Box 210, Steven Road York Haven, PA 17370 Congressional District 19 EPA ID #: PAD098732118 Last Updated 1/10/2006 Current Progress at the Site This site is being reopened and groundwater and soil vapor are being investigated to determine if there is a pathway allowing contamination to migrate off-site from the facility. Recent scientific evidence on vapor intrusion and data trends showing an increase in concentration of contamination in off-site wells has resulted in the EPA wanting to further evaluate this facility to determine if human health or the environment are at risk. Site sampling activities were performed by Tetra-Tech Foster Wheeler, Inc. (TtFW) during the weeks of April 25-29, 2005 and May 9-13, 2005. TtFW submitted a final report of the findings on December 30, 2005. EPA is in the process of reviewing this report and will determine if any contamination is posing a threat to human health or the environment. Site Description The Industrial Solvents and Chemical Company (ISCC) is located at 210 Stevens Road, York Haven, Newberry Township, York County, Pennsylvania (Site). The Site consists of approximately 8.9 acres of land in a rural area surrounded by residential, commercial, and light industrial land use. ISCC, at various times of ownership, stored, repackaged and sold products; reprocessed solvents; transported, stored and distributed recycled solvents; recycled and distributed used and new oil; and transported and stored hazardous wastes. The Aerosol Company (Aerosol) owned and operated the Site for an unknown period of time prior to ISCC. Aerosol went bankrupt by 1974 and the property was acquired by the York County Industrial Development Authority (YCIDA). At this time, ISCC began leasing 6.7 acres from YCIDA. A supply well was drilled in 1974 and was discovered to be contaminated with volatile organic compounds (VOC's). However, in 1969, complaints reportedly already began regarding potentially contaminated groundwater in the vicinity of the Site. In 1979, ISCC expanded its operations and purchased the remaining 2.2 acres in the northern portion of the Site. ------- In 1980, ISCC became a Resource Conservation and Recovery Act (RCRA) hazardous waste treatment and storage facility operating under interim status. Also in 1980, ISCC reportedly began treating contaminated groundwater by discharging the water to a spray field. Routine facility inspections by both PADEP and EPA RCRA Compliance Division identified compliance deficiencies resulting in PADEP issuing an Administrative Order in August 1984 instructing ISCC to close the facility. ISCC appealed the closure to the Environmental Hearing Board. ISCC attempted to implement requirements set forth by PADEP in a Consent Order Adjudication on January 2, 1986. However, PADEP documents indicate the full compliance was not achieved. ISCC's interim status was again revoked in July 1989. ISCC again appealed the closure to the Environmental Hearing Board. ISCC continued operations at the site from July 1989 to May 1990. In June 1990, ISCC and its owners filed for bankruptcy. At the time the facility ceased operations in May-June 1990, approximately 194 aboveground storage tanks (including tanker trucks), and thousands of 55-gallon drums, 5-gallon carboys and other assorted containers of smaller volumes were present at the Site. PADEP began response activities in August 1990 to stabilize the Site, and the Site was officially placed on the Commonwealth's Priority List for Cleanup on October 26, 1991. The abandoned drums and tanks, totaling more than 600,000 gallons of wastes (the majority being hazardous), were successfully removed from the Site between December 1993 and August 1995. Numerous other removal actions and remedial activities have been performed at the Site since 1979. Two separate rounds of installation of public water systems to provide a permanent source of potable water to affected off-site residents and businesses has been completed. Construction of an impermeable asphalt cap over the majority (approximately two-thirds) of the Site was the remedy selected by PADEP to complete closure of the Site and was completed in July 2004. Site Responsibility RCRA Corrective Action activities at this facility are being conducted under the direction of EPA Region 3 with assistance from the State. Contaminants The main contaminants at ISCC are volatile organic compounds (VOC's).
