Region 3 GPRA Baseline RCRA Corrective Action Facility BFI - Solley Road Solley Road Glen Burnie, MD 21061 Congressional District 2 EPA ID #: MDD000797365 Last Updated 12/20/2005 Current Progress at the Site This facility is one of EPA Region Ill's high priority RCRA corrective action sites and EPA has determined that both the Human Exposure and Groundwater Environmental Indicators have been met. In July 1991, EPA issued a Corrective Action Permit to BFI to conduct investigations, perform interim measures and monitor the contamination associated with the facility. EPA, the State of Maryland (MDE) and the facility have worked jointly to complete the requirements of the permit which required BFI to complete the Verification Investigation and RCRA Facility Investigations to document that Volatile Organic compounds (VOCs) was a concern to the groundwater and air media. Also, BFI implemented, and is currently operating and monitoring numerous stabilizations/interim measures which include a ground water recovery and treatment system, an active landfill gas extraction system, and the construction of a state-of-the-art landfill cap. Monitoring of the ground water recovery and treatment system continues to occur. BFI has expressed interest in pursuing other technologies to expedite the clean-up process. On December 3, 2002, EPA and MDE approved a Pilot Study Work Plan to expedite the groundwater remediation. The Pilot Study provided useful information concerning a potential enhancement to the existing groundwater remediation system currently operating at the site. On May 12, 2005 EPA and MDE met with BFI to discuss the results of this pilot study. EPA and MDE were satisfied with the results of the pilot study and approved continuing with the next phase. The next phase will include an evaluation of an alternative extraction well, a revised monitoring program and the use of Hydrogen Release Compounds (HRC) at "hot spots". A Phase II Pilot Study Workplan that proposed additional ground water remediation activities was submitted to EPA and MDE on September 14, 2005. EPA and MDE commented on the workplan on September 30, 2005 and BFI responded to EPA/MDE's comments on December 13, 2005. The workplan should be approved by EPA in January 2006. Site Description The Solley Road facility was developed as a sanitary landfill in the early 1960s by Johnson and Speake, Inc., the former owners of the facility. In 1973, BFI purchased and utilized the facility until its closure in 1982. The facility consists of two closed landfills, the West Fill and the East Fill. The West Fill was used for municipal solid waste (household trash), while the East Fill was used for industrial hazardous waste. In the year 2000, Allied Wastes Systems purchased the property from BFI. Site Responsibility ------- RCRA Corrective Action activities at this facility are being conducted under the direction of EPA Region 3 with assistance from the State. Contaminants The main contaminants are volatile organic compounds such as benzene (a component of gasoline) and trichloroethylene (a solvent). Community Interaction The BFI Solley Road facility is located in a rural area 3 miles south of Baltimore, Maryland. There are a number of residents located within 1/4 mile of the facility. Since 1991, EPA, the State of Maryland and the facility have held numerous formal and informal meetings with the public to address the clean up of the facility.
