Small business is the cornerstone of America's prosperity. The
ingenuity and entrepreneurial spirit embodied by small business is an
integral component of America's progressive development. The U.S.
Environmental Protection Agency (EPA) is committed to working with
small business to ensure that America's building blocks can continue
to be both environmental stewards and financial
successes.
EPA commitment includes a dedicated division specifically created to
act as an advocate for small business. EPA's Small Business Division
(SBD) and Small Business Ombudsman (SBO) serve as the gateway
for small business' access to EPA's resources and information. The
SBD works with federal and state environmental programs to ensure
that EPA addresses small business needs and unique circumstances.
In addition, the SBD provides compliance assistance and helps small
business navigate and take advantage of the vast network of
resources.
As part of EPA's continued effort to support small business, A Re-
source Directory of Small Business Assistance Environmental Providers
was created to foster a partnership between small business and
environmental assistance providers. The directory is an easy-to-use
quick reference of the key federal, state and private programs that
can address small business environmental compliance, pollution
prevention and other related questions and concerns.

This Resource Directory of Small Business Environmental Assistance
Providers is designed to provide you with an easy-to-use guide to
key environmental assistance providers for small businesses. This
introduction provides a road map to the rest of the directory and
descriptions of the federal, state, and private resources included in
the directory.
The directory was developed by the U.S. Environmental Protection
Agency's (EPA) Small Business Division (SBD). The SBD houses the
EPA Small Business Ombudsman (SBO), which was created
specifically to address small business concerns, and to provide a
conduit for information exchange and communication with the
EPA. The mission of the SBD and SBO is to foster environmental
compliance and to advocate for the needs and interests of the
small business community in the area of compliance with environ-
mental regulations.
The SBD/SBO's primary customer group is the nation's small business
community. Significant secondary customer groups include state
small business assistance programs, which include small business
ombudsmen, technical assistance programs, and Compliance
Advisory Panels (CAP). Other customer groups include national
small business trade associations and EPA regional small business
liaisons. The SBD/SBO provides one-stop-relief to its customers by
performing functions including the following:
» Provides a convenient way for small businesses to access EPA
(including a toll free hotline);
» Facilitates communication between the small business community
and EPA, including the development of plain language guides to
environmental regulations;
« Investigates and helps to resolve disputes among stakeholders; and
Works with EPA personnel supporting the development and enforce-
ment of regulations to increase their understanding of small
businesses.
The directory is composed of five sections: (1) introduction, (2) federal
resources, (3) state resources, (4) private resources and (5) additional
information. The road map describes how you can use the federal,
state, and private sections to find the resources you need. This
introduction section includes a description of each type of resource so
that you know which services are available from each resource.

While we cannot list all of the resources that are available for environmen-
tal assistance, we have included key environmental assistance resources
at the federal, state, and private level that can assist you or direct you to
additional resources. For example, the state resources that are listed also
can direct you to county or local resources, where they are available.

Federal resources included in the manual are described below. EPA
resources are listed first and include the SBO (with the Small Business
Environmental Home Page, SBREFA and RFA contacts), the Office of
Enforcement and Compliance Assistance (OECA), the RCRA/Superfund/
EPCRA Hotline, the Compliance Assistance Centers, the National Compli-
ance Assistance Clearinghouse, the National Compliance Advisory Panel,
the EPA Small Business Gateway and EPA Regional Contacts. Other
federal resources include the Occupational Safety and Health Administra-
tion, the U.S. Small Business Administration, and the National Institute for
Standards and Technology Manufacturing Extension Partnership. (Note:

