Preface
On February 11, I994, President Clinton signed Executive Order 12898, "Federal
Actions to Address Environmental Justice in Minority Populations and Low-income
Populations," to: (1) focus the attention of federal agencies on the human health and
environmental conditions in minority communities and low-income communities with the goal
of achieving environmental justice; and (2) foster non-discrimination in federal programs that
substantially affect human health or the environment. Under Executive Order 12898, federal
agencies were directed to make achieving environmental justice part of their mission by
identifying and addressing disproportionately high and adverse human health or environmental
effects on minority and low-income populations in the United States and its territories and
possessions. The Executive Order also makes clear that its provisions apply to programs
involving Native Americans.
To assist in carrying out their responsibilities, the Executive Order created an Interagency
Working Group (IWG) comprised of various federal agencies and White House offices, and
chaired by the Administrator of the Environmental Protection Agency (EPA). This
comprehensive environmental justice directory identifies the contacts in the various federal
agencies that make up the IWG. With this resource, the Office of Environmental Justice hopes
to enhance coordination and communication among federal agencies, state and local
governments, and the public in addressing environmental justice issues. In particular, we hope
this directory will serve as a "roadmap" for the public who must have access to several agencies
in order to address the multiplicity of concerns and problems in their communities.

The National Oceanic and Atmospheric Administration's (NOAA) Office of Sustainable Development and
Intergovernmental Affairs works with governmental and non-governmental partners at the federal, state, and
local levels to promote sustainable development solutions that advance the goals of environmental stewardship
and environmental assessment and prediction. The Office is dedicated to meeting this challenge by helping find
solutions that bring balance between economic vitality, social equity, and environmental integrity. To this end,
the Office works closely with coastal communities to relieve the economic pressures that are often a barrier to
promoting sustainability and to assist with the redevelopment of brownfields in coastal areas.

DEPARTMENT OF COMMERCE
Economic Development Administration
The Economic Development Administration (EDA) provides grants to economically-distressed communities
to generate new employment, help retain existing jobs and stimulate industrial and commercial growth.
Working with distressed communities so they may empower themselves to develop and implement economic
development and revitalization strategies, EDA seeks to ensure sustainable development. The EDA's Public
Works Program helps fund construction of public works and development facilities which promote industrial
and commercial growth such as industrial parks, business incubator facilities, water and sewer improvements,
skill training facilities and other developments. The EDA's Economic Adjustment Program helps states and
local areas design and implement strategies for adjusting to changes which cause or threaten to cause
serious economic damage. Such changes may develop suddenly or over time, and result from industrial or
corporate restructuring, new federal laws or requirements, military base closures or reduction in defense
expenditures, depletion of natural resources, and natural disasters.

research, development, demonstration, and deployment program to assistU.S. industry in developing and adopting
more energy efficient, lower emissions production, and more economically beneficial technologies and best
practices. The program focuses on the nine largest energy using and emissions producing industries: aluminum,
steel, metal casting, glass, chemicals, petroleum, forest products, mining, and agriculture, collectively known as the
"Industries of the Future". Many of the technologies and best practices, however, are applicable to most all

Agency for Toxic Substances and Disease Registry
The Agency for Toxic Substances and Disease Registry (ATSDR) is the principal federal public health agency
involved with hazardous waste issues. The Agency helps prevent or reduce the harmful effects of exposure to
hazardous substances on human health. ATSDR, an agency of the U.S. Department of Health and Human
Services, was created by the Superfund Law in 1980. The agency has 10 regional offices and an office in
Washington D.C. The multi-disciplinary staff of approximately 400 includes epidemiologist's, physicians,
toxicologists, engineers, public health educators, health communication specialists, and support staff.

The Bureau of Land Management (BLM) is a multiple use resource management agency responsible formanaging
over 264 million acres of land - -about one-eight of the land in the United States - -as well as 300 million additional

Minerals Management Service
The Minerals Management Service's (MMS) primary responsibilities are to manage the mineral resources located
on the nation's Outer Continental Shelf (OCS), collect revenues from the federal OCS and onshore federal and
Indian lands, and distribute those revenues. In working to meet its responsibilities the Offshore Minerals
Management Program administers the OCS competitive leasing program and oversees the safe and environmentally
sound exploration and production of our nations' offshore natural gas, oil and other mineral resources. The MMS
Royalty Management Program meets its responsibilities by ensuring the efficient, timely, and accurate collection and
disbursement of revenue from mineral leas ing and production due to Indian tribes and all other, states, and the U.S.

