HAZARDOUS WASTE SUPERFUND COLLECTION AND DATABASE
The Hazardous Waste Superfund Collection (HWSFC) is
a special EPA Headquarters Library Collection on the subject
of hazardous waste. Access to the Collection is enhanced by
a Database (HWSFD) of bibliographic entries which
correspond to each item in the Collection. The EPA
Information Access Branch is responsible for the contents
and maintenance of the Collection and Database.
ACCESS
GOALS
The Collection and Database:
Provide a unified resource of major hazardous waste
reports, books and journals available through the EPA
Library Network.
Provide current information to assist EPA staff in making
timely and effective policy and regulatory policy decisions.
Assist in the transfer of hazardous waste information
from the EPA to the states as part of the Agency's technology
transfer effort.
CONTENTS
Continually growing, the Collection contains books and
journals, legislation and regulations, reports from Federal
agencies, Office of Solid Waste and Emergency Response
(OSWER) policy and guidance directives and EPA reports
from selected program offices.
The Database minors the contents of the Collection. A
user can search the Database with little or no computer
experience.
The Hazardous Waste Superfund Collection is available
for use in the EPA Headquarters Library. Selected
documents from the Collection are distributed to the 10 EPA
Regional libraries and laboratories in Ada, OK; Cincinnati,
OH; Edison, NJ; Las Vegas, NV; Research Triangle Park, NC
and the National Enforcement Investigations Center (NHC)
in Denver, CO.
The Database is updated quarterly and reflects ongoing
acquisitions to the Collection.
The Database is available to the public through the EPA
Online Library System (OLS) which resides on the EPA
mainframe. To access it, the user will need a computer,
modem and telecommunications software. The dial in
number is (919) 549-0720. The parameters are as follows:

At the first prompt, the user types F to access "EPA OLS".
The user then follows the prompts.

INTRODUCTION
T
his publication is intended as a guide to the holdings of the Environmental
Protection Agency's (EPA) Hazardous Waste Superfund Collection (HWSFC).
The Collection is a special library collection which provides a unified resource of
major hazardous waste reports, books and journals available through the EPA
Library Network.
The Guide to Key Documents and Information Sources is designed for professionals
(both in the government and the private sector) who are engaged in activities related to the
Superfund program and overlapping programs or need to understand hazardous waste
topics generally, including risk assessment, waste minimization and human health issues.
The Guide is divided into three parts.
The first two parts identify and describe key documents in the Collection and discuss
access information for EPA staff and the public. The third part is an annotated bibliography of
basic hazardous waste information contained in the Collection. Specifically:
Part One is divided into sections that describe each document type Directives,
Records of Decision, Toxicological Profiles, etc. In most instances, the information includes
the background and purpose of the document, the issuing office, contacts and format.
Following this description are citations to pertinent references available in the Hazardous
Waste Superfund Collection.
Part Two is divided into two sections. The first section presents information on
obtaining hard copies of these key documents through EPA offices, related government
agencies or commercial sources. The second section discusses other aids for accessing the
documents, such as computer indexes and personal contacts.
Part Three is divided into categories of reference types with bibliographic entries
taken from the HWSFC and cited within. Materials selected as references provide quick,
ready access into a topic or lead to other sources of information. In some instances,
abstracts are included to explain the entry further. Publisher information is recorded for
non-EPA documents. A definition for each reference type is included at the head of the
section as it is presented. However, sources cited for each reference type may be applicable
to other categories. Sources (with exceptions) are within the last three to six years. Legislative
and regulatory entries are presented in another volume (see below).
At the end of the Guide are Appendices which contain a list of the EPA network
libraries with established Hazardous Waste Superfund Collections, as well as other
contacts and commercial publishers.

