Region 3 GPRA Baseline RCRA Corrective Action Facility Industrial Wastes, Inc. East Palestine Road Darlington, PA 16115 Congressional District 4 EPA ID #: PAD000621839 Last Updated: 1/31/2006 Current Progress at the Site Industrial Waste Inc. (Facility) continues to collect and treat leachate and impoundment dike seeps at the Darlington facility. Groundwater (including private water supplies) and surface water and the disposal units final cover continue to be monitored on a regular basis under the direction of the Pennsylvania Department of Environmental Protection. The Facility completed inspecting, cleaning and replacing parts of the seep collection system in 2001 to improve seep collection efforts. An accelerated private water source sampling effort was completed in November, 2001 to determine possible impacts from the closed impoundments. PADEP has reviewed these results and concluded there is no adverse impact to private water supplies. Site Description The Facility consists of three adjacent surface impoundments, which were used for the disposal of industrial waste (primarily pickle liquor from local steel mills) from 1958 until 1982. In 1982, the Facility stopped receiving waste, the impoundments were capped and covered with two feet of clean fill, and seeded with grass under the direction of the Pennsylvania Department of Environmental Resources (PADER). Prior to use as a disposal facility, the entire area had been stripped mined and deep mined for coal, making the site prone to the effects of acid mine drainage. Site Responsibility RCRA Corrective Action activities at the Industrial Wastes, Darlington facility are being conducted under the direction of the Pennsylvania Department of Environmental Protection (PADEP). Site monitoring and remediation activities are being implemented in accordance with a DEP approved Post- Closure Plan. Contaminants The main contaminants of concern at the Facility include chloride, sulfate, nitrate, ammonia and heavy metals. Community Interaction ------- The Facility continues to sample off-site public supply wells and provide bottled water as a precaution to insure protection of human health.
