OSWER Directives Regionai-'Cocordinators,  Regions I-X
               The purpose  of this memorandum is to  transmit to you a fact
          sheet which we developed on the OSWER Directives System and OSWER
          Directives.  The fact sheet explains:  what  is the OSWER Directives
          System; what is an  OSWER Directive;  what do the Directive numbers
          represent; who has  responsibility for maintaining Directives; and
          how to obtain an  OSWER  Directive.   Since more and more people are
          relying on the OSWER  Directives System for information, this fact
          sheet should be beneficial  in  informing your  Regional staff and
          others about the OSWER Directives System and OSWER Directives.  We
          hope that this fact sheet assists you in the day-to-day operation
          and administration  of the OSWER Directives |ystem in your Region.
          With your continued support, we will strive  to make  the system even
          better.

WHAT  IS THE  OSWER  DIRECTIVES
SYSTEM ?

The OSWER Directives  System  provides a
systematic process for identifying and effectively
communicating  policy and  procedures  for
OSWER  programs.  The OSWER Directives
System index is automated using dBASE in, a
database management system.   The  OSWER
Directives System database allows quick and easy
access to information on documents.

The OSWER Directives System is designed to:

   o  Pro vide a mechanism to track and manage
      all current program policy and guidance
      related to implementation in the Regions
      and States

   o  Provide access  to information  through
      themaintenanceofacomprehensiveindex
      of valid directives

   o  Provide a  central Headquarters and
      Regional  location for all OSWER
      directives

   o  Eliminate confusion and  inefficiencies
      resulting from unclear identification and
      communication of policy

   o  Allow cross-Regional access  to policy
      interpretation or individual decisions

   o  Indentify the relationship and/ or overlap
      between policies which may influence
      implementation

WHAT IS AN OSWER DIRECTIVE ?

An OSWER Directive is an OSWER-originated
written communication that provides program
or management policy, procedural guidelines,
program guidance, delegations and redelegations
of authority, and OSWER-specific expansions of
Agencywide administrative  Directives may be
in the  form  of memoranda, letters, notices,
handbooks, or manuals.

WHAT DO  THE  DIRECTIVE NUMBERS
REPRESENT ?

The OSWER Directives classification numbering
system  is an expansion  of the Agencywide
classification numbering system.  The OSWER
Directives numbering system has been tailored
to OSWER's  major program activities.  Each
program office has been  assigned a block of
numbers for tracking their publications.  The
numbers represent the program under which the
Directive is developed and subject area as defined
by the  program under which the directive is
developed. The numbering system provides a
classification for Directives as follows:

WHO   HAS   RESPONSIBILITY  FOR
MAINTAINING DIRECTIVES ?

An individual  within  each OSWER Program
Office  and  Region has  been  assigned  the
responsibility of managing and maintaining the
OSWER Directives System within his/her office.
These individuals are referred to as Headquarters
Directives Coordinators and Regional Directives
Coordinators.  Below is  a list  of Directives