Background
On September 17,1985, the Environmental Protection Agency (EPA) Assistant
Administrator and Deputy Assistant Administrator announced the implementation of the
Office of Solid Waste and Emergency Response (OSWER) Directives System to provide a
systematic process for identifying and communicating policy and procedures for OSWER
programs to the Regions. In short, an "OSWER Directive" is a document which mandates
action for Regional personnel. It originates from the following program offices:
Office of Emergency and Remedial Response (OERR)
Office of Solid Waste (OSW)
Office of Underground Storage Tanks (OUST)
Office of Waste Programs Enforcement (OWPE)
Contents
The above offices use a directive to set forth program or management policy, procedural
guidelines, program guidance, delegation and/or redelegation of authority. Directives
may be in the form of memoranda, letters, notices, handbooks or manuals. The document
that describes the definition and purpose of a directive is the OSWER Directives System
Manual. OSWER Directive No. 9013.15-3, July 1986.
The status of directiveswhether they have been deleted, superseded or supplemented-
can be obtained partially by accessing the Hazardous Waste Superfund Database (HWSFD)

Each OSWER Directive is assigned a subject specific classification number as follows:

Each of the above categories of directives is managed by an OSWER Coordinator who
assists in the production of catalogs containing a listing of the current OSWER Directives.
A listing of the Headquarters and Regional Coordinators is updated annually in the
OSWER Directives System Catalog Guidance and Policy.
Hard Copies
The Office of Solid Waste and Emergency Response, Organizational Management and
Integrity publishes an official listing of all directives signed by the Assistant Administrator
of the respective program office or the delegated authority. In addition, some of the
program offices listed above publish their own catalog to include these directives as well as
other program documents.

Background
Section 300.430(0(5) in the National Contingency Plan (NCP), the major regulation
implementing the Superfund law, authorizes the creation of the "record of decision" as a
document to "support the selection of a remedial action".
A Record of Decision, commonly known as a ROD, describes the EPA's planned course of
action to dean up a Superfund site proposed or listed on the National Priorities List (NPL).
Each ROD is the official record of EPA's remedy selection for the site and achieves the
following:
Documents the Agency's decision making process concerning a Superfund site;
Certifies that the remedy selection process was carried out in accordance with the
Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA) of 1980, the Superfund Amendments and Reauthorization Act
(SARA) of 1986, and the National Contingency Plan (NCP);
Supports technical and legal decisions; and
Functions as the centerpiece for the Superfund administrative record by
providing the public with a consolidated source of information about the site,
the selected remedy and the rationale for selection.

Most RODs follow a standard format. Usually a ROD document contains three major
sections:
(1) The Declaration - which provides the name and location of the site, the
statement of purpose, major components of the selected remedy, a statement
of basis for the preferred remedial approach, and the signature of the EPA's
Regional Administrator or Assistant Administrator;
(2) The Decision Summary - which provides detailed information of the site
and the selected remedy; and
(3) The Responsiveness Summary - which documents EPA's responses to
the comments and questions raised by the public.

SECTION THREE: TOXICOLOGICAL PROFILES ~"^

Background
Establishing Priority Lists and Profiles
Section 110 of the Superfund Amendments and Reauthorization Act of 1986 (SARA)
amended Section 104(i) of the Comprehensive Environmental Response, Compensation,
and Liability Act of 1980 (CERCLA or Superfund), by requiring the Agency for Toxic
Substances and Disease Registry (ATSDR) in Atlanta, Georgia and EPA to prepare:
(1) a list of hazardous substances, in order of priority, which are most commonly
found at facilities on the CERCLA National Priorities List and which, in their sole discretion,
pose the most significant potential threat to human health; and
(2) toxicological profiles of those substances.
Establishing Timetobles
SARA Section 110 further established a timetable for preparing priority lists of hazardous
substances:
The first priority list of at least 100 hazardous substances was to be prepared
within 6 months of the enactment of SARA. This list was published in the Federal
Register on April 17,1987. (52 FR12866)
Within 24 months of the 1987 notice this first priority list was to be revised and
supplemented with another 100 substances. (53 FR 41280, October 20,1988)
Thereafter, the list was to be revised annually and supplemented.
The amended law also established a timetable for preparation of the toxicological profiles
of the listed substances:
Profiles of no fewer than 25 substances on the first priority list were to be
completed within one year of the enactment of SARA. These were published in the
Federal Register on October 15,1987. (52 FR 38340)
Substances added to the priority list after 1988 were to be profiled within 3 years
of the listing.
Each profile would be revised and republished as necessary, but no less often
than every three years.

