Current RCRA CA Activities
The Virginia Department of Environmental Quality (DEQ) is working with the facility to determine if the
potential exists for the facility to demonstrate that the current conditions of the two closed RCRA Units
meet the closure performance standards for soils.
Wood Preservers, Inc. (WPI) is proposing an Interim Measure (EVI), which entails in-situ treatment of
Hexavalent Chromium in the Former Process Area. This IM is to begin in late summer 2005. A
meeting with the facility was held at the facility on March 17, 2005 to discuss these issues. The facility
submitted an investigation workplan for the closed RCRA units in April 2005. This workplan was
approved by the Department on April 25, 2005. Subsequently, the facility collected soil samples
beneath the two surface impoundments to evaluate the samples for closure.
In June 2005, the facility submitted revisions to the workplan that addresses Hexavalent Chromium
treatment at the Former Process Area.
In addition, WPI intends to evaluate groundwater level "rebound" following cessation of groundwater
extraction activities related to the closed spray irrigation pond which has not exceeded the prescribed
groundwater protection standards at the point of compliance for a number of years to determine the
effect of that action on groundwater concentrations downgradient of both permitted units.
Site Description
Wood Preservers, Inc. (WPI) operates a wood treating facility in Warsaw, VA. The facility began
operations in 1975 and is a fully integrated wood preserving plant. Raw wood is transported to the site,
cut, debarked and milled to the desired product. The wood is preserved using Creosote. In addition,
fire retardant products are preserved using a boron formulation. Use of Pentachlorophenol as a wood
preservative was discontinued in 1984.
A groundwater treatment and extraction system has been operational since the 1980's to contain a

contaminant plume related to releases from the facility's regulated surface impoundments. Continued
operation of the groundwater treatment and extraction system is required by the terms of the Consent
Order issued by the Commonwealth in 1995 and modified in 1998.
RCRA CA Milestones
The following RCRA corrective action (C A) milestones have been achieved at this facility. The RFI
Work Plan was approved November 18, 2002. This Work Plan includes all activities required for an
RFA and a RFI.
RFI field work has been on-going since the spring of 2003. The RFI Report was submitted to the
Department in June 2003 and a supplemental RFI Work Plan including the addition of two groundwater
monitoring wells and the collection of samples for pre-design evaluation was submitted in 2003. The
additional field work was performed in April 2005.
The technical review of RFI Report by the Department has revealed some deficiencies. The
Department will work with the facility to rectify these deficiencies and request submission of a revised
RFI Report.
Environmental Indicator Status
Under the Government Performance and Results Act (GPRA), EPA has set national goals to address
high priority RCRA Corrective Action facilities by the year 2005. The EPA is evaluating two key
indicators for each facility: Current Human Exposures Under Control and Migration of Contaminated
Groundwater Under Control. This facility is one of EPA Region HJ's high priority facilities and falls
under this initiative. As of July 1, 2005, the current evaluation of Environmental Indicators for this
facility is as follows:
• Human Exposures Controlled Determination: "Current Human Exposures Under Control" has
been verified. Please refer to form CA725 dated 9/16/03 for more details.
• Release to Groundwater Controlled Determination: "Migration of Contaminated Groundwater
Under Control" has been verified. Please refer to form CA750 dated 9/27/02 for more details.
In support of the El process, the facility is currently initiating field activities in accordance with the
approved RFI Work Plan.

Contaminants
The predominant soil and groundwater contaminants are chromium, arsenic, chrysene,
benz(a)anthracene, acenaphthene, fluroene, 2,4-dinitrotoluene, and pyrene.
Institutional Controls
There are Deed Notices identifying the location of the surface impoundments, which have been closed
as landfills with waste closed in place at the facility.
Community Involvement
The facility printed a public notice on March 12, 2003 in the Northern Neck News, stating that Wood
Preservers is conducting a study of its facility in accordance with the RCRA CA Program. The public
notice invited the public to review all pertinent information regarding the study.
