INTRODUCTION
Inventory Background
The Federal Water Pollution Control Act (33 USC 466h), contemplates a Federal
program in cooperation with State and interstate agencies and municipalities for the
control and abatement of water pollution emanating from Federal installations.
The President, in a memorandum dated May 13, I960, requested the Secretary
of Health, Education, and Welfare to prepare an inventory of waste water disposal
practices at Federal installations as a first step in the dischargeof this responsibility.
The President emphasized that the Federal establishment must point the way for the
rest of the Nation by making certain its own house is in order with reference to the
preventing and controlling of water pollution attributable to wastes discharged from
Federal installations. The inventory, he stated, would assist the Federal agencies
in determining what corrective actions may be required and how rapidly they may be
accomplished to eliminate conditions contributing to such pollution.
On May 18, I960, the Deputy Assistant to the President wrote the heads of all
Federal departments and agencies, advising tl.em of the President's instructions to the
Secretary of Health, Education, and Welfare and stating that the President had asked
them to provide "such assistance as may be requested by the Secretary of Health,
Education, and Welfare in making this inventory and in completing it promptly."
The inventory entitled "Waste Water Dispose I Practices at Federal Installations,"
of which this volume is a part, was prepared by the Department of Health, Education,
and Welfare and the General Services Administration, in cooperation with all the
Federal departments and agencies working in accordance with GSA Circular No. 232
(March 14, 1961). The circular, reproduced in the Appendix of this report, gives
detailed instructions and criteria for the work.
Inventory Coverage
The inventory covers waste water disposal practices of Federal activities on all
real property owned by or leased to the Federal Government in all the 50 States, the
District of Columbia, the Commonwealth of Puerto Rico, and the Virgin Islands. In-
cluded also are the waste water disposal practices of wholly Government-owned
corporations and nonfederaI activities conducted on Federal properties, such as those
of construction contractors and park concessionaires.
Not covered are trust properties; space leased to the United States for offices,
including post offices, in nonfedera My owned or operated buildings; land without
activities generating wastes; lookout towers, ranger offices, and single living quar-
ters in national forests and remote areas, and seldom-visited and/or unattended
communications stations.

Source of Inventory Data
Following instructions of GSA Circular No. 232, personnel at the individual
reporting installation supplied the identifying and technical data. These reports
were submitted to their respective Washington, D. C. headquarters. Here they were
reviewed for completeness and accuracy, then forwarded to the special technical
staff of the Division of Water Supply and Pollution Control, Public Health Service,
for further review for conformity to instructions and definitions. Any discrepancies
or differences were resolved by mutual agreement at this point. Accepted reports
were forwarded to the Bureau of the Census for processing for the present document.
How to Identify the Columnar Listings
1. "GSA Control." The numbers in Agency or Bureau and Installation columns
are codes assigned by GSA for identifying purposes. The Report Number is the serial
numberassigned eachreportas received bythe special staff. A number in this column
opposite a total indicates the number of reports which are included in that total.
2. "Geographical Location" numbers are those assigned by GSA in its publica-
tion "Geographic Location Codes."
3. "Card Number" indicates the classification of the point of discharge accord-
ing to the code sheet (page ix)immediately preceding the detailed listings.
4. "Activity" indicates whether the waste-generating activity is Federal (1),
or nonfederal (2).
5. "Population" is a code number to indicate the population size group con-
tributing the waste volume in a normal day's operation. For security reasons this in-
formation is deleted from all Department of Defense entries except in the Depart-
mental classified volume.
6. Sewage volume is measured in gallons per day. However, in cases of pit
privies and chemical toilets, where fecal wastes are not water-borne, the figure in
this column relates to persons per dayand is followed by the letter "P" in the column
headed "Persons." These figures are summarized separatelywhenever totals appear.
7. "Percent Treated" under both sewage and industrial wastes relates to'theper-
cent of total volume of discharge which receives any treatment before discharge from
the installation. It does not reflect the degree of any treatment, nor does it reflect
the extent of any treatment after the discharge has been received by municipal
sewerage systems.
Under industrial wastes the following processes were considered as treatment:
tanks and equipment for neutralization of alkalinity or acidity; oil and grease sep-
aration and removal; precipitation of solids; removal of cyanides and chromates.

