Current Progress  at the Site	


Honeywell, (previously Allied-Signal Inc.) owns and operates an industrial chemical and fertilizer
manufacturing facility in Hopewell, Virginia. This facility is located approximately 1 mile southeast of
the confluence of the James and Appomattox Rivers.

In August 1989, EPA issued a RCRA Administrative Order on Consent (Consent Order) directing
Allied to proceed with investigation and site cleanup. The requirements of the order include:

•      Interim Measures (short-term actions) to achieve the initial goal of controlling ground water
      releases and controlling current human and ecological exposure to contaminated media;

      RCRA Facility Investigation (RFI) to provide more in-depth information about potentially
      contaminated sites and areas of concern within the facility; and,

      Corrective Measures Study (CMS) if warranted, to propose the final cleanup actions.

A total of 37 Solid Waste Management Units (SWMUs) were identified in the RCRA Facility
Assessment Report. Of these, 14 SWMUs were identified as requiring further evaluation during the
RFI. The 14 SWMUs have been grouped into four study areas.  Honeywell has  completed a Phase I
and Phase II RFI for the four study areas.  Based on the RFI results EPA has requested additional
sampling to fill in data gaps and confirm the potential release of hazardous constituents. The additional
field investigation was conducted during the Fall of 2004 and the results are currently under review by
EPA. The next step in the process will be the development of a CMS for any areas requiring cleanup.

Site Description


The Honeywell facility in Hopewell, Virginia, manufactures industrial chemicals and fertilizers in a
number of production areas at the facility. The primary product of the Honeywell facility is
caprolactam, which is the raw material for the manufacture of Nylon.  Caprolactam is produced from
phenol and results in the byproduct production of adipic acid and ammonium sulfate.
The facility is bounded on the east by the James River and on the north by Poythress Run. Gravelly
Run crosses the southern portion of the property. Both Poythress and Gravelly Runs are tributaries to
the James River. Bailey Creek, located to the southeast of the Honeywell facility, is another tributary to
the James River. The surrounding area is  industrial  with some residential areas to the north, south, and
west of the plant.

A portion of the Honeywell Hopewell facility (Study Area 4) has been converted to a wildlife habitat

area and has been certified by the Wildlife Habitat Counsel. Honeywell Hopewell has maintained this
certification since 1995.
Site Responsibility
RCRA Corrective Action activities at the Honeywell, Hopewell facility are being conducted under an
EPA Region III 3008(h) Administrative Order on Consent.

Contaminants
Inorganic and volatile organic compounds are the main constituents of concern found in groundwater
and soils at the site.
Community Interaction
The surrounding area is industrial with some residential areas to the north, south, and west of the plant.
Plans documenting EPA's preferred cleanup alternatives will be made available, when finalized, for
members of the community to review and comment.

Institutional Controls, if required, will be determined at the time of remedy selection.