EPA
The Small Business Ombudsman (SBO) office was established in 1982.
The SBO serves as a conduit for small businesses to access the EPA and
facilitates communications between the small business community and
EPA. The SBO is responsible for reviewing and helping to resolve
disputes that arise between EPA and the small business community and
tries to increase EPA's understanding of small businesses in the develop-
ment and enforcement of environmental regulations. The SBO serves as
a liaison between small businesses and the EPA to promote understand-
ing of EPA policy and small business needs and concerns. It provides
guidance on the development of national policies and regulations that
impact small businesses. It also maintains a small business hotline that
provides regulatory and technical assistance information and maintains
and distributes an extensive collection of informational and technical
literature developed by the various EPA program offices. The SBO also
supports the Small Business Environmental Home Page. The SBO also
aides in tracking development and implementation of regulations
affecting small business in support of the Regulatory Flexibility Act, as
amended by the Small Business Regulatory Enforcement Fairness Act.
Short descriptions of these acts are provided below.
Small Business Environmental Home Page
The Small Business Environmental Home Page helps small businesses
access environmental compliance and pollution prevention information.
The site also maintains a SBO-Small Business Assistance Programs
(SBAP) Listserve which is ideal for sharing information and ideas in a
convenient and effective way with SBAPs, SBOs, small businesses,
trade associations, technical assistance programs, and others inter-

ested in environmental compliance and pollution prevention issues for
the small business community.
(SBREFA)
The Small Business Regulatory Enforcement Fairness Act (SBREFA), Public
Law No. 104-121, was signed into law on March 29, 1996, amend-
ing the Regulatory Flexibility Act (discussed below). SBREFA requires
EPA to convene a small business advocacy review panel before
proposing any rule that will have a significant economic impact on a
substantial number of small entities. It also allows small entities ad-
versely affected by a final rule to challenge the agency's compliance
with requirements of the RFA in court. Six key areas are included to
foster a government environment that is more responsive to small
business and other entities, including: (1) regulatory compliance
simplification (including plain language guides), (2) equal access to the
Justice Act Amendments (which address provisions under which small
business attorney fees and court costs may be recovered), (3) congres-
sional review of regulations, (4) regulatory enforcement reform of
penalties, (5) small business advocacy review panels and (6) regulatory
enforcement reforms. SBREFA establishes a national ombudsman and
10 regional regulatory fairness boards to provide small businesses with
the opportunity to comment on enforcement activity by federal regulatory
agencies. This allows small businesses a way to express their views and
share their experiences. The national ombudsman and fairness boards
receive this input and prepare an annual report to Congress.
Regulatory Flexibility Act (RFA)
The Regulatory Flexibility Act (RFA), 5 U.S.C. §§§§ 601 et seq, was
signed into law on September 19, 1980. The RFA imposes both
analytical and procedural requirements on EPA and on other federal
agencies. The analytical requirements call for EPA to carefully con-
sider the economic impact that rules will have on small entities. The
procedural requirements are intended to ensure that small entities have
a voice when EPA makes policy determinations in shaping its rules.
This act was amended by SBREFA (discussed above).
(OECA)
The EPA Office of Enforcement and Compliance Assurance (OECA),
working in partnership with EPA Regional Offices, State Govern-
ments, Tribal Governments and other Federal agencies, ensures
compliance with the nation's environmental laws. Employing an
integrated approach of compliance assistance, compliance incen-
tives and innovative civil and criminal enforcement, OECA and its
partners seek to maximize compliance and reduce threats to public
health and the environment. This office can provide information on a

number of EPA policies designed to assist small businesses with
environmental compliance including: (1) the Small Business Compli-
ance Policy, (2) the Policy on Environmental Self-Policing, (3) the
Enforcement Response Policy and (4) the Revised Audit Policy.
EPA and
The EPA RCRA, Superfund, and EPCRA hotline is a publicly acces-
sible service that provides up-to-date information on several EPA
programs. The call center also responds to requests for relevant
publications and information resources.
(CAC)
The EPA, in partnership with industry, academic institutions, environ-
mental groups, other federal and state agencies and local govern-
ments, have established the following ten sector-specific Compliance
Assistance Centers (CAC):

Each CAC provides a wide range of environmental information for its
targeted sector.
The National Compliance Assistance Clearinghouse is a comprehensive
source of compliance assistance information and resources and is
intended to aid the day-to-day function of those who help industry
comply with EPA or State environmental regulations. The web site
contains a Provider's Directory to help users find experts quickly and
provides users easy access to many compliance assistance tools and
web links. It also allows the users to communicate with each other easily
through the communication forum. The Clearinghouse provides links to
EPA and other federal agencies, state and local governments, tribal
agencies, and other sources of compliance assistance information
available online.