The Fish and Wildlife Service (FWS) is the principal federal agency responsible for conserving, protecting and

The Civil Rights Division is the primary institution within the federal government responsible for
enforcing federal statutes prohibiting discrimination on the basis of race, sex, handicap, religion, and
national origin. These laws prohibit discrimination in education, employment, credit, housing, public
accommodations and facilities, voting, and certain federally funded and conducted programs. The
Division is responsible for coordinating the civil rights enforcement efforts of federal agencies whose
programs are covered by Title VI of the Civil Rights Act of 1964, and assists federal agencies in
identifying and removing discriminatory provisions in their policies and programs.

Community Relations Service
The Community Relations Service (CRS), an arm of the U.S. Department of Justice, is a
specialized Federal conciliation service available to State and local officials to help resolve and
prevent racial and ethnic conflict, violence and civil disorder. CRS helps local officials and
residents tailor locally defined resolutions when conflict and violence threaten community
stability and well-being. Created by the Civil Rights Act of 1964, CRS is the only Federal agency
dedicated to preventing and resolving racial and ethnic tensions, incidents, and civil disorders. It
assists State and local units of government, private and public organizations, and com munity
groups in restoring community racial stability and harmony.

Executive Office for Weed and Seed (EOWS), Office of Justice Programs
The Office of Justice Programs EOWS manages Operation Weed and Seed at the national level. Weed
and Seed is essentially a strategy for coordinating all levels of government, the private sector, and
community residents in an innovative and comprehensive approach to prevent and control crime and
improve the quality of life. There are over 200 Weed and Seed sites, which range in size from several
neighborhood blocks to 15 square miles. Weed and Seed sites have the option of including in their
strategies and budgets environmental law enforcement, lead abatement, brownfields- related activities, and
other activities with environmental implications. Dissemination of information and training on these topics is
provided by EOWS in coordination with EPA and HHS.

Office of Tribal Justice (OTJ)
The Office of Tribal Justice coordinates Department policy on Indian affairs and pending
legislation affecting tribes, both within the Department and with other federal agencies, and
serves as a permanent channel of government-to-government communications with federally
recognized Indian tribes. OTJ encourages internal consistency of Justice Department policies
and litigating positions and regularly engages in dialogue with tribal leaders regarding justice
systems, law enforcement in Indian country, sacred sites and religious freedom, pending
legislation, and aspects of the federal trust responsibility. Although OTJ is not a litigating
component, when issues regarding the protection of tribal land and resources have arisen, OTJ
works with Indian tribes, the Environment Division, U.S. Attorney's offices, and other federal
agencies to resolve these issues in a manner consistent with tribal sovereignty. Tribal
leaders are encouraged to contact the Office of Tribal Justice directly as they confront issues
relating to the Department of Justice or the administration of justice in Indian country.

The United States Department of Labor is charged with preparing the American workforce for new and
better jobs, and ensuring the adequacy of America's workplaces. It is responsible for the administration and
enforcement of over 180 federal statutes. These legislative mandates and their implementing regulations
cover a wide variety of workplace activities, including protecting workers'wages, health and safety,
employment and pension rights, promoting equal employment opportunity, administering job training
programs, unemployment insurance and workers' compensation programs, strengthening free collective
bargaining and collecting, analyzing and publishing labor and economic statistics. Consistent with this
mission, the Department of Labor is also committed to environmental justice, sustainable economic
development and redevelopment and is engaged in the development and implementation of job training
programs for environmental careers. In addition, the Department is committed to the expansion of
economic opportunity through job training, small business opportunities and good quality wage career jobs.
The Office of the Assistant Secretary for Policy, as a cross-cutting agency responsible for providing
economic policy analysis and advice to the Secretary and Deputy Secretary of Labor in formulating,
implementing, and evaluating the Department's regulatory and other programs and labor policies, provides
leadership, coordination and direction to the Department's environmental justice policies and programs.
Department of Labor agencies that provide policy and program support to environmental justice include
among others, the Employment and Training Administration, the Employment Standards Administration, the
Office of Civil Rights, the Office of Small Business Programs and the Office of Federal Contract
Compliance Programs.

