Current Progress at the Site
This former wood treating site is located in the eastern part of Henrico County, Virginia, approximately
2.5 miles east of the city of Richmond, Virginia.

In April 1991, EPA issued a RCRA administrative order directing the company to proceed with site
investigation and cleanup activities. EPA and the facility are working jointly to complete the
requirements of the order, which include:

      Conduct a RCRA Facility Investigation (RFI) of all spills and releases of hazardous waste or
      hazardous constituents to provide more in-depth information, and to evaluate remedial
      technologies that may be effective for cleaning up contaminated areas at the facility:
•     Complete Interim Measures (short-term actions) to address contaminated soils, sediments,
      surface or groundwater that may have been impacted by a release of hazardous waste or
      hazardous constituents;
      Complete a Corrective Measures Study (CMS) to propose final cleanup actions needed for the
      facility.

The RFI has been completed for this facility, including the completion of an ecological assessment and a
human health risk assessment. The facility has also submitted land use information to confirm and
document plans for the area to be used for commercial and industrial redevelopment purposes. Limited
additional sampling of sediments was completed in late 1998 in order to determine whether
contamination may be leaving the site via surface water drainage pathways. Additional offsite sampling
of surface water and sediments was completed in a stormwater basin and in the headwaters of
Cornelius Creek situated south of the site between late 1999 and 2000. A Draft Ecological Risk
Assessment was submitted to EPA in September 2000 which described the proposed approach for
completing all ecological assessment activities for the site. A Draft CMS Report and a revised Draft
Ecological Risk Assessment Report were submitted in March 2001.  A Wetlands Delineation Report
was submitted in October 2002.  A revised Baseline Ecological Risk Assessment Report was
submitted in May 2004, and finalized by addressing EPA's review comments in January 2005. The
Draft CMS document is currently under review at EPA and VDEQ. EPA expects to meet with the
company regarding the CMS Report in the spring of 2006, and to move forward with the selection of
an appropriately protective final remedy by the end of the year.
Site Description

The CSXT facility covers approximately 52 acres, and is located adjacent to the Eastport Industrial
Park on Charles City Road in Richmond, Virginia.  The site is currently an unused former industrial
facility which is bordered by a Browning Ferris Industries (BFI) landfill to the immediate west, the CSX
railroad to the south, and Charles City Road along which a few residences are located to the north.
Between 1949 and 1983, Koppers operated a wood treatment facility on the property that produced
creosote-treated railroad ties. The site contains eight buildings, a pond, and a closed surface
impoundment for which groundwater monitoring is conducted pursuant to the requirements of the
Virginia Department of Environmental Quality. Operations at the site ceased in the summer of 1983.
Site Responsibility
RCRA Corrective Action activities at this facility are being conducted under the direction of EPA
Region 3 with assistance from the State.

Contaminants
The main contaminants in the soil, sediment, surface water and groundwater are phenols such as
pentachlorophenol, polynuclear aromatic hydrocarbons (PAHs) such as benzo(a)pyrene, and volatile
organics such as xylene.
Community Interaction
The CSX Transportation, Incorporated Site is located in an industrial/commercial development with a
closed landfill to the west, CSX railroad and right-of-way to the south, Charles City Road to the north,
and the Eastport Industrial Park to the east. The Richmond Interport Industrial Park is also situated to
the north and east of the facility.  To date, there has been little interest expressed in this site by the local
community.