(CAP)
Section 507 of the Clean Air Act Amendments of 1 990 requires that each
state have a Compliance Advisory Panel (state CAP) as part of its state
technical assistance program for small businesses. The state CAP evalu-
ates the effectiveness of the state assistance programs, reports to EPA on
assistance efforts and makes sure that information prepared for small
businesses is clear and understandable. The National CAP was formed
to further foster small business success through improved environmental
performance by assisting in the development, implementation and
continued improvement of the state CAPs. It also facilitates communication
among businesses, state programs, the SBO/SBAP Steering Committee
and the EPA. The National CAP held its first meeting in 2001 and
includes one state CAP member and one alternate from each EPA region.
The National CAP contact can direct you to further state CAP information.
EPA
The EPA Small Business Gateway provides environmental information
and contacts for small businesses. The Gateway consists of an Internet
site that provides links to general small business and environmental
information; environmental assistance and technical help; environmental
contacts and experts; environmental regulations and laws; and other
federal assistance.
EPA is divided into 10 geographic regions as shown below.

EPA regions have established regional contacts for small business
and pollution prevention. Regional EPA contacts that are listed
include: (1) the main number for each region, (2) small business
liaisons for each region and (3) pollution prevention technical
assistance program contacts for each region. Pollution prevention
resource exchange contacts for each region are also listed although
these parties may not be located in the EPA regional office. Based on
what region you are located in, you can use these contacts to support
your compliance and pollution prevention efforts.
The Occupational Safety and Health Administration (OSHA) was
created in 1971. OSHA offers many resources designed specifically
for smaller employers and encourages all businesses to establish
safety and health programs to help prevent workplace injuries and
illnesses. OSHA offers a free consultation service to help employers
identify potential hazards at their work sites, improve their occupa-
tional safety and health management systems and even qualify for a
one-year exemption from routine OSHA inspections.
OSHA Consultation Program
OSHA offers a free consultation service to employers to find out about
potential hazards at their worksites, improve their occupational safety
and health management systems, and even qualify for a one-year
exemption from routine OSHA inspections. The service is delivered by
state governments using well-trained professional staff. Most consulta-
tions take place on-site, though limited services away from the worksite
are available. The service is confidential and no citations are issued
or penalties proposed. The only obligation will be to commit yourself
to correcting serious job safety and health hazards, a commitment
which you are expected to make prior to the actual visit and carry out
in a timely manner. In many states, employers may participate in the
OSHA Consultation Safety and Health Achievement Recognition
Program (SHARP). This program provides incentives and support to
smaller, high-hazard employers to develop, implement and continu-
ously improve effective safety and health programs at their worksite(s).
The program recognizes employers who have demonstrated exem-
plary achievements in workplace safety and health by receiving a
comprehensive safety and health consultation visit, correcting all
workplace safety and health hazards, adopting and implementing
effective safety and health management systems, and agreeing to
request further consultative visits if major changes in working conditions
or processes occur that may introduce new hazards. Employers
meeting these specific program requirements may be exempt from
regular scheduled OSHA inspections for one year.

