The U.S. Environmental Protection Agency (EPA) Office
of Underground Storage Tanks (OUST) developed the
Guide to EPA Materials on Underground Storage Tanks
(USTs) in response to requests for information about edu-
cational resources currently available on USTs. Designed
for quick reference, the Guide contains abstracts, cost and
ordering information, and other useful details on nearly
90 different titles. Titles referenced here include publica-
tions, videos, slideshows, and software packages which
were funded wholly or in part by EPA through June 30,
1992, as well as selected industry publications that were
referenced in federal UST technical regulations.
The Guide was developed for federal and state UST pro-
gram officials.
Entries are divided into nine topical sections. Each entry
is organized as shown below. A five-part index lists items
alphabetically by source of purchase; subject; title; media
(publication, video, slideshow, or computer software);
and publication number.

Terms and acronyms appear throughout this guide. The most
common are listed below. These definitions are not to be used
as strict technical definitions for these terms. They are meant
only to aid the reader in understanding the terms as they are
used in the abstracts.
• UST
Underground Storage Tank. For regulatory purposes, EPA de-
fines an UST as a tank and any underground piping connected
to the tank that has 10 percent or more of its volume (including
pipe volume) beneath the surface of the ground. These tanks are
used to store petroleum or certain hazardous chemicals. Gener-
ally, the requirements for both petroleum and chemical USTs are
very similar.
Some tanks are not covered by these regulations:
• Farm and residential tanks holding 1,100 or fewer gallons of
motor fuel used for non-commercial purposes.
• Tanks storing heating oil on the premises where it is stored.
• Tanks on or above the floor of underground areas, such as
basements or tunnels.
• Septic tanks and systems for collecting storm water and
wastewater.
• Flow-through process tanks.
• Tanks holding 110 or fewer gallons.
• Emergency spill and overfill tanks.
Other storage areas that might be considered "tanks" are also
excluded. The regulations published in the Federal Register fully
identify various tanks types and which requirements apply to
them.
• OUST
Office of Underground Storage Tanks. The program within
EPA's Office of Solid Waste and Emergency Response that is re-
sponsible for developing and implementing UST regulations.
• Subtitle I of RCRA
The section of the Resource Conservation and Recovery Act
(RCRA) that required EPA to develop a comprehensive regula-
tory program for USTs storing petroleum or hazardous sub-
stances. Congress responded to the increasing threat to
groundwater from leaking USTs by adding Subtitle I, which was
passed as part of the Hazardous and Solid Waste Amendments
of 1984. Congress directed EPA to publish regulations that
would require owners and operators of USTs to prevent and de-
tect leaks, and clean up leaks and spills. Subtitle I was amended
in 1986 by the Superfund Amendments and Reauthorization Act
(SARA). SARA created the Leaking Underground Storage Tanks
Trust Fund and directed EPA to promulgate regulations requir-
ing owners and operators to show financial responsibility for
cleaning up releases and spills, and compensating third parties
for damages resulting from UST releases.

Steps (e.g., soil and groundwater treatment) required of UST
O owners and operators and cleanup contractors to clean up re-
leases and spills; prevent further migration of contaminants; and
to reduce health and safety threats posed by leaking USTs.
• Federal Register
The document in which federal agencies publish for public
record any regulatory action that may affect the regulated com-
munities, including proposed, amended, and final rules.
• Financial Responsibility
An owner or operator's demonstration of the availability of ade-
quate resources-through insurance or some other means-to
clean up a spill site, correct environmental damage, and com-
ff\ pensate others for personal or property damage. Acceptable evi-
' dence of financial responsibility includes the possession of:
commercial environmental impairment liability insurance; self-
insurance; guarantees, surety bonds, or letters of credit; or the
required amount in a trust fund administered by a third party.
• Site Assessment
Procedure conducted at a site to investigate and confirm sus-
pected releases; determine the extent of contamination; and to
assess the effects on human health and the environment. This in-
formation is used to decide whether cleanup is needed, and, if
^^ necessary, the implementation of corrective action.

tions and an emergency power facility, these
technical studies revealed why wells should
be perforated over the entire depth of the
backfill and why tracer testing can be used

removed in response to stricter County regu-
