                          MEMO TO ALL EPA EMPLOYEES
In our last issue we highlighted the testing of recycled copier paper at
headquarters. I am pleased to announce that GSA has on schedule a contract for
recycled copier paper. Please refer to page 3 for the details.

Also mentioned in the last edition was EPA's work to define the terms "recyclable",
"recycled content" and "bio-degradable." A national labeling conference will be
hosted by EPA in the near future. For more information contact the EPA Region
3 Public Affairs Office on FTS-597-9280.

In April we will be celebrating National Recycling Month as well as the 21st
Anniversary of Earth Day. We kicked things off early here at headquarters with a
commemoration of the 4th Anniversary of the Garbage Barge. A folksinging group
from Yale University, Tangled Up In Blue, helped us observe this day in style.

This is a great time to educate our offices about recycling. Please let us know what
activities are planned, so we may share them with the other regions and labs.

CINCINNATI'S
"RECYCLEFEST"

The Andrew W.  Breidenbach Re-
search Center in Cincinnati was proud
this year to participate for the first time
in a Christmas tree recycling program.
The center served as one of  seven
sites designated by the local park dis-
trict for Christmas tree drop-off. The
trees were fed on the spot through a
mulching machine set up in front of the
building and the mulch was made avail-
able for donors to take home.  A total
of 5000 trees were recycled, with 509
brought to the center by  employees
and area residents. We hope this will
be the first of many years in which we
can be of such service.

EPA-Cincinnati's  Recyclefest, held
October 25, 1990, was  a success.
About  325  employees attended and
were treated to exhibits, literature, vid-
eos,  a guessing game and even
Woodsy the Owl and Pandy Pollution.
The child care center sold more than
150 T-shirts and sweatshirts imprinted
with the words "EPA Recycles". Each
employee received a letter opener and
a paper clip dispenser both inscribed
with reminders to recycle.

DULUTH LAB
Recycling at the Environmental Re-
search Laboratory in Duluth was initi-
ated in the fall of 1988 by John Brazner,
an EPA biologist with firmly rooted en-
vironmental beliefs. With the help of a
handful of volunteers, John labeled
several 55-gallon  barrels with the
words "aluminum", "brown glass",
"green glass", and "clear glass". From
this beginning a major in-house recycl-
ing program has evolved, which to date
has diverted over 16 tons of material
from the waste stream.

Participation has grown steadily, and
the volunteer list now includes over 30
people  involved  in crushing glass,
hauling  barrels to the recycler, and
transporting paper bins to the loading
dock on pick-up day.  Proceeds from
materials  like  aluminum and glass
have gone to the Wellness Center, an
ERL-D  grounds  improvement pro-
gram, and helping to maintain the lab's
portion of a community hiking trail.

Currently the program handles all col-
ors  of glass, aluminum, white office
paper, and tin food cans.  As markets
for recyclables  become more  stable,
the  program may include cardboard,
newspaper and plastics.

CORVALLIS,
OREGON
The USEPA Environmental Research
Laboratory-Corvallis Oregon Waste re-
duction/recycling Committee  began
work in December 1989 to spark a
lagging recycling effort. The increased
effort has  seen Corvallis become a
model for proper procedures for recycl-
ing. Other businesses in the area are
instructed by Corvallis Disposal to visit
our recycling workstations to see an
effort that is working.  We have docu-
mented a 60% increase in our recycl-
ing.

In the past year, the Committee has:
   Set up Recycling Workstations in each
   building with separate bins for white
   paper, colored paper, newspaper and
   computer paper.

   Worked closely with Corvallis Disposal
   to set up training sessions to share
   information on what can and cannot be
   recycled. This led to a lab-wide 'leach-
   in" on April 20, 1990.

   Added  magazines, styrofoam chips
   and telephone books to the list of recy-
   clable materials.

   Recommended the ERL-C Laboratory
   Improvement Award for Alisa Gallant
   for her work in setting up the paper
   recycling efforts.
   Purchased adisplay rackforthe library
   to display literature on recycling.

   Included recycling information in the
   weekly report as part of a continuing
   effort to increase staff awareness.

   Encouraged the printing of seminar no-
   tices on half pages and conducted a
   copy center demonstration on how to
   reduce copying waste.

RECYCLED
COPIER  PAPER
THROUGH GSA

A six month limited-quantity contract
for recycled paper has been initiated by
GSA. Beginning March 1, 1991, this
contract will provide coverage of conti-
nental US and limited coverage for Ha-
waii and  Alaska. Paper sizes which
may be ordered include 81/2x11 and
81/2x14. For more  information con-

CONFERENCE II

OARM and OSWER, along with GSA,
will host D. C. area facilities and pro-
curement managers at the  Federal
Agency Recycling Conference II. The
conference, to be held in mid-June, will
be a follow-up to the December Con-
ference was  aimed at to upper-level
agency management [see December
Recycling Update]. The comprehens-
ive program focus will include: educa-
tion, marketing, procurement, monitor-
ing and evaluation.


LASER TONER
CARTRIDGES

In the August edition of the Recycling
Update, we reported on a waste reduc-
tion measure involving remanufactur-
ing laser toner cartridges. On the GSA
New Item Introductory Schedule (NIIS)
are listed eight possible vendors offer-
ing this service. For more information

NATIONAL
RECYCLING
MONTH—APRIL

To help celebrate National Recycling
Month, the HQ Recycling Office and
the EPA Recycling Committee will
erect displays within Waterside Mall
and posters in the  East and West
Tower bulletin boards. The displays will
emphasize our HQ collection program:
sorting procedures, contaminants and
EPA procurement of recycled prod-
ucts.

COMMITTEE

             In February dedicated
             members of the EPA
             Recycling Workgroup/
             Committee were pre-
             sented with Bronze
             Awards for Commend-
able Service by Charlie Grizzle, AAfor
OARM.  Mr. Grizzle presented the
awards to these volunteers who de-
signed and oversaw the implementa-
tion of the EPA-HQ  expanded recycle
program.  Honorees were: Bob Kelly,
Gail Wray, Rebecca Hockman, Charlie
Garlow, Elaine Suriano, Gail Robarge,
Jim Nelson, Betsy Tarn, Stuart Miles-
McLean, Tim Crawford, Randy Bacon