(SBA)
The U.S. Small Business Administration (SBA) was established in
1953 and provides financial, technical and management assistance
to America's small businesses. SBA is the nation's largest single
financial backer of small businesses with a portfolio of business
loans, loan guarantees and disaster loans worth more than $45
billion, in addition to a venture capital portfolio of $13 billion.
Office of the National Ombudsman
The Office of the National Ombudsman was established within SBA
by the U.S. Congress and its services are provided at no fee to the
public. The mission and goal of the SBA National Ombudsman is to
foster a more small business friendly federal regulatory enforcement
environment and conduct ten roundtable meetings and hearing and
increase small business comments each year. The National Ombuds-
man also acts as a liaison between small business concerns and
federal agencies with regulatory authority.
Office of Advocacy
The Office of Advocacy was created within SBA by the U.S. Con-
gress in 1976 to protect, strengthen and effectively represent the
nation's small businesses within the federal government's legislative
and rule-making processes. The Office of Advocacy works to reduce
the burdens that federal policies impose on small firms and to
maximize the benefits that small businesses receive from the govern-
ment. The Office of Advocacy's mission is to encourage policies that
support the development and growth of American small business.
Small Business Development Center (SBDC)
The SBA administers the Small Business Development Center (SBDC)
Program to provide management assistance to current and prospective
small business owners. SBDCs offer one-stop assistance to small
businesses by providing a wide variety of information and guidance in
central and easily accessible branch locations. SBDC assistance is
tailored to the local community and the needs of individual clients. Each
SBDC has a director, staff members, volunteers and part-time personnel.
Qualified individuals recruited from professional and trade associations,
the legal and banking community, academia, chambers of commerce
and the Service Corps of Retired Executives (SCORE) are among those
who donate their services. SBDCs also use paid consultants, consulting
engineers and testing laboratories from the private sector to help clients
who need specialized expertise. Each center develops services in
cooperation with local SBA district offices to ensure statewide coordina-
tion with other available resources. The SBA provides 50 percent or less
of the operating funds for each state SBDC; one or more sponsors

provide the rest. These matching fund contributions are provided by
state legislatures, private sector foundations and grants, state and local
chambers of commerce, state-chartered economic development corpora-
tions, public and private universities, vocational and technical schools,
community colleges, etc. Increasingly, sponsors contributions exceed the
minimum 50 percent matching share.
FlrstGov
FirstGov is the official U.S. gateway to all government information
and the catalyst for a growing electronic government. FirstGov's web
site connects the world to all U.S. government information and
services. FirstGov.gov is an interagency initiative administered by the
U.S. General Services Administration. The web site provides a
powerful search engine. An ever-growing collection of topical and
customer-focused links connects one to millions of web pages -
including the federal government, local and tribal governments and
foreign nations around the world. On FirstGov.gov, you can search
more than 51 million web pages from federal and state govern-
ments, District of Columbia (D.C.), and U.S. territories. Most of these
pages are not available on commercial web sites. FirstGov has the
most comprehensive search of government information available
anywhere on the Internet.
(NIST)
(MEP)
The National Institute of Standards and Technology (NIST) Manufac-
turing Extension Partnerships (MEP) is a nationwide network of not-
for-profit centers in more than 400 locations nationwide, whose sole
purpose is to provide small- and medium-sized manufacturers with
the help they need to succeed. The centers, serving all 50 States
and Puerto Rico, are linked together through the U.S. Department of
Commerce's (DOC) NIST. Each center has the ability to assess where
a company stands today, to provide technical and business solutions,
to help create successful partnerships and to support learning
through seminars and training programs.
Descriptions of the directory's environmental resources for states, U.S.
territories and D.C. are listed below. The state level resources included
are the Small Business Ombudsman (SBO), the Small Business Assis-
tance Program (SBAP), the State Pollution Prevention (P2) Program, the
Small Business Development Center (SBDC), the Occupational Safety
and Health Administration (OSHA) and the Permit Assistance Program,

resources descriptions in greater detail. Other resources listed in the
state section include the state contact for key trade associations for small
businesses, including: the National Federation of Independent Business
(NFIB), the International Fabricare Institute (IFI) and the Printing Industries

state, territory and for D.C.