SARA mandated that each profile comprise the following components:

(A) An examination, summary and interpretation of available toxicological
information and epidemiologic evaluations on a hazardous substance in order to ascertain
the levels of significant human exposure for the substance and the associated acute,
subacute, and chronic health effects.
(B) A determination of whether adequate information on the health effects of
each substance is available or in the process of development to determine levels of
exposure which present a significant risk to human health of acute, subacute, and chronic
health effects.
(C) Where appropriate, an identification of toxicological testing needed to
identify the types of levels of exposure that may present significant risk of adverse health
effects in humans.
The toxicological profile is intended to characterize succinctly the toxicological and health
effects information for the hazardous substance being described. Each profile identifies
and reviews the key literature that describes a hazardous substance's toxicological
properties. Other literature is presented in less detail than the key studies. The profile is
not intended to be an exhaustive document. More comprehensive sources of specialty are
referenced.
The profile is prepared in accordance with guidelines developed by ATSDR and EPA which
were published in the April 17,1987 Federal Register cited below.

Background
EPA's Office of Health and Environmental Assessment (OHEA) prepares a variety of
health, risk and exposure assessments for many regulatory and enforcement offices within
the Agency. OHEA publishes guidelines and methods documents, journal articles and
symposia proceedings. Set forth below is a description of those OHEA documents
contained in the Hazardous Waste Superfund Collection at the Headquarters library,
including legislative/regulatory references for which the documents support.
Contents
Health Effects Assessments (HEA)
These reports are brief, quantitatively oriented, preliminary assessments of relevant health
effects data. The Office of Emergency and Remedial Response (OERR or Superfund) uses
HEAs in evaluating risk for its preliminary assessment process at uncontrolled sites and for
appraising clean-up alternatives in its remedial investigation/feasibility studies.
Health and Environmental Effects Profiles (HEEP)
Replaced by HEEDs; see below.
Health Assessment Documents (HAD)
HADs are comprehensive evaluations of the known health data, including carcinogenicity,
mutagenirity, and developmental and reproductive effects, from exposure to particular
chemicals or compounds. The HADs serve as the scientific database for establishing
relationships between exposure concentrations and potential health risks and are used by
the Office of Air Quality Planning and Standards (OAQPS) to determine the possible listing
of hazardous air pollutants (HAP) under Sections 111 and 112 of the Clean Air Act.
Health and Environmental Effects Documents (HEED)
HEEDs are summaries of the literature concerning health hazards associated with
environmental exposures to particular chemicals of chemical compounds. These
documents are prepared to help OSWER develop waste characterization regulations under
RCRA and provide health-related limits and goals for emergency and remedial actions
under CERCLA. HEEDs contain HEAs as well as other OHEA issued documents (see
below, Chemical Assessments and Related Activities: Documents Published in NTIS) and
supersede previously developed HEEPs. HEEDs become part of the RCRA and CERCLA
public dockets.

Guidelines and Methodologies
These documents study the range of assumptions, models and data to provide the scientific
basis for evaluating risk and assuring credibility, consistency, and uniformity in
assessments used to support regulatory decisions.

SECTION FIVE NATIONAL PRIORITIES UST DOCUMENTS

Background
CERCLA Section 105 requires that EPA maintain a National Priorities List (NPL) of
hazardous waste sites with known or threatened releases of hazardous substances. The
NPL "serve[s] primarily informational purposes, identifying for the States and the public
those facilities and sites or other releases which appear to warrant remedial actions." Report
of the Committee on Environment and Public Works, Senate Report No. 96-848,96th Cong., 2d.

