In 1986, CERCLA was reauthorized by the Superfund Amendments and Reauthorization Act (SARA). CERCLA provides broad Federal authority and resources to respond directly to releases or threatened releases of haz- ardous substances that could endanger human health or the environment. EPA has the primary responsibility for administering and managing cleanup and enforcement activities under this legislation. The Office of Solid Waste and Emergency Response (OSWER) has principal responsibility for managing the Superfund program. Within OSWER, the Office of Emergency and Remedial Response (OERR) manages the funding program that provides direct action in response to problems posed by uncontrolled hazardous waste sites. Also within OSWER, the Office of Waste Programs Enforcement (OWPE) manages the program which seeks responsible party involve- ment and seeks cost recovery for Federal response actions. This Catalog includes the most recent policy, pro- cedural, and technical documents governing the activities of OERR. Each entry includes an abstract or description of its content and instruc- tions for ordering the document. Separate in- dices enable the user to locate documents by subject, office of origination, or document num- ber. In addition, order forms and complete in- structions for obtaining documents have been included. -1- ------- SECTION 2 HOW TO FIND A PUBLICATION Each Superfund publication is listed in alphabeti- cal order. For each document, the title, publica- tion date, relevant Superfund office, page length, order number, and abstract are listed. The ex- ample below explains how a publication abstract is identified. Three index guides are provided to assist you in identifying documents. Publications are arranged according to the Superfund office, document num- ber, and subject area. Instructions for ordering documents are included at the end of the abstracts, in Section 5. Blue tear-out order forms are located in the center of this Catalog. Most documents may be ordered from the following government offices: the EPA Public Information Center (PIC), the Center for Environmental Research and Information (CERI), the Superfund Docket and Information Center (SDIC), and the National Technical Information Service (NTIS). Procedures for placing special orders are also provided. EXAMPLE Title Star Indicates First Time Listing Advancing the Use of Treatment Date and Office Prepared by Distribution Office -, 2/21/89-HSCD 6 pages Available From - SDIC Order Number - 9355.0-26 Reaffirms the use of treatment technologies at Superfund sites and summarizes guidance documents and activities that en- courage and support the use of innovative treatment technologies. Length of Publication Order Number Abstract -2- ------- SECTION 3 HOW DOCUMENTS ARE NUMBERED AND CLASSIFIED Superfund documents have historically been numbered under two separate systems: an Agen- cy publications numbering system, and a policy or directive numbering system. Documents from both systems appear in this Catalog, and are briefly explained below. (1) Agency publication numbers generally ap- pear on documents produced in quantity and serve as order numbers for documents obtained from the Center for Environmental Research Information (CERI), or in some cases, from the Public Information Center (PIC). An example of this configuration is: EPA/540/G-89/003. (2) The Office of Solid Waste and Emergency Response (OSWER) maintains a com- prehensive system of policy directives coded in numerical sequence from 9000 through 9999. Each program office has been assigned a sequential block of num- bers within this system. The Office of Emer- gency and Remedial Response (OERR) indexes its policy documents in the numeri- cal series 9200-9399; this number is used in the Catalog as an order number for ob- taining the document. An example of this numbering system is 9234.0-01A. Asa general rule, documents in this series are available from the Superfund Docket and In- formation Center (SDIC). Also included in this catalog are quick-reference fact sheets designed primarily for use by profes- sionals engaged in cleanup activities. These documents are identified with the acronym "FS" after the order number. Other publications are presented in non-technical language to assist the general public in understanding the Superfund program. Some of these are also designated as fact sheets. Documents no longer available through the EPA can be obtained from the National Technical Infor- mation Service (NTIS), utilizing a publication number assigned by their archiving system. These numbers appear as part of the ordering information, as appropriate. The Office of Waste Program Enforcement (OWPE) is responsible for all documents concern- ing hazardous waste enforcement. You may receive more information about these documents by contacting the OWPE Directives Coordinator at 202-475-9810 or FTS 8-475-9810. -3- ------- SECTION 4 ABSTRACTS & Advancing The Use Of Treatment Technologies For Superfund Remedies 2/21/89-HSCD 6 pages Available From - SDIC Order Number - 9355.0-26 Reaffirms the use of treatment technologies at Superfund sites and summarizes guidance documents and activities that encourage and support the use of innovative treatment technologies.
