Current Progress at the Site
EPA conducted a thorough site inspection of the Facility, and evaluated past and current environmental
cleanup activities, current operating procedures, and environmental monitoring data. Based on this
evaluation, EPA believes that the current clean-up action is properly addressing the contamination at the
Facility.
Site Description
Spectrum Controls, Inc. manufactures and assembles electronic filters at a (approximately) 20-acre
site. The facility was formerly owned by AMP Corporation, which sold to Spectrum in March 1999.
Groundwater is contaminated from past leaks. The groundwater contaminant plume is contained on
site. On-site groundwater is not used for any purpose.  The contaminant plume is being cleaned-up by
a pump and treat system that has operated since 1995.  The concentrations of the contaminants of
concern are now about 1/3 of the levels that existed in 1995. Contamination above the drinking water
standards is now found only in the recovery well (RW-2), which is located at the center of the
contaminant plume.
Site Responsibility
 The groundwater clean-up activities are being conducted by TYCO Electronics, Inc. (a former owner)
under the direction of the Pennsylvania Department of Environmental Protection Special Projects
Program.


Contaminants	


A groundwater contaminant plume contains 1,1-Dichloroethene (1,1-DCE) and 1,1,1-Trichloroethane
(1,1,1-TCA) above protective screening levels. Only the central part of the plume, around the
remediation recovery well (RW-2), currently contains concentrations above the screening levels. Static
sampling is underway to determine whether the plume is stable. Perimeter wells show no contamination
above federal drinking water standards (Maximum Contaminant Levels).

Institutional Controls
No institutional controls are required. The cleanup goal will allow unrestricted use.
