Introduction
The TSCA Status Report, formerly the Chemical Status Report,
is a bimonthly publication prepared jointly by Program
Integration Division and Chemical Information Division.
Thanks to the thoughtful comments of several readers, inaccur-
acies and omissions in the draft report have been corrected.
The report is divided into two sections. Section One lists
all the existing chemicals of interest to OPTS (TSCA) and
indicates the regulatory/assessment status of each. The
chemicals are ordered by CAS number along with their CAS
preferred name and displayed on a two dimensional array.
Section Two contains the same information indexed by regulatory/
assessment status, i.e., within each OPTS program. For
example, the CHIPs listing is followed by the chemicals
presently being considered under that effort.
The 8 (a) chemicals have been omitted from Section Two, and
are included in Section One only for those chemicals of
interest to at least one other OPTS program. (With over
2,000 8 (a) chemicals, their inclusion would render the
report unwieldy. )
It is our intent that the next edition of the TSCA Status
Report will include a third section which would index the
chemicals by alphabetized names.

KEY TO TSCA STATUS REPORT FOR EXISTING CHEMICALS
CHIPs (Chemical Hazard Information Profile) Chemicals
identified as requiring more extensive review undergo a
brief preliminary hazard evaluation (a CHIP), the first
stage in the risk assessment process, to further assess the
effects presented by a particular chemical. A CHIP includes
information such as chemical production volume, use, fate,
health and environmental effects, exposure, and other
relevant information. CHIPs are based on readily available
information and are completed within one to six months
depending upon the amount of information used to prepare the
CHIP. CHIPs are approximately 10-15 pages in length.
Materials Balance (Mass Balance) - A Mass Balance is a study
of a particular chemical's 'production, use, and resulting
release into the environment. Releases are described on
national, regional, local, and site-specific levels. A
draft of a Level I Mass Balance (the lowest level of study)
is completed in five to eight weeks. Level II and III Mass
Balances (increased levels of study and effort) take substantially
longer to complete. A Level I Mass Balance is used for the
preparation of a Phase I Risk Assessment.
PRL I (Priority Review Level I) - This "fast-track" review
process focuses on a specific problem identified and defined
in the CHIP and its preceding chemical screening (in which
information is reviewed to determine the need for a CHIP).
A PRL I is completed when a chemical meets established
criteria for consideration as a possible priority problem.
Any decision made at the completion of a PRL I regarding
regulatory action is based solely on the degree of risk
involved and the adequacy of available information to
determine this risk.
Phase I - If, after the completion of a CHIP, there is
sufficient evidence indicating a more in-depth look at a
chemical is necessary, but the Priority Problem "fast-track"
process is not required, a Phase I assessment (preliminary
risk assessment) is conducted. Phase I assessments summarize
available information on a specific chemical, identify
problems and information needs that need to be considered in
subsequent stages of the preliminary risk assessment, and
present conclusions. A Phase I assessment can take one year
to complete.
Phase II (Decision Making Risk Assessment) - This phase is
the final assessment stage and is designed to provide a
technical risk assessment document in support of a regulatory
decision making package. The assessment is problem-specific
and provides a detailed analysis of those chemical sources
considered to be most serious in order to support a control
action decision. A final Phase II assessment is expected
to take at least two years for completion.

Section 4 - Based on sufficient available information,
chemicals perceived to be potentially toxic have been
recommended for testing by the ITC (Interagency Testing
Committee) in their reports to the Administrator. Section 4
of TSCA requires testing of selected substances/mixtures.
Section 5 - Significant New Use Rule (SNUR) - During or
after the PMN review process, the Administrator may determine,
by rule, significant new uses for selected substances or
categories of substances of concern. When making this
determination, the Administrator shall consider the following
factors: projected production volume; changes in exposure
(type or form) due to this new use; increased magnitude and
duration of exposure due to this new use; and the anticipated
manner and methods in which this substance will be manufactured,
processed, distributed in commerce, and disposed. This
review provides the Office of Pesticides and Toxic Substances
the opportunity to assess these chemicals for potential
risks to human health or the environment. In particular,
OTS expects to issue SNURs to follow selected new chemicals
of concern.
Section 6 (a) - Section 6(a) of TSCA requires regulation of
hazardous chemical substances and mixtures if the Administrator
finds there is a "reasonable basis to conclude that the
manufacture processing, distribution in commerce, use,
disposal or any combination of such activities presents an
unreasonable risk of injury to health or the environment."
Section 6(d) - If the Administrator determines an unreasonable
risk of serious or widespread injury to health or the environment
is likely, EPA can propose a rule under Section 6(d) of TSCA
to be immediately effective (upon publication in the Federal
Register) until a final action is taken.
Section 8(a) Level A - EPA will require manufacturers and
processorsto maintain records and submit reports on certain
chemical substances. A list of 2,200 chemicals subject to
this proposed rule was published in the Federal Register on
February 29, 1980. More detailed (Level B and eventually
Level C) rules requiring submission of information will be
proposed in the future.
Section 8(d) - Health and Safety studies with respect to a
chemical substance or mixture will be required to be submitted
to EPA. Proposed rules were published December 31, 1979.
Section 8(e) - Information reasonably supporting the conclusion
that a chemical substance or mixture presents a substantial
risk to health or the environment must be submitted to EPA.
It should be noted that the CAS number system does not begin
until Formaldehyde (50-0-0). Numbers corresponding to all
preceding chemicals are Sequential (SEQ) numbers designated
for all chemicals that do not have CAS numbers.
