SITING SOLID WASTE FACILITIES
A Bibliography
A comprehensive solid waste management program, involving Federal,
State, and local activities, is being implemented in response  to  the
Resource Conservation and Recovery Act (RCRA) of 1976.   This program
will require that suitable new land disposal sites be found, new
hazardous waste facilities be built, and, eventually, new resource
conservation and recovery systems and facilities be established.
     The future success  of our country's attempts to meet the  goals
of RCRA rests squarely on the ability of State and local governments
and industry to acquire  satisfactory sites.  However, the siting  of
facilities may be the most difficult and perplexing problem in the
entire field of solid waste management.
     The foremost difficulty is undoubtedly the achievement of public
acceptance of the site location.  Also critical to success is  the
resolution of questions  concerning vehicle routing, energy and materials
conservation, soil conditions^ water table levels, the proximity  of
airports, and dozens of  other factors.
     This bibliography includes papers, books, and articles covering
many of these topics.  It is intended to assist industry and government
officials in discovering information which will aid them in the complex
and delicate task of siting solid waste management facilities.
     This bibliography (SW-722), based on the 1973-1977 data bases  of  EPA's
Office of Solid Waste and Solid Waste Information Retrieval System  and of
