by 40% through 1991, well on the way
toward achieving their 50% corporate reduction goal of 494 thousand pounds by 1995.

      Shell Petroleum has reduced 33/50 emissions by almost a million pounds, nearly a
third of their 3.5 million pound reduction goal. Shell is making even more progress in
meeting its 70% reduction  goal for Shell Chemicals of Concern (40% reduction, or 1.3
million pounds, reported through 1991). Crown Cork & Seal Company's Two Piece Can
Manufacturing Division reduced releases  of 33/50 Program solvents at 18 plants across
the country by more than 475 million pounds between 1990 and 1992, and targets
complete elimination of these chemicals  in 1993. Gillette Company is well on its way to
achieving  its 99% reduction
goal, and has made
appearances at EPA
seminars in New England to
teach other companies
how they can achieve
similar emissions reductions.
Perhaps most striking of all,
Carpenter Technology
wrote to report a 97%
percent reduction in their
aggregate releases of
33/50 Program chemicals
(chromium, nickel, cyanide,
and three  solvents) through
1991 (see Figure 4).

      AN AGENDA FOR ACTION

      The 33/50 Program faces an ambitious agenda as it enters its third year. Industry
trade associations are being asked to assist us in convincing smaller companies to
participate. We are examining options for following up on our popular Certificates of
Appreciation (sent to all Program participants) with a mechanism to recognize
companies when they achieve their reduction goals. A 33/50 Awards Program is in
development, which is intended to salute companies that excel in protecting the
environment by preventing pollution at its source.  Finally, preparations are underway
to commence evaluating the Program's success by using the expanded pollution
prevention data reported in facilities' 1991  and subsequent TRI reports.