Chemical treatment of cooling water to control corrosion within piping systems and
equipment was not considered to be industrial waste treatment. Cooling water is
shown as a percent of the total industrial waste discharge volume.
8. "Industrial Wastes" volumes are given in gallons per day if water-borne.
If there are solid wastes alone or in conjunction with water discharges, the letter
"S" appears in the column headed "Solids." The types of industry generating these
wastes are indicated by the numbers under "Industrial Activity Codes." These are
interpreted on the code sheet.
9. "Notification," if any, relates to the type and most recent date prior to
January 1, 1961, of a notification to the installation, issued by a representative of
a governmental department, commission, bureau, board, or other legally constituted
entity that a pollution problem exists in relation to that specific installation. An
interpretation of the type code is given on the code sheet. The dates, if any apply,
are given in the date columns.
Issuances of the Inventory
The reported data are issued in three types of listings and 58 volumes, as follows:
(1). Volumes 1-53 inclusive cover all reports for each of the50States, the Dis-
trict of Columbia, the Commonwealth of Puerto Rico, and the Virgin Islands. List-
ings are alphabetical by county and by city within each county. Where no city
applies, the data are shown atthe end of each county. No data on military installa-
tions appear in the volumes for Alaska, Hawaii, Puerto Rico and the Virgin Islands.
(2). Volumes 54-57 inclusive are agency listings covering, respectively:

for Alaska, Hawaii, Puerto Rico, and the Virgin Islands. The listings in this volume
are arranged in the same manner as in Volumes 1-53.

SEWAGE - PERSONS
The letter "P" entered in the "Sewage-Persons" col-
umn denotes that non-water-carried fecal wastes are
being generated. The figure entered in the "Sewage-
Volume-Gallons Per Day" column to the immediate
left of the letter "P" indicates the number of people
who are generating the solid wastes. There is no
indication of the quantity of solid wastes being gener-
ated. When no "P" appears in the "Persons" column,
the figure in the "Sewage-Volume-Gallons Per Day"
column indicates the gallons per day of liquid sewage
which is generated.
INDUSTRIAL WASTE - SOLIDS
The letter "S" entered in the "Industrial Wastes -
Solids" column denotes that solid industrial wastes
are being generated. There is no indication of the
quantity of solid wastes being generated. When a
figure appears in the "Industrial Waste-Volume-Gal-
lons Per Day" column immediately to the left of an
"S", the figure represents the gallons of liquid indus-
trial wastes generated per day.

TO : Heads of Federal Agencies
SUBJECT: Reports on Waste Water Disposal Practices
at Federal Installations
1. Purpose. This circular prescribes (a) reports necessary for the
compilation of an inventory of waste water disposal practices at
Federal installations, both owned by and leased to the United
States, as of December 31> I960; and (b) forms with detailed in-
structions for the preparation and submission of these inventory
reports to the General Services Administration by the reporting
agencies.
2. Authority. The authority of the Surgeon General of the U. S.
Public Health Service to prescribe an inventory of waste water dis-
posal practices at Federal installations is based upon sections he
and 9 of the Federal Water Pollution Control Act (33 U.S.C. 466 c
and h).
The President in a memorandum dated May 13, I960, requested the
Secretary of Health, Education, and Welfare "to take the lead in
making an inventory of the pollution control situation at Federal
installations." The Deputy Assistant to the President in a letter
dated May 18, I960, to the Heads of all Federal agencies advised
them of the President's instructions to the Secretary of Health,
Education, and "Welfare and stated that, "the President has asked
that you provide such assistance as may be requested by the Secre-
tary of Health, Education, and Welfare in making this inventory and
in completing it promptly."
The Secretary of Health, Education, and Welfare in a memorandum of
agreement dated January 4, 196l, requested that the General Services
Administration assist the Public Health Service in compiling an in-
ventory of waste water disposal practices at Federal installations.
3- Reporting Agency. A reporting agency, for the purpose of this in-
ventory, is the same as the one reporting for the inventories of
real property owned by and/or leased to the United States Govern-
ment as prescribed in GSA Reg. 2-XI-201.01 and 2-XI-202.01.

