The purpose of this document is to lay out our plan for implementing the National
Performance Review (NPR). It does so by first providing background on development of
EPA's internal reports and the White House recommendations for EPA. It discusses how
these reports were evaluated to identify priorities for implementation. Finally, it
identifies how EPA will implement recommendations.
Background on NPR Efforts
The National Performance Review was commissioned in early 1993 with Vice
President Gore leading the effort. It consists of two different and yet related efforts: (1)
A government-wide initiative that's focused on cross-agency and agency-specific issues;
and (2) Individual internally focused initiatives by every Federal department and agency.
The goal of our first phase (Phase I) was to identify specific opportunities for
improvement to help EPA become more effective in carrying out its mission. By the end
of Phase I, the EPA teams had provided over 400 specific recommendations which were
compiled into a publication entitled "NPR Reinventing EPA — Using the Workforce in
New Ways."
While EPA internal efforts were underway, the White House recommendations
for EPA were issued. We have combined these recommendations with our internal
recommendations for implementation purposes. White House recommendations are
largely consistent with internal recommendations.
EPA's internal NPR effort encompassed 19 areas, and includes both management
and policy recommendations. Over 400 EPA employees participated as team members
and another 500 provided suggestions to the teams. Central to the success of the internal
effort were an open process and employee empowerment. The teams reported directly to
the Administrator and Deputy Administrator. This process facilitated the free-flow of
new and sometimes unconventional ideas that otherwise may not have been given serious
consideration.
In October and November the NPR Implementation Steering Committee worked
to identify the recommendations that should be given priority attention by EPA. The
Committee further recommended that 25 of these be given immediate attention, and
identified lead offices to become champions for the recommendations.
EPA Implementation Plan
General
EPA is committed to aggressively implement our priority NPR recommendations.
For each priority recommendation lead offices are assigned and workplans are required.
It should be recognized that some of the priority recommendations are linked to ongoing
efforts in the Agency. It is expected in these cases that the particular recommendation
will be linked with other work that is ongoing, but that schedules will reflect priority
attention.
The lists that begin on page 7 cover the 25 top priority recommendations, the 50
high priority recommendations and the White House recommendations. Regions and
offices are encouraged to work on the additional 300 recommendations where it is
appropriate and possible to do so.

of recommendations which begins on page 5 is organized by implementing leads. For
your convenience, offices/task forces with lead roles are also listed below:

Even if your organization does not appear above, you should review all of the
recommendations because your office may be listed as an "Implementation Partner."
• Group 1 Recommendations - Immediate Action Plan: This group of 25
recommendations have been identified by the NPR Implementation Steering Committee
as ones that should receive immediate attention. Accordingly, lead implementers should
focus on recommendations in this category and develop and submit an implementation
action plan for each one by December 30, 1993. More details on action plan contents and
the submission process are provided in the section entitled "Developing and Submitting
Action Plans."
The action plans should include realistic dates for completing implementation of
each recommendation within your purview. If work is already underway on a particular
recommendation, indicate its status in the action plan. Should you disagree with a
particular recommendation being categorized as Group 1 or being assigned to your
organization, contact the Deputy Administrator to discuss it. If a change results from that
discussion, please make sure to contact the Quality Advisory Group (202-260-6241) so
that tracking records can be updated.
• Group 2 Recommendations - Action Plan Within Six Months: This group of
nearly 50 recommendations was highly rated by the Steering Committee, but has been
targeted for implementation on a longer time-line than those in Group 1. Implementation
leads are strongly encouraged to review the Group 2 recommendations assigned to them
to determine whether they are related to and/or reinforce any of their Group 1
recommendations. Where they do, it probably makes sense to elevate them to Group 1
"status" and treat them as described on the previous page. If you choose to do this,
please notify the QAG so they can adjust the tracking records. Implementation action
plans for all Group 2 recommendations are due May 31, 1994 (see guidance on page 4).
• Group 3 - White House Recommendations: Included in the summary section
of this report are the White House recommendations that were specifically developed for
EPA. There are a total of 44 recommendations broken into 11 categories. EPA needs to
seriously consider these recommendations and take steps to implement them. Please
review each White House recommendation assigned to your organization and make a
determination on how each should be addressed. If it makes sense to begin
implementation immediately, treat the recommendation as if it were a "Group 1"
recommendation (see previous page). (In some cases, the White House recommendations
will be substantially the same as some of the Group 1 and 2 recommendations from the
EPA teams. Where this is the case, indicate which action plan addresses the specific
White House recommendation.) If in your judgment some other approach is appropriate,

briefly describe that approach and provide that description to the Quality Advisory Group
by December 30,1993.
The White House has recently released more detail on these recommendations
which will be provided to you as soon as possible. If this requirement causes you

• Other NPR Recommendations: This package contains only those EPA team
recommendations that were highly rated by the Steering Committee. The teams made
over 300 other recommendations, many of which have great merit. You are encouraged
to review the relevant portions of the Phase I report to see if there are other
recommendations you believe warrant immediate attention. (Preliminary copies of the
Phase I report was provided to all AA's/RA's and a final version will soon be distributed
to you and made available through the EPA library system.) If you choose to implement
any of these recommendations, please contact the QAG.
• Single Point of Contact: To facilitate information flow, each implementing
lead should identify a single individual to serve as a point of contact for all
recommendations assigned. You may want to designate your Quality Coordinator to
carry out this role. Please submit the name and phone number of this individual to the
QAG by December 17, 1993.
• Monitoring Progress: The NPR Implementation Steering Committee will
monitor progress in implementing the recommendations presented in this report. When
appropriate, it may also suggest elevating other EPA NPR recommendations to an
"implementation" status.
• Progress Reports: On occasion, the QAG will gather information for
developing progress reports. Your "contact point" will be given specific requirements
and as much lead-time as possible. Please make sure that your contact point knows that
this is his/her responsibility.
Implementation Partner Responsibilities
Even if your office isn't listed as an implementation lead, you will be called on to
participate in implementation efforts. You are encouraged to be supportive and to offer
any reasonable assistance that is requested. In addition, please contact implementation
leads if you think your organization can be helpful in implementing any of the
recommendations.
Role of the NPR Teams
Although the teams have completed their tasks, they can still provide a valuable
service as an information resource. Implementation leads should contact the appropriate
team leaders (they are identified for each recommendation in the summary section that
follows) to get as much background as possible on the recommendations. In addition to
providing background information, the teams can identify overlapping issues and
"pitfalls" that may surround particular recommendations. Implementers may want to use
NPR teams as "focus groups" during the implementation process to determine whether
the intent of their recommendations are being honored.

R04 Enable Innovative Approaches to Permitting
Recommendation in Brief:
Since environmental improvement is the ultimate goal of any permit, permitting programs should
encourage or at least allow sources to find cost-effective, efficient, flexible or innovative methods of
achieving that goal. Activities: (1) Evaluate current statutes to determine what changes are necessary to
allow flexibility; (2) For permitting programs which have authority for implementing innovative
strategies, develop guidance up-front that explains innovative procedures; (3) Consider the establishment

R05 Build Tribal Partnerships/Capacity
Recommendation in Brief;
(1) A Task Force will explore how existing communication models can be used with tribes and will
develop new approaches where none currently exist.
(2) A Tribal Capacity Team will develop a strategy for building the technical abilities needed to manage
their own environmental programs and become full partners on the Nation's environmental team.
(3) By working together with each other and tribes, Federal agencies can cut red tape and eliminate
duplication of efforts. EPA will lead a Task Force that will review Federal responsibilities and identify
areas for cooperation. An "Empowerment Pilot" will show how tribes can accomplish the work