ENVIRONMENTAL PROTECTION AGENCY
The Executive Order 12898 signed on February 14, 1994, charged the Environmental Protection Agency with
coordinating the federal government's efforts to integrate environmental justice into the day to day operations
of those agencies named in the Order. The Order directed EPA to establish an Interagency Working Group
and to report to The President on the strategy to be used to accomplish this effort of focusing federal attention
on the environment and human health conditions of minority populations and low-income population with the
goal of achieving environmental protection for all. Meetings of this Interagency Working Group continue on a
regular but unscheduled basis. The EPA established an internal environmental justice network in each
Headquarters Office and Region to be the focal point for environmental justice.
The names and contact information for the individuals serving in this capacity are listed below. A description
of each office and region can be found later in this section. The Office of Environmental Justice, located in the
Office of Enforcement and Compliance Assurance, serves as the Agency coordinator for the Environmental
Justice Network.

Office of Air and Radiation
The Office of the Assistant Administrator for Air and Radiation oversees the air activities of the Agency. Air
activities include development of national programs, technical policies, and regulations for air pollution control.
The Office also oversees the development of national standards for air quality, as well as emission standards
for new stationary sources and hazardous pollutants. The Office provides technical direction, support, and
evaluation of regional air activities, enforcement of standards; and training in the field of air pollution control.
The Office furnishes technical assistance to states and agencies that have radiation protection programs and
administers a national surveillance inspection program for measuring radiation levels in the environment.

The Office of Civil Rights (OCR) serves as the principal adviser to the Administrator with respect to EPA's
nationwide internal and external equal opportunity and civil rights programs and policies. OCR also investigates
and resolves complaints of unlawful discrimination either by EPA or its financial assistance recipients.
Specifically, OCR works to ensure that: (1) through the External Compliance Team, recipients of EPA financial
assistance comply with Federal non-discrimination requirements; (2) through the Internal Compliance Team,
all EPA employees and applicants for employment are afforded equal employment and advancement

Office of Federal Activities
The Office of Federal Activities (OFA) has responsibility for environmental impact assessment in EPA under
the National Environmental Policy Act (NEPA) and for review and comment on environmental impact
statements (EISs) produced by all other U.S. federal agencies under Section 309 of the Clean Air Act. OFA
maintains a national EIS filing system and publishes a weekly notice in the Federal Register of EIS
documents available for review. In addition, OFA insures that EPA's own actions comply with NEPA and
other environmental requirements; and provides technical assistance and training in other countries for
capacity building in environmental compliance and enforcement and in the environmental impact
assessment decision-making process.

and council to their program office management for use in making decisions. This involves liaison with the
National Environmental Justice Advisory Council (NEJAC) Enforcement Subcommittee, and providing an
environmental justice perspective on the vast array of scientific, technical, economic, legal and other
information and data having a bearing on the functions, problems and proposals emanating from the
integration of environmental justice into OECA programs and policies.

Federal Facilities Enforcement Office
The Federal Facilities Enforcement Office (FFEO), as part of the Office of Enforcement and Compliance
Assurance (OECA), has responsibility for ensuring that Federal facilities take actions necessary to
prevent, control, and abate environmental pollution. FFEO's functions include policy and guidance
development, regional program, enforcement, and information support, interagency agreement (IAG)
negotiation support, and technical assistance along with capacity building. FFEO, a staff function of OECA
and under Assistant Administrator, is composed of two groups: the Site Remediation
and Enforcement Staff and the Planning, Prevention and Compliance Staff. These two groups help to
develop national policy and guidance related to compliance and enforcement issues confronting Federal
facilities.