h. Coverage. The reports of waste water disposal practices prescribed
by this circular shall cover all waste water generated by activi-
ties of the United States, from all real property owned by and
leased to the Federal Government, including wholly owned Government
corporations, in the fifty States of the United States, the Dis-
trict of Columbia, the Commonwealth of Puerto Rico, and the Virgin
Islands. Reports shall also cover waste water from (l) nonfederal
activities conducted in Federal buildings or structures and
(2) activities on Federal land carried on by a nonfederal operator
acting as an agent for and under the supervision of the United
States, such as construction contractors and park concessionaires.
For purposes of this circular, waste water disposal is defined to
include (a) all discharges from building plumbing systems, (b) all
fecal discharges whether or not water carried, (c) all liquid
wastes from active or abandoned industrial activities, including
cooling waters, and (d) all solid wastes from active or abandoned
industrial activities which are discharged directly into, or which
may find their way into, surface or ground waters.
Reports are required for all real property owned by and leased to the
United States except:
a. Installations held in trust by the United States,
b. All building locations leased to the United States for use as
offices or post offices, as reportable on GSA Form 1166A,
c. Installations consisting only 01" land where there are no re-
portable activities generating wastes as defined in the pre-
ceding paragraph,
d. Lookout towers, ranger offices and single quarters in National
Forests and other remote areas, and
e. Installations from which no wastes as defined in this circular
are generated, such as seldom-visited, unattended installations
consisting of automatic signalling, lighting, gauging or warn-
ing devices.
5- Reports to be Submitted. Each reporting agency shall prepare, in
accordance with instructions in Attachment la, and submit to the
General Services Administration, a separate report on GSA Form
1166C, Report of Waste Water Disposal Practices at Federal Installa-
tions (Attachment l) for each reporting entity as defined in Attach-
ment la, Paragraph 1, as of December 31, I960.
Each reporting agency shall also prepare, in accordance with in-
structions in Attachment 2a, and submit to General Services Admin-
istration for each Bureau or comparable organizational unit, a re-
port on GSA Form 1209C, Number of Reports Submitted - Waste Water
Disposal Practices at Federal Installations (Attachment 2).

An original and two copies of each report shall be submitted to the
General Services Administration, Office of Comptroller, Washington
25, D. C., not later than 120 days subsequent to date of issuance
of this circular.
6. Supplies of Forms. GSA Forms Il66c and 1209C may be obtained from
General Services Administration, Office of Regional Administrative
Assistant, Reproduction and Distribution Division, General Services
Regional Office Building, Washington 25, D. C. The telephone number

7. Agency Liaison. The Agency Liaison representative on real property
inventories, designated pursuant to GSA Regulation 2-XI-101.06, also
shall serve for purposes of this inventory. If desired, a special
agency representative may be designated for purposes of this inven-
tory of waste water disposal practices at Federal installations.
When an agency designates a special representative for this inven-
tory, it shall be his responsibility to coordinate all reports with
the regular real property liaison representative. The General
Services Administration, Office of Comptroller, Washington 25, D. C.,
shall be advised in writing of the names of all such special liaison
representatives or any changes in such designation.

INSTRUCTIONS FOR THE PREPARATION OF GSA FORM Il66c, REPORT OF
WASTE WATER DISPOSAL PRACTICES AT FEDERAL INSTALLATIONS
1. General Instructions.
a. Coverage and Reporting Agency. GSA Form 1166C, Report of Waste
Water Disposal Practices at Federal Installations, shall "be pre-
pared by all reporting agencies as of December 31* 19^0, in an
original and two carbon copies. These reports shall cover all
waste water generated by activities of the United States, from
all real property owned by and leased to the .Federal Government,
including wholly owned Government corporations, in the fifty
States of the United States, the District of Columbia, the Com-
monwealth of Puerto Rico, and the Virgin Islands. Reports shall
also cover waste water from (l) nonfederal activities conducted
in Federal buildings or structures and (2) activities on Federal
land carried on by a nonfederal operator acting as an agent for
and under the supervision of the United States, such as con-
struction contractors and park concessionaires. For purposes of
this circular, waste water disposal is defined to include (a) all
discharges from building plumbing systems, (b) all fecal dis-
charges whether or not water carried, (c) all liquid wastes from
active or abandoned industrial activities, including cooling
waters, and (d) all solid wastes from active or abandoned in-
dustrial activities which are discharged directly into, or which
may find their way into, surface or ground waters.
Reports are required for all real property owned by and leased to
the United States except:
(1) Installations held in trust by the United States,

