While many regional offices received waivers from GSA to use recycled copier paper, at HQ our objective was to assure its listing with the Government Printing Office and GSA. Currently this paper is being tested in the in-house printing plant and one copy center at EPA Headquarters. Preliminary results are encouraging. The final results will be compiled and forwarded to the Joint Committee on Printing in the near future. The Government Printing Office has included recycled copier paper in their current paper purchase. All federal agencies will be able to acquire this paper through GPO when the purchase is complete. In a speech delivered to the Senior Executive Service Forum, Administrator Reilly discussed EPA working with the Federal Trade Commission and the U.S. Office of Consumer Affairs to define the terms "recyclable", "recycled content", and "bio-degradable" which will help consumers make intelligent choices. The Administrator also mentioned developing a clearing-house for all recycling information and a proposed Executive Order that commits the federal govern- ment to using all its current authority for procuring recycled goods. I would also like to announce the publication of our newest guidebook, Develop- ing a Comprehensive Federal Office Recycling Program. This booklet will help federal agencies develop and maintain a comprehensive recycling pro- gram which includes not only collection but also marketing, education, procure- ment, monitoring and evaluation. Copies were distributed to each region. For more information contact the HQ Recycling Office. FY90 was an eventful year for all recyclers at EPA. I hope we can make FY91 a dynamic one. Gail Miller VVray EPA Recycling Coordinator Office of Administration Facilities Management and Services Division Printed on Recycled Paper ------- Nearly 50% of all solid waste in the country is paper. REGIONAL PROFILES Las Vegas Lab EPA's Las Vegas Lab, with ap- proximately 550 employees, established a paper recycling program in 1989. In April 1990, the Lab included aluminum, glass and newspaper in the program. To date, 46 tons, which equates to 7,609 cubic feet, have been diverted from the landfill. Another important project in- itiated in Las Vegas has been a Community Action Recycling Program (CARP). CARP strives to educate the sur- rounding community with handouts and presentations. Funds generated from their aluminum, glass and newspaper program go toward a scholarship fund for CARP. CARP'S goal of generating $1,000 this year was reached within eight months. Source reduction is also another on- going focus in Las Vegas. The number of employee flyers has been reduced from 6,000 copies to 864 monthly. Support staff are now responsible for assuring that a copy of all flyers is placed on bulletin-boards. This has created a new atmos- phere in which employees must now be conscious of ob- taining information through bul- letin-boards. Region V The Region V Recycling pro- gram currently recycles newspaper, white office paper and aluminum cans. To date, an average of 12 tons of white paper and 300 pounds of aluminum cans is collected each month. The aluminum proceeds go to Washington High School, Region V's adopted school. The newspaper program, started June 1989, has col- lected over 25 tons of newsprint. While there are no monetary gains, the environ- mental savings have been sig- nificant. Thus far, Region V has saved 437 trees, 179,000 gal- lons of water, 104,370 kilowatts of electricity, 254.43 cubic feet of landfill space and 1,542 pounds 0Tpollutants from emis- sion into the atmosphere. In ad- dition to these savings, Region V has reduced the amount of colored paper used, instituted double-sided copying, and en- couraged reusing the back of paper for drafts or scratch paper. The Region has also written and produced a play to encourage recycling. This play was performed at the Region V awards ceremony and at last year's Christmas party. Recycling Update ------- Agency Recycling Conference I This Conference, which was held December 13, 1990 was hosted by EPA, GSA and the Presidential Council on Management Improvement (PCMI). The conference at- tracted those federal agencies affected by the District of Columbia Solid Waste Management and Multi- Material Recycling Act of 1988. Guest speakers were EPA and GSA Administrators, William Reilly and Richard Austin; PCMI Chair, William Diefender- fer; Michael Deland of the Council on Environmental Quality; Allan Burman of Office of Federal Procurement Policy; Roger Daniero of the Federal Supply Service, John Cham- bers with the Joint Committee on Printing; and Frank Hodsoll of OMB. The conference focused on policy and support issues in upper management. A second conference is planned for the Spring of 1991. The spring conference will focus on the actual develop- ment and operation of a com- prehensive office recycling pro- gram. Happily displaying the recent shipment of recycled copier paper to EPA-HQ! Support staff ex- clusively for recycling will be on board. This staff will provide for all in-house recycling needs, occasional extra pick-ups, more frequent aluminum col- lection, picnics, parties, etc. The contractors will be under the cognizance of the Recy- cling, Printing Services and Mail Management Branch with Branch Chief, Bob Kelly, acting as Project Officer. Look for the new staff and please make them feel welcome as they roam the halls of Waterside, Fairchild, CM#2 and CS#2.