Office of Site Remediation Enforcement
The Office of Site Remediation Enforcement (OSRE) strives to protect human health and the quality of the
environment by providing direction, evaluation, oversight and assistance for remediation enforcement at
non-federally owned sites subject to CERCLA, RCRA, OPA and LIST programs. We support and provide the
means for the regions and states to vigorously and effectively enforce these statutes, and it is the skill and
comm itment of the people in OSRE that allows us to accomplish that mission. We are advocates for
enforcement perspectives in national program policies and regulations. Our goals are to achieve prompt site
cleanup and maximum liable party participation in performing and paying for cleanup in ways which promote
environmental justice and fairness.

The Office of International Activities (OIA) at EPA enlists the cooperation of other nations in solving

Office of Prevention, Pesticides, and Toxic Substances
EPA's Office of Prevention, Pesticides and Toxic Substances (OPPTS) promotes pollution prevention and
the public's right to know about chemical risks. OPPTS evaluates pesticides and chemicals to safeguard all
Americans, including children and other vulnerable members of the population, as well as the most
threatened species and ecosystems from environmental harm. Dealing with emerging issues like endocrine
disrupters and lead poisoning prevention are top priorities. OPPTS promotes the use of safer chemicals,
processes, and technologies; promotes life-cycle management of environmental problems such as
asbestos; advances pollution prevention through voluntary action by industry; and promotes the public's
right to know.

Office of Water
The Office of Water is responsible for the Agency's water quality activities, which represent a coordinated
effort to restore the nation's waters. The functions of the program include developing national programs,
technical policies and regulations relating to drinking water, water quality, and ground water; establishing
environmental and pollution source standards; and providing for the protection of wetlands. In addition, this
Office furnishes technical direction, support, and evaluation of regional water activities; enforces
standards; and develops programs for technical assistance and technology transfer. The Office oversees
the provision of training in the fields of water quality, economic and long-term environmental analysis, and
marine and estuaries protection.

Office of Science and Technology
The Office of Science and Technology (OST) is responsible for developing sound, scientifically defensible
standards, criteria, advisories, guidelines, limitations and standards guidelines under the Clean Water Act
and the Safe Drinking Water Act. OST is also responsible for developing risk assessment methodologies and
for providing risk assessment support for the Office of Water in the U.S. Environmental Protection Agency.

Office of Ground Water and Drinking Water
The Office of Ground Water and Drinking Water , together with states, tribes, and their many partners, will
protect public health by ensuring safe drinking water and protecting ground water. Their mission will be
accomplished using the following principles: Prevention as an effective approach; Risk-based priority
setting for new and existing regulations, based on sound science, quality data in reliable databases, and
quality methods and standards; Partnership and involvement of public and private organizations, citizens,
and communities; Flexibility and effectiveness in implementation while maintaining a national public health
baseline; Accountability of all parties through public participation and accessible information; and Results
documented and presented clearly.

Office of Wastewater Management
The US EPA Office of Wastewater Management oversees a range of programs contributing to the well being
of the Nation's water and watershed's. Through its programs and initiatives OWM promotes compliance with
the requirements of the Federal Water Pollution Control Act, commonly referred to as the Clean Water Act.

Office of Wetlands, Oceans and Watersheds
The Office of Wetlands, Oceans and Watersheds (OWOW) promotes a watershed approach to manage,
protect, and restore the water resources and aquatic ecosystems of marine and fresh waters. The strategy
is based on the premise that water quality and ecosystem problems are best solved at the watershed level
and that local citizens play an integral role in achieving clean water goals. Through its many programs,
OWOW provides technical financial assistance and develops regulations and guidance to support the
watershed approach.

OFFICE OF MANAGEMENT AND BUDGET
Office of Management and Budget
OMB's predominant mission is to assist the President in overseeing the preparation of the Federal
budget and to supervise its administration in Executive Branch agencies. In helping to formulate the
President's spending plans, OMB evaluates the effectiveness of agency programs, policies, and
procedures, assesses competing funding demands among agencies, and sets funding priorities. OMB
ensures that agency reports, rules, testimony, and proposed legislation are consistent with the
President's budget and with Administration policies.
In addition, OMB oversees and coordinates the Administration's procurement, financial management,
information, and regulatory policies. In each of these areas, OMB's role is to help improve
administrative management, to develop better performance measures and coordinating mechanisms, and
to reduce any unnecessary burdens on the public.
