ABSTRACT
This report summarizes annual estimates of total consumption of major
fuels such as coal, fuel oil, natural gas, gasoline, and diesel fuel.
Estimates of the consumption of a number of other comparatively minor fuels
are also included. The data are distributed according to major categories
of air pollutant emissions sources and are reported for the nation as a
whole and for individual States, territories, and the District of Columbia.
The data compilations are obtained from the U.S. Environmental Pro-
tection Agency's National Emissions Data System (NEDS). Portions of the
NEDS data are reported to EPA by State agencies under the provisions of
Section 110 of the Clean Air Act and EPA Regulations, Title 40 Code of
Federal Regulations, Part 51.321. The NEDS is a component of the comprehen-
sive EPA air data information system, and the Aerometric and Emissions
Reporting System (AEROS). AEROS is managed by the National Ai'r Data Branch
(NADB), Monitoring and Data Analysis Division, Office of Air Quality Plan-
ning and Standards, U.S. Environmental Protection Agency, at Research
Triangle Park, North Carolina.

NEDS FUEL USE REPORT
INTRODUCTION
The National Emissions Data System (NEDS), operated by the United
States Environmental Protection Agency, stores a large volume of data on
sources and emissions of air pollutants throughout the United States. One
of the important elements of the NEDS data base is fuel-use information,
which is necessary for the computation of emissions for sources in NEDS.
Because of the importance of this fuel-use information in its own right,
the National Air Data Branch (NADB) has elected to present fuel-use data
extracted from NEDS data files in this report.
The following tables contain summaries of the NEDS fuel-use data from
the NEDS files that best represent calendar year 1982. For the Nation,
each State, the District of Columbia, and three territories, a table is
presented.
EXPLANATION OF TABLE FORMATS
To understand the categories of data shown in the data tables, the
reader must be aware of the manner in which data are stored in NEDS. Data
in NEDS may be recorded either for point sources or area sources. Point
sources are generally those large stationary sources of air pollution for
which individual records are kept. To qualify as a point source for NEDS
reporting purposes, an individual facility must emit more than 100 tons per
year of any pollutant for which ambient air quality criteria have been
established. These pollutants are particulates, sulfur oxides, nitrogen

oxides, volatile organic compounds, and carbon monoxide. In NEDS, there-
fore, point sources are usually facilities that annually emit more than 100
tons of any of these pollutants. In the point source file, however, NEDS
also contains records for some facilities with smaller emissions. At each
facility recorded as a point source, there may be a number of individual
emission points that produce emissions. Each of these is identified by a
Source Classification (SCC) in NEDS. For those SCC's that involve fuel
combustion, the data on amount of fuel burned for each SCC have been
extracted by NADB computer programs and are summarized in the following
tables.
Area sources are all air pollution sources that are not recorded as
point sources. Generally, individual records are not kept for these
sources, but only an estimate of the activity for an aggregate of sources
in a specific geographical area. In NEDS, area source data are kept for
each of the approximately 3100 counties and county-equivalents in the U.S.
Area sources include all mobile air pollution sources, such as automobiles,
trucks, and railroad locomotives, and stationary sources not included as
point sources, such as small industrial and commercial fuel consumers and
residential fuel users. All together, approximately 60 area source cate-
gories are defined in NEDS. The county level data for those categories
involving fuel combustion are extracted by computer programs from the area
source files and are summarized in the following tables.
On each table, the source categories are listed in a column on the
left-hand side. The fuel types are listed across the top of the page for
both point and area sources. Additional fuel types, the use of which may
be reported in NEDS for point sources only, are identified just below the
center of the page. Most readers are probably familiar with each of the
fuel types that are shown. For NEDS reporting purposes, fuel types are
defined to the level of detail required for the calculation of emissions
from the combustion of each fuel. In the tables, residual oil refers to