sources (NFIB, IFI and PIA) are provided under Private Resources
(which follows this discussion). Other state, county, and local re-
sources also may be available to you; information regarding those
resources can be obtained by contacting the primary state resources
listed in this resource manual.
(SBO)
The state Small Business Ombudsman (SBO) assists small businesses
in complying with environmental rules and serves as a liaison
between the state environmental agency, small business, local
governments and the general public to keep these groups informed
of regulatory changes and opportunities for compliance assistance.
(SBAP)
The Clean Air Act Amendments of 1990 required that all states
develop a program to assist small businesses in meeting the require-
ments of the Act. Since then, state Small Business Assistance Pro-
grams (SBAP) have been established in most states; in some cases,
their role has expanded to provide technical assistance in other
environmental areas, including water and waste issues.
(P2)
The state Pollution Prevention (P2) programs offer information and
technical assistance to get small businesses started with P2. Support
can include free, confidential on-site assessments and telephone
consultations; industry-specific fact sheets and case studies; training
programs; technical workshops; and presentations to trade and
industrial organizations.
(SBDC)
The Small Business Development Center (SBDC) in your state operates
as a partnership between the state and the SBA. SBDCs provide
business counseling, information on financial assistance, procurement
and business start-up and library resources. Training is customized
and tailored to meet the diverse needs of small business owners.

The Occupational Safety and Health Administration (OSHA) operates
under an approved plan with the U.S. Department of Labor to retain
jurisdiction over occupational safety and health issues within the state.
OSHA provides assistance to employers about workplace safety and
health issues. Consultative assistance is provided to employers through
on-site visits, telephone support, publications and educational outreach.
The Permit Assistance program in some states serve as a central
source of assistance for business owners seeking guidance with state-
specific permit application and approval processes. These contacts
help small businesses (1) identify the permits they need, (2) complete
the application process and (3) move applications through the
review and approval process. They also share information on new,
cost-effective environmental compliance technologies and financial
and business assistance programs available through federal, state or
local agencies.
The private section lists non-government environmental assistance
resources available for small businesses. Below is a brief description
of the primary private resources, the resources that are most com-
monly used by small businesses. These resources include the Na-
tional Federation of Independent Business (NFIB), the International
Fabricare Institute (IFI), the Printing Industries of America (PIA), the
National Association of Manufacturers (NAM) and the National
Association of Metal Finishers (NAMF). Following the primary
resources, other trade associations and private resources are listed (in
alphabetical order).

The National Federation of Independent Business (NFIB) is the largest
advocacy organization representing small and independent busi-
nesses in the 50 states and D.C. It has 600,000 members and
provides access to many business products and services at dis-
counted costs.
(IFI)
The International Fabricare Institute (IFI) has been the premier interna-
tional trade association for garment care professionals since 1833.
IFI is the world's leading professional garment care organization with
a membership of nearly 8,000 drycleaners, wetcleaners, launderers,

apparel & textile manufacturers, suppliers and other practitioners in
the fabricare industry. IFI offers solutions to help member businesses
remain on the competitive edge through legislative and regulatory
policy development, education, professional training, information,
garment analysis, research and textile testing.
(PIA)
The Printing Industries of America (PIA) is the world's largest graphic
arts trade association, representing an industry with more than 1
million employees and $156 billion in sales annually. More than
13,000 printing and graphic communications companies currently
enjoy the benefits of PIA membership. PIA is now associated with the
Graphic Arts Trade Federation (GATF). Membership is also avail-
able to associated vendors that serve printers, such as manufactur-
ers, suppliers, finance and insurance companies, and others.
(NAM)
The National Association of Manufacturers (NAM) is the nation's
largest industrial trade association representing 14,000 members
(including 10,000 small and mid-sized companies) and 350 member
associations serving manufacturers and employees in every industrial
sector and all 50 states. NAM has its headquarters in D.C. and has
10 additional offices across the country.
of Metal (NAMF)
The National Association of Metal Finishers (NAMF) was established in
1 955 and is the only official representative of custom and job shop
surface finishers and suppliers in the industry, with its members playing
a vital role in the industrial world. NAMF is administratively head-
quartered in northern Virginia, with government relations staff based
in nearby D.C. NAMF sponsors an annual convention and various
management seminars each year.
