Region 3 GPRA Baseline RCRA Corrective Action Facility Firestone Fiber (FormerlyrAllied Signal) 105 Winston Churchill Drive Hopewell,VA 23860 Congressional District 4 EPA ID #: VAD003112588 Last Updated 12/20/2005 Current Progress at the Site This facility is one of EPA Region Ill's high priority RCRA corrective action sites. The Commonwealth of Virginia conducted an Environmental Indicator (El) inspection at this facility in 1998. EPA and VDEQ conducted a site visit in October 1999 to review the findings of the 1998 El inspection. EPA met with Firestone representatives on February 9, 2000, to discuss the information required to fulfill the Els. In August 2000, Firestone conducted a site wide groundwater sampling event to gather additional information on the existing groundwater plume in support of the El for groundwater. The results of the groundwater sampling were submitted to EPA in December 2000. In March 2001, EPA and Firestone met to discuss the results of the groundwater sampling results submitted in December 2000. The results indicated there was ground water contamination, but the source was not identified. On October 29, 2001, EPA and VDEQ conducted a site visit along with representatives from Firestone, LG&E Energy and Dominion Generation. The purpose of the visit was to gather site information necessary to answer the human health environmental indicator and survey the property for potential sources of groundwater contamination. The next step will be to enter into a Order or agreement to conduct an RCRA Facility Investigation. In March 2002, Firestone entered into a Facility Lead Agreement with EPA to conduct an RCRA investigation of the site. On July 23, 2002, EPA terminated the Facility Lead Agreement with Firestone. On October 4, 2002, EPA sent Honeywell (current owner of the property) a Administrative Order on Consent under Section 3013 of the Resource Conservation and Recovery Act. On April 28, 2003, EPA entered into a Facility Lead Agreement with Honeywell, the current owner of the site. The Consent Order was retracted , since both parties agreed to use the FLA. On August 20, 2003, EPA approved a Soil Gas survey Workplan for the site. The Soil Gas survey will attempt to find a source (in the soil) for the contamination to groundwater. The Soil Gas survey was conducted during October 2003. The results were submitted in a Report submitted on February 6, ------- 2004. The Soil Gas survey results did not indicate a continuing source of contamination in soils. On February 17, 2004, Firestone submitted a Conceptual Plan to assess Groundwater at the site. EPA approved a revised version of the plan on March 22, 2004. Field activities occurred on March 30th and 31st, 2004 with the installation of temporary piezometers. Groundwater was sampled using the temporary piezometers for site specific constituents. Firestone was able to define the extent of the groundwater plume with the results from the temporary piezometers. Two permanent groundwater wells were later installed in May 2004. In August 2004, Firestone submitted a Groundwater Assessment Report with an Environmental Indicator Analysis to EPA . After some changes , EPA approved the document in a letter dated June 8, 2005. Also, EPA requested Firestone submit their proposed remedy for the site. EPA will evaluate that proposal and proceed with the remedy selection process. EPA is preparing a Statement of Basis , which will go out for public comment some time in early 2006. Site Description The AlliedSignal Site (formerly Firestone Fiber) consists of an approximately 37-acre parcel located south of the Hadson Power property and east of the Exeter Site. Firestone operated a polyester plant on the AlliedSignal parcel from 1973 until 1995. In 1995, the property was sold to AlliedSignal, and Firestone leased back a small area called the F-62 process area, which it continued to operate through approximately June 1999. AlliedSignal operated the plant from the time of the property transaction in 1995 to early 2000, when Allied Signal merged with Honeywell and plant operations were discontinued. Site Responsibility RCRA Corrective Action activities at this facility are being conducted under the direction of EPA Region 3 with assistance from the State.
