Region 3 GPRA Baseline RCRA Corrective Action Facility INVISTA (formerly E.I. DuPont de Nemours & Co., Inc> 400 Dupont Blvd. Waynesboro, VA 22980 Congressional District 6 EPA ID #: VAD003114832 Last Updated 06/30/2005 Current Progress at the Site The Invista (formerly DuPont Waynesboro) Site is located in Waynesboro, Virginia, in the southeastern portion of the city along the South River. In September 1998, EPA issued to DuPont Waynesboro Site the Corrective Action portion (i.e., HSWA permit) of their site RCRA Permit (Permit No. VAD003114832) to conduct investigations and determine if corrective measures, of on-site solid waste management units (SWMUs) is necessary. Under EPA direction, DuPont prepared a RCRA Facility Investigation (RFI) Plan and a Land Use Report. The RFI will evaluate soil and groundwater quality beneath/near twenty Solid Waste Management Units (SWMUs) located on facility property. The Land Use Report documents the comprehensive review of information pertinent to future land use patterns on and around the Site to confirm that land use will continue to be classified as industrial. The RFI Plan and Land Use Report was submitted to EPA in January 1999. In June 2000, DuPont proceeded to implement the approved RFI workplan. Field work consisted of soil sampling, groundwater sampling and installation of new groundwater monitoring wells, and aquifer testing.. The Phase IRA/RFI Data Summary Report was submitted in April 2003. The report recommended a second phase of investigation to include further delineation of the mercury recovery area (SWMU 1) and the incineration area (SWMU 4), determination of potential soil impact from a post-RFI release of nylon process effluent, and delineation of groundwater flow zones and quality in the northeast portion of the site. A program to sample plant outfalls for mercury under no rainfall and storm conditions was implemented. Three rounds of base flow sampling (no rainfall) was completed in 2004. Storm sampling will be conducted in 2005. A program to look at sediment in the storm sewers was completed in November 2004. On April 30, 2004, DuPont and subsidiaries of Koch Industries, Inc. today finalized the sale of INVISTA, formerly DuPont Textiles & Interiors, for $4.2 billion, including the assumption of debt and certain joint venture and equity interests covered under a non- binding letter of intent. The second phase of the RFI investigation was completed in 2004, and the RFI Report on the second phase is do in July 2005. ------- Site Description D Located on DuPont Boulevard in the city of Waynesboro, Virginia, DuPont began operations at the Site by manufacturing acetate flake and yarn in 1929. In 1958, DuPont began producing Orion®, the plants second fiber. The acetate flake and yarn process and Orion® process were discontinued in 1977 and 1990, respectively. In the interim, Lycra® production had begun in 1962, with Permasep® production beginning in 1969 and BCF Nylon in 1978. All three fibers continue to be made today. The 177-acre site is located in the southeastern portion of the city along the South River in an industrially zoned area. Site Responsibility RCRA Corrective Action activities at this facility are being conducted under the direction of EPA Region 3 with assistance from the State. Contaminants The limited data available for the Waynesboro Site indicates that volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs) and mercury are the main constituents potentially in the site's soil and groundwater. Community Interaction There has been no direct EPA involvement with the community to date. DuPont has held discussions with an existing Community Advisory Panel in the fall of 1998, providing an overview of the Corrective Action process.