fuel oil grades 5 and 6. Distillate oil refers to fuel oil grades 1, 2,
and 4 and also includes kerosene. Diesel fuel includes only those distillate
fuel oils burned in internal combustion engines. Lignite coal, bituminous
coal, and anthracite coal are all reported separately since the combustion
techniques for each differ somewhat for each coal type; also the resulting
emission differs somewhat for each coal type. Any area source use of
lignite, however, is included with the area source bituminous coal totals.
Coke generally refers to metallurgical coke, made from distillation of
coal, but may also, in a few instances, include petroleum coke. Bagasse is
the fibrous residue remaining after juices have been extracted from sugar
cane.. Process gas may include any industrial-process off-gas that has
enough heating value to be used as fuel. The most common process gases are
coke oven gas and blast furnace gas at iron and steel mills and, also,
refinery gases produced at petroleum refineries and petrochemical plants.
The category "LIQ-PETRO" refers to liquified petroleum gases (LPG), most
commonly propane and butane. Any area source LPG use is included with
natural gas as "equivalent natural gas" based on a conversion to equivalent
emissions resulting from fuel combustion. Jet fuel refers to naphtha or
kerosene type jet fuels used only in special circumstances by stationary
sources. Aviation fuel use, including all types of fuels, is not considered
in the NEDS Fuel Use Report, since this fuel use cannot be meaningfully
assigned to specific geographical areas. Solid waste and liquid waste refer
to solid refuse or a liquid waste material that may be consumed as a fuel.
Normally, such use is as an auxilary fuel to supplement a conventional fuel.
The source categories are divided into point and area sources, with a
total for each and a grand total for the combustion of each fuel. Area
sources are divided into stationary sources and mobile sources. The area-
source stationary-source categories include stationary-source fuel use not
accounted for by point sources. Under mobile sources, the category Light-
Duty Vehicles refers to passenger cars with a gross vehicle weight less
than 3856 kg (8500 pounds), Light Duty Trucks refer to gasoline powered

cargo trucks with gross vehicle weight less than 3856 kg, and Heavy Duty
Vehicles refer to gasoline and diesel powered trucks and buses with gross
vehicle weight greater than 3856 kg. Off highway includes fuel use by
agricultural, construction, and industrial equipment; lawn and garden
tractors; snowmobiles and off-highway motorcycles. Point-source fuel use
is divided into external combustion, inprocess, and internal combustion
portions. External combustion refers to fuel combustion in boilers. Inpro-
cess includes fuel used in industrial process equipment such as dryers,
kilns, and furnaces. Internal combustion refers to fuel use in internal
combustion engines, including piston engines and turbines.
AVAILABILITY OF DATA
The data presented in this report are based on standard computer
reports of the National Emissions Data System. Reports in the same format
are also available for other geographic areas such as Air Quality Control
Regions (AQCR's) and counties. Computer reports that show the data for
these other geographic areas or the most recent State and national totals
may be requested from NADB or NEDS contacts in EPA Regional Offices. Data
requests from persons not affiliated with the Government may require
imposition of a service charge, depending on the amount of data requested.
DATA COLLECTION METHODOLOGY
Specific data collection techniques apply to point and area source
data.

POINT SOURCES
The point source data originate at State air pollution control
agencies. Under the requirements for preparation, adoption, and submittal
of State Implementation Plans (SIP's), the State agencies are required to
report in NEDS format specifically defined changes to the data for point
source facilities with emissions of more than 100 tons per year. The
specific reporting requirements are given in Title 40, Code of Federal
Regulations, Part 51.321. The States are required to report changes
annually to the EPA Regional Offices, who in turn forward the data to NADB
for inclusion in NEDS computerized files. The data are stored in NEDS for
each point source and are identified by Source Classification Codes
(SCC's). The NEDS files contain data for more than 55,000 facilities, with
over 75,000 SCC records relating to fuel combustion. The point source data
shown in the NEDS Fuel Use Report are' obtained by summing the annual fuel
use reported for each fuel combustion SCC into the appropriate source
categories for each geographic area.
AREA SOURCES
There are no EPA requirements for the States to report area source
data in NEDS format. Nevertheless, a number of States are interested in
reporting such data and are encouraged to do so by EPA to enhance the
accuracy of the data base. The primary mechanism for updating of area
source data is internal systems operated by NADB. Data input to these
computer systems are obtained primarily from information published by other
U.S. Government agencies. For stationary-source fuel use, the Energy Data
Reports for coal, fuel oil, and natural gas, published by the U.S. Department
of Energy serve as the primary references. For mobile-source fuel-use data
published in Highway Statistics, Federal Highway Administration, U.S.
Department of Transportation, is the primary reference. These references

