Region 3 GPRA Baseline RCRA Corrective Action Facility BP/Amoco/Giant Yorktown Refinery 2201 Goodwin Neck Road Grafton, VA 23690-0578 Congressional District 1 EPA ID #: VAD050990357 Last Updated 12/28/05 Current Progress at the Site In October 1991, EPA issued a RCRA Administrative Order directing the company to proceed with site investigation and cleanup activities. EPA and the facility are working jointly to complete the requirements of the order, which include: • D Conduct a RCRA Facility Investigation (RFI) of all spills and releases of hazardous waste or hazardous constituents to provide more in-depth information, and to evaluate remedial technologies that may be effective for cleaning up contaminated areas at the facility: • D Complete Interim Measures (short-term actions) to address contaminated soils, sediments, surface or groundwater that may have been impacted by a release of hazardous waste or hazardous constituents; • D Complete a Corrective Measures Study (CMS) to propose final cleanup actions needed for the facility. Two interim measures (soil excavation and paving) were completed in 1998 for specific portions of the facility that were previously used for short-term storage of containerized hazardous wastes. The facility completed and updated a residential well survey that has been used to identify any current users of groundwater in the immediate area of the facility. The Phase 2 RFI fieldwork was completed at the site in 2000, and additional data collection activities were completed in 2001 to provide supporting information for remediation of the site. An application to create a Corrective Action Management Unit (CAMU) for containing remediation wastes on two former landfarms was submitted to EPA in June 2000 and resubmitted in October 2000. Reports summarizing the findings of this work and proposed clean-up approaches for the site were submitted by BP Amoco in late 2001. On May 14, 2002 Giant Industries Incorporated assumed ownership of the operating portion of the facility. A Final CAMU Application including a groundwater monitoring plan was submitted in November 2002. Information regarding the ongoing evaluation of acetone contamination at the Facility was submitted in February 2003, in addition to an Interim Measures Workplan including proposed measures for NAPL contamination detected in an onsite monitoring well. EPA finalized all project documents needed to support a proposed remedy for the site in the fall of 2003. A Statement of Basis, or proposed remedy for the facility was released by EPA on November 5, 2003 for public review and comment. EPA prepared and released its Final Decision and Response to Comments ("Final Decision") for the selected cleanup approach for the facility on March 31, 2004. EPA expects that implementation of the selected remedy may commence in late 2006. Site Description The Giant Yorktown Refinery facility covers 600 acres and is located in Yorktown, Virginia on the north side of the Goodwin Neck Peninsula. The Yorktown Refinery was constructed in the mid-1950's and the first ------- process unit came on-line in November 1956. The facility has the capacity to refine approximately 56,000 barrels of crude oil per day. The refinery produces unleaded gasoline, diesel fuels, liquefied petroleum gas, butane, furnace oil, petroleum coke, and sulfur. The Giant Yorktown Marketing Terminal is located on the southeastern portion of the refinery property, and consists of several above ground storage tanks and leak detection wells. The facility also has an industrial/solid waste landfill that has been permitted by the Virginia Department of Environmental Quality. Site Responsibility RCRA Corrective Action activities at the Giant Yorktown Refinery are being conducted under the direction of EPA, with the assistance of VADEQ. The investigation and any necessary clean up activities are being implemented in accordance with a federal Corrective Action Order. Contaminants The main contaminants in the soil, surface water and groundwater are petroleum hydrocarbons such as benzene, toluene and xylene, polycyclic aromatic hydrocarbons (PAHs), phenols, and heavy metals such as arsenic, chromium, and cadmium. Community Interaction The refinery is bounded by the York River on the north and east, by Back Creek on the south, by Virginia Power Company's power station on the west, and by Bull Creek and a wooded area to the east. Back Creek Park is located southeast of the facility, and consists of athletic fields and a public boat ramp. Several residences are situated in the immediate vicinity of the facility (within 1/4 mile) to the east, west and south. EPA and Amoco held a public meeting in 1994 at the York County Library to discuss the activities that would be completed as part of the investigation required by EPA's administrative order. On November 5, 2003, EPA placed an announcement in the Daily Press to notify the public of EPA's proposed cleanup measures for the facility and the opening of a thirty-day public comment period. EPA also made copies of the Statement of Basis (proposed cleanup remedy) available for public review at the Yorktown Library and on EPA Region Ill's web site. EPA's Final Decision for the selected cleanup approach for the facility was made available on EPA Region Ill's web site on March 31, 2004.