By law, the NPL must be revised at least annually. CERCLA also requires that the NPL be
included as part of the National Oil and Hazardous Substances Pollution Contingency
Plan (NCP), the Federal regulation by which CERCLA is implemented. The NCP
(promulgated pursuant to CERCLA Section 105 and Executive Order 12316) lists the NPL
in its Appendix B as codified in 40 Code of Federal Regulations Part 300.
The NCP sets forth the mechanisms that are used for placing sites on the list.
One of the mechanisms is a set of criteria called the Hazard Ranking System (HRS)
which comprises Appendix A of the NCP.
The second mechanism allows the States or Territories to designate one top priority site
regardless of its HRS score.
The third mechanism allows a site to be listed if the Agency for Toxic Substances and
Disease Registry has issued a health advisory and certain other requirements are met. (See
Supplementary Materials: National Priorities List. Proposed Rule cited on the next page).
EPA uses informal rulemaking to place sites on the NPL. Proposed sites are published in
the Federal Register where EPA asks for public comment. The Agency responds to the
public's comments and then publishes the final listing in the Federal Register. (See the
latest listing of Federal Register notices in the intermittent bulletins listed on the next page).

Background
Under the Superfund Amendments and Reauthorization Act of 1986, EPA is required to
select a remedial action involving treatment that "permanently and significantly reduces
the volume, toxicity, or mobility of the hazardous substances, pollutants, and
contaminants," (CERCLA, Section 121(b), as amended).
Contents
Treatability studies provide site-specific data that is needed to support Superfund remedial
response. They aid in the selection and implementation of the remedy. During the remedial
investigation/feasibility phase these studies indicate whether a particular technology can
achieve cleanup goals. During the remedial design/remedial action phase, they establish
the design and operating parameters to optimize technology performance.

SECTION ONE: HARD COPY SOURCES FOR DOCUMENTS ~i^i
Hard copies of EPA documents that are contained in the Hazardous Waste Superfund
Database are acquired from a variety of sources. Patrons can obtain most of them through
the sources listed below. This section discusses typical sources for these documents,
focusing first on EPA and then other sources.
Note, however, that the hard copy of a Record of Decision takes a period of time before it is
available for viewing in the EPA library network. For example, a ROD signed in December,
1990 might not be accessible in an EPA library or through commercial sources until April
1991. Nonetheless, immediately, after a ROD is signed it is available to EPA staff and
associates through the Regional office.
EPA Sources
Superfund Document Center
EPA staff can obtain copies of OSWER Directives 9200-9399 and 9800-9999 through the
Superfund Document Center by telephoning 202/260-9760. The public can obtain a catalog
of these directives from the Center.
RCRA/Superfund Hotline
The public can call the RCRA/Superfund Hotline (703/920-9810 or 800/424-9346) to find
out if a directive is available. The Hotline will direct the caller to the National Technical
Information Service (NTIS) (see p. 19) and provide an NTIS order number or direct the
caller to a Freedom of Information Act (FOIA) contact if applicable.
Dockets
RCRA Docket
The RCRA Docket provides access to OSWER Directives 9400 to 9599 for EPA staff,
EPA contractors, Federal and State personnel. The public, however, can view or
photocopy information supporting all regulatory decisions issued under the
Resource Conservation and Recovery Act, as amended, by appointment only. The
rate of $.015 per page is charged with the first 100 pages free. The docket also takes