give data on fuel use at National, Regional, and State levels. The NEDS
area source data bank is based on a county level. The basic procedure used
to prepare these data is to take the literature data for a State, subtract
the NEDS point-source fuel use, if appropriate, and apportion the remaining
amount of counties on the basis of standard apportioning parameters. For
instance, industrial fuel use may be apportioned to counties by using
industrial employment data on a county basis, which has been adjusted to
eliminate the employment of point source facilities and weighted according
to fuel intensity factors for different industries. The details of these
procedures are described in full in the AEROS User's Manual, Vol. II (OAQPS
Guidelines No. 1.2-039), EPA-450/2-76-029, Office of Air Quality Planning
and Standards, U.S. Environmental Protection Agency, Research Triangle
Park, North Carolina 27711). NADB annually updates the NEDS area source
files. If data are received from a State agency, these data are reviewed
and normally wil'l be substituted for the NADB-produced data in the NEDS
area-source files.
DISCUSSION AND ANALYSIS OF DATA
The data in the tables for the Nation and each State come from a
variety of sources and are produced through a number of techniques. The
responsibility for the management of the computerized data bank that stores
NEDS information and for the publication of NEDS data is that of the National
Air Data Branch. The responsibility for the collection of NEDS data and
assurance of the accuracy of the data rests with the EPA Regional Offices,
working through the State air pollution control agencies. Since all point-
source data originate with State agencies, they are ultimately responsible
for the accuracy and completeness of NEDS data. Similarly, if area source
data originate at a State, the State is responsible for its accuracy and
completeness. Otherwise, area source data are the responsibility of NADB.

The data presented in the NEDS Fuel Use Report are subject to a number
of limitations. The accuracy and completeness of the data are dependent,
in the case of point source data, upon the accuracy, completeness, and
timeliness with which data are reported to EPA by States and, in the case of
area source data, upon the accuracy of the literature references and internal
computational techniques used by NADB. The accuracy of any given datum is
nearly impossible to assess since the true value against which the accuracy
of the observed or reported value can be judged, is rarely known. Generally,
State totals of fuel use reported in the NEDS Fuel Use Report agree to
within _+ 10% of similar data appearing in Department of Energy publications.
A discrepancy of less than _+ 10% is assumed to be within the limits of the
expected imprecision of NEDS or literature data. It should be noted
that this comparison could be performed only for those fuels and source
categories for which a published literature reference is available. In
many cases, the categories by which fuel use is reported in the literature
do not match the NEDS categories, making a direct comparison somewhat
difficult. Also, the literature references normally report data on fuel
sales or distribution, which may not be exactly the same as fuel consumption
data, as-estimated in NEDS. For fuels such as process gas, bagasse, and
wood, no comparisons with literature values could be made since no adequate
literature references are known to exist for these fuels.
In some cases an inconsistency between NEDS and literature fuel totals
occurs because data for particular point sources in NEDS are out of date.
Where this situation occurs, a State agency has probably failed to meet,
completely, annual reporting requirements in a timely manner. By comparison
with Department of Energy data for electric utility plants, NADB is able to
update NEDS fuel use data for electric utilities to the proper year of
record. For other fuel consumption sectors, no adjustment can be made,
however. As a result, industrial and commercial point source fuel use in a
few States may not be consistent with the NEDS Fuel Use Report year of
record.

Other deficiencies in NEDS data may occur if facilities that are large
fuel consumers are not included in the point source file. Normally, what
will happen in this case is that the fuel use not accounted for as point
source will then be absorbed into the area source total. The result will
be a total fuel use amount that is reasonable for the State, but the
distribution to source categories may not be appropriate.
CONCLUSION
The NEDS Fuel Use Report presents reasonable estimates of State and
National fuel use with a probable error of less than + 10% for any given
fuel except for a few cases where NEDS point-source data are not consistent
with the report year. The fact that not all point-source data are as
current as necessary for a meaningful' analysis of fuel use in a given
calendar year is the chief deficiency of the NEDS fuel use data. Errors in
fuel data, which may exist in NEDS files on a temporary basis and cause
major discrepancies between NEDS data and other published data, have been
corrected prior to publication of this report. Other minor errors that do
not significantly affect State fuel use totals probably remain in the data
base. Incomplete reporting of point source data may also cause a distortion
of the data presented. For coal, oil, and natural gas, fuel not accounted
for by point sources is accounted for as area-source fuel use so that grand
total fuel use reported in each table is reasonably complete. For other
fuels that are consumed predominantly by point sources, NEDS fuel totals
may be incomplete or subject to undetected errors since other published
sources of data that may be used to cross-check NEDS data or to develop
methodologies for accounting for missing point-source fuel use as area
source fuel use are not available.

16. ABSTRACT
This report summarizes annual estimates of total consumption of majorfuels such as
coal, fuel oil, natural gas, gasoline, and diesel fuel. Estimates of the consumption
of a number of other comparatively minor fuels are also included. The data are
distributed according to major categories of air pollutant emissions sources and art
reported for the Nation as a whole and for individual States, territories, and the
District of Columbia.
The data compilations are obtained from the U.S. Environmental Protection Agency's
National Emissions Data System (NEDS). Portions of the NEDS data are reported to
EPA by State agencies under the provisions of Section 110 of the Clean Air Act and
EPA Regulations, Title 40, Code of Federal Regulations, Part 51.321.
