Current Progress at the Site
Roanoke Electric Steel Corporation (RESC) is implementing a facility wide investigation under a
RCRA Corrective Action Consent Order which became effective on October 11, 1999. EPA
approved RESC's RFI Workplan in March, 2001.  RESC began field work activities by late March,
2001 and continued thru the summer of 2001. In October and November, the analytical results from
soil sampling and groundwater were submitted to EPA.  On May 7, 2002, EPA and RESC held a
conference call to discuss the analytical results.  Data validation was agreed to be the next step in the
RFI process.  Data validation was completed end of July 2002. To confirm the results of the first
round of groundwater sampling, a  second round of groundwater well sampling was undertaking in early
September.  Lab results from the groundwater well sampling were submitted at the end of September.
Roanoke Electric submit an RFI Report in June 2003  on the results of the investigation conducted so
far to date. EPA has reviewed that document and sent comments back to Roanoke Electric by letter
dated April 22, 2004. As a result  of the RFI Report, EPA requested an air model be performed to
verify locations of optimum soil sampling incidental to past air releases from stacks at the plant. Results
of the air modeling confirmed that the soil samples taken during the RFI were within the highest
emission areas from the stacks at the plant. EPA and Roanoke Electric are currently looking at
naturally occurring manganese in soil and groundwater in the Roanoke area.  Select groundwater wells
at the Roanoke site are showing elevated levels of manganese in groundwater.  In November 2005,
EPA requested RESC submit the final report for the site, including a d9iscussion on natural occurring
manganese in groundwater in the Roanoke area.
Site Description
RESC operates an electric arc furnace steel mill facility on parcel of property about 63 acres in size.
RESC began operating the steel mill on this property in 1955. The facility produces steel billets and
high quality finished steel products, such as angles, channels, rounds and flat bars. All finished steel
products are made from a feedstock of scrap metal and alloys.

Prior to 1955 the site was used as farmland. Surrounding land uses include residential properties to
the north and Norfolk Southern Railroad line and rail yard to the west, south and east.
Site Responsibility
RCRA Corrective Action activities at this facility are being conducted under a Section 3008(h) RCRA
Facility Investigation Consent Order.

Contaminants
To date, limited data collection activities have occurred. However, constituents that may be include
lead, chromium, and zinc.
Community Interaction
There has been no formal community involvement to date. The community surrounding the facility will
have access to critical RCRA Corrective Action documents. The documents will be stored at the