For purposes of this inventory, a reporting agency shall be the same
as that prescribed for the annual inventories of real property owned
by and leased to the United States Government in GSA Regulations
2-XC-201.01 and 2-XE-202.01.
b. Reporting Entity. It is the purpose of this inventory to locate
and describe the sources of all wastes generated from Federal
installations which affect, or are likely to affect, the quality
of either surface or ground waters. Thus, a reporting entity
for purposes of this inventory may differ somewhat from the en-
tity used in the inventories of real property owned by and
leased to the United States.
(l) Single Report from Federal Installations.
A Federal installation which generates waste discharging
to not more than one of any or all types of discharge
points as described in Block 15 of these instructions is
the same reporting entity for this inventory as in the
Federal real property inventories. Reports should be so
prepared that waste waters which are discharged from a
single waste water system within an installation through
one or more effluent pipes directly into a single surface
water body are included in one reporting entity.
(2) Two or more Reports from Federal Installations.
(a) A Federal installation which generates waste dis-
charging to more than one of any or all types of dis-
charge points as described in Block 15 of these in-
structions is the subject of two or more reports.
In the case of these installations, a reporting en-
tity is to be determined in accordance with the
occurrence and location of any activities taking
place thereon which result in the discharge of waste
waters to a water body or to the ground. If waste
waters are separately handled in separate parts of an
installation, even though effluents are discharged to
the same water body but at different discharge points,
individual reports shall be prepared for each of the
separate systems.
Example; An individual unit of a military base having
its own sewage disposal facilities is considered a re-
porting entity even though the effluent from this unit
enters the same stream as that receiving the waste
waters from some other part of the base.

(b) Wherever waste waters are discharged to two or more
different "bodies of water, or to widely separated
points on the same body of water, each such discharge
shall be considered to be a separate reporting entity.
Example; Two parts of a single Federal installation
discharging waste waters separately to two different
streams are considered as two separate reporting enti-
ties.
(c) Where waste waters are disposed of into two or more
points of the ground, all such 'disposal facilities on
a Federal installation which are located within a ra-
dius of one-half mile shall be included in one report-
ing entity unless there are well-defined units with a
lesser radius which will more exactly describe the
facilities.
2. Specific Instructions for Preparation of GSA Form Il66c.
a. Date, Agency, and Property Identification.
Block 1. Agency Control No. For identification purposes, each
reporting agency may assign an agency control number
to each report.
Block 2. Report As Of. The effective date of this report,
December 31, 1960, is preprinted on the form.
Block 3. GSA. Control Ho. Enter in this block the GSA. control
number assigned to the GSA. Forms 1166 or 1166A cover-
ing the real property owned by or leased to the Fed-
eral Government for which this report is prepared. In
some cases several reports for the purpose of this in-
ventory may be covered by real property reported under
one GSA. control number on GSA. Forms 1166 or 1166A. In
the case of installations being reported for the first
time enter ("NEW").
Block k. This block for GSA use.
Block 5« Name of Installation. When this report covers all
real property reported on GSA. Forms 1166 or 1166A as
of June 30> 1960; enter the same name shown on these
forms. When this report covers only aj>art of the real
property previously reported, enter the commonly used
name for the portion of the real property being re-
ported. When an installation is located in more than
one State, a separate report is required to cover the

portion of the installation located in each State.
Abbreviate the name of the installation, when neces-
sary, so that it shall not exceed 23 type spaces, in-
cluding blank spaces between letters or words. For
example, "First National Bank Building" which has 28
type spaces may be abbreviated "First Nat Bank Bldg".
Block 6. Activity. Check the applicable box to indicate the
predominant activity generating waste waters. These
activities are:
Code Activity Type
1 Federal activity.
2 Nonfederal activity.
Only one box should be checked for each report. When
only activity of the United States Government generates
the reported waste, check the box for Code 1. When a
Federal installation contains some minor nonfederal
activities which generate waste flowing into the same
point of discharge being reported for U. S. activities,
check only the "box for Code 1. Examples of these minor
activities are a restaurant concession occupying a
small portion of a Federal building, launderies, and
gasoline facilities on military installations, etc.
When nonfederal activities on Federal real property
are the major or only source generating waste reported,
check the box for Code 2 and give the name of the oper-
ator in Block 23, Remarks.
Block 7- Reporting Agency. Enter the name of the reporting
agency; that is, the department, commission, adminis-
tration, or authority. For example: Department of
Commerce, Atomic Energy Commission, Veterans Adminis-
tration, or Tennessee Valley Authority.
Block 8. Installation Population. Check the box for the appro-
priate code to show the total number of persons in the
area covered by this report during a 2U-hour day of
normal operations. The codes and respective popula-
tion description follow.

