Until recently, few people were aware that America was any-
thing but beautiful. The local incinerator and the city dump may
have been considered eyesores, but they were hardly thought to be
fit targets for the humor of the social satirist. The cartoons in this
booklet show that the situation has changed. As our population
increases and the availability of dumping sites decreases, we are
at last becoming concerned about what we are going to do with
our trash and what our trash is doing to our country. As long as
the city dump was located in a remote field, few people worried
about the rats, flies, roaches, smoke, odors, and other pollutants
that are its constant companions. Now the scarcity of clean living
space has finally made us realize that unless we find some workable
alternatives, we will surely be buried in our own refuse.
Before we can arrive at lasting solutions, however, the public
must come to appreciate that a crisis in solid waste management
exists. It is my hope that this publication will help serve as a
reminder to bring about that realization. Its approach is light-
hearted but its objective is deadly serious.
                         —RICHARD D. VAUGHAN, Director
                         Bureau of Solid Waste Management