SECTION TWO: COMPUTER INDEXES
The first two databases described, below provide information about all the hazardous waste
documents addressed in this publication. Special databases for searching certain
documents follow these descriptions.
Hazardous Waste Superfund Database (HWSFD)
Administered by the EPA Headquarters Library, Hazardous Waste Superfund Collection,
the Hazardous Waste Superfund Database is a bibliographic database containing over 5000
items on the subject of hazardous waste. The database is not full text. It can be accessed
through the EPA mainframe or on a personal computer. The database provides patrons
with the means for searching the Hazardous Waste Superfund Collection through
keywords, titles and dates. In addition, it contains "PB" numbers for ordering documents
from NTIS (see below).
The mainframe version can be accessed via modem by dialing 919/549-0720. Parameters
on the PC should be set for 300-9600 baud, 7 bits, 1 stop bit and even parity. At the first
prompt, the user types F to access EPA's Online Library System (OLS) in which the
database resides. For more information about the PC version, call 202/260-5934.
Notional Technical Information Service (NTIS) Bibliographic Database
Located in Springfield, Virginia, NTIS serves as a central source for U.S. Government
publications including scientific and technical reports. NTIS maintains a computerized
database of its publications which is available through several commercial services. Some
but not all OSWER Directives or Records of Decision are included as abstracts in the NTIS
Bibliographic Database. Documents can be searched through the title, abstract and
keywords fields. To find out which vendors sell access to this database, requestors should
call NTIS at 703/487-4650.
Additionally, a partial listing of the NTIS Database is available in microfiche for viewing at
the 17 EPA Regional and laboratory libraries as listed on pp. A-l to A-2. The EPA
Headquarters Library at 401 M Street, SW, Room 2904, Washington, DC, maintains a CD
ROM diskette of the NTIS database which is updated quarterly. Parts of the NTIS database
are on EPA's OLS system as well. (See above for access information).
RODS Database
Administered by the Office of Emergency and Remedial Response (Superfund), the RODS
Database is a full text database containing all RODs since the inception of the Superfund
program. The graphics and tables that appear in the hard copy ROD are not in this database. The
RODS Database allows the user to search 11 fields including the site name, state,
contaminated media, key contaminants, selected remedy, abstract and ROD text. Those
users who have access to the RODS Database can only print out specified fields of the ROD
or choose from pre-defined reports. For information about accessing data in the RODS
Database, requestors should contact the RODS Hotline at 703/538-7227,7886,7590.

U.S. EPA Integrated Risk Information System (IRIS)
The Office of Health and Environmental Assessment manages the Integrated Risk
Information System (IRIS) database which includes information on health documents, such
as HADs, HEAs, HEEPs, etc. (See p. 10).
IRIS contains consensus risk assessment information to those conducting risk assessments.
The information may include summaries of health risk and EPA regulatory information,
Inhalation Reference Concentrations (RfC), Reference Doses (RfD), and carcinogenic
potency factors. EPA staff have access to the database by requesting diskettes from the
IRIS Coordinator (202/260-5949).
The database is available to the public through the National Library of Medicine's
Toxicology Data Network (TOXNET) (301/496-6531) and NTIS (703/487-4650; Order
Number PB90-591330).
Electronic Databases on Treatability Studies
The following sources provide data on the effectiveness of a particular technology in
treating different classes of contaminants:
RREL Treatability Database
(Contact: Glenn Shaul: 513/569-7408)
This system is maintained by the Risk Reduction Engineering Laboratory (RREL) in
Cincinnati, Ohio. Its purpose is to compile data on the treatability of specific organic
and inorganic compounds in all types of waters and wastewaters as well as in soils,
sludges and sediments. Users (at no charge) can request floppy disks containing the
database for PC use or access it through the Alternative Treatment Technology
Information Center (ATTIC) as described below.
Alternative Treatment Technology Information Center (ATTIC)

ATTIC is a computerized compendium of information from many available
databases. Data relevant to the use of treatment technologies in Superfund actions
are collected and stored on the system. The system currently contains technical
summaries from Superfund Innovative Technology Evaluation (SITE) program
abstracts, treatment technology demonstration projects, industrial project results and
international program data. It also contains the RREL Treatability Database
described above.
Computerized On-Line Information System (COLJS)

COLIS consolidating several databases from RREL provides users with
information on the successes and/or failures of innovative technologies at particular
sites nationwide and also contains the RREL Treatability Database described above.