Block 9. Bureau or Other Major Organization. Enter the name
of the reporting Bureau or comparable major organi-
zation unit within the reporting agency. For
example: National Bureau of Standards.
Block 10. State or Continent. Enter the name of the State
(in U.S.) or continent (outside U.S.) in which the
real property is located. When an installation is
located in more than one State, a separate report
shall be submitted to cover the portion of the
installation located in each State.
Block 11. City or Town. Enter the name of the city or town
in or near which the installation is located, pro-
vided (1) the installation is in one county only,
and (2) the designated city or town is in the same
county as the location of the installation (Block
13.). When these circumstances do not apply, enter
"No City Identification".
Block 12. Street Address. Enter the street address, RFD, route
number or other local designation.
Block 13. County or Country. Enter the name(s) of the county,
counties, parish(es) (in U.S.) or U.S. territory or
possession, (outside U.S.) in which the real property
is located. Separate reports for each county in the
same State are not required; however, the name of
each county must be entered in this block. If the
space is insufficient, complete the list of counties
under "Remarks", Block 23.
Block Ik. Geographical Code. Enter the appropriate numerical
code for the location of the installation as shown
in Blocks 10, 11, and 13 in the following sequence:

its), County or Country (3 digits). (Example: Coral

Gables, Dads County, Florida, will "be shown as
09-0670-025.)
Codes shall be obtained from the publication- "Geo-
graphical Location Codes", issued by the General
Services Administration, Office of Comptroller.
(See GSA Circular No. 11*6, Revision No. 2, dated
June 30, I960.) Do not fill in this space if the
geographical code is not known. When the location
of the installation cannot be identified with any
city (Block 11) the code under "City" shall be
reported as 9999• When the installation is located
in more than one county (Block 13), the code under
"County" shall be reported as 999.
b. Waste Water Discharge.
Block 15. Point of Discharge. The points of discharge are pre-
printed in this block.
When one of the points of discharge is a public util-
ity sewer, enter the name of the owner and/or opera-
tor of the sewer system in the appropriate space
provided in this block under the preprinted "Public
Utility Sewer." Abbreviate the name of the owner,
when necessary, so as not to exceed 23 type spaces
and/or letters, including the blank spaces between
letters or words.
When one of the points of discharge is a surface
water body, enter the name of this body in the space
provided in Block 15 under "Surface Water Body."
Abbreviate the name of the body, when necessary, so
as. not to exceed 23 type spaces and/or letters,
including blank spaces between letters or words. The
various points of discharge are described below.
Code Description
1 Public Utility Sewers are generally municipal,
county, or other local governmental systems.
They are also defined to include any pipe,
conduit, or receiving chamber which is part
of a sewer system owned and/or operated "by any
other than the reporting entity.
2 Surface Water Body shall mean any river,
stream, lake, pond, tidal, or estuarial water.

It shall include sewage lagoons or waste stabi-
lization ponds, whose effluents discharge to a
surface water body.
3 Ground shall mean the discharge into septic
tanks, cesspools and subsurface disposal
fields, privy vaults, chemical toilets, sewage
lagoons or stabilization ponds where no efflu-
ent discharges to a surface water body. Also
include deep wells or spray and other irriga-
tion on land of the reporting entity.
4 Transferred to Other Users shall mean that the
waste water discharge is actually piped or
otherwise transferred to some person, public or
private body other than the reporting entity
for use such as for cooling purposes, or irri-
gation on land not within the reporting entity.
Block l6. Estimated Sewage Discharge Per Day. Enter the esti-
mated average discharge of sewage in gallons per day
for each point of discharge printed in Block 15. In-
clude all discharges from building plumbing systems.
In the case of fecal discharges which are not water-
carried, enter the number of persons using that partic-
ular facility during an average day and use the letter
"P" after the figure for number of persons. Show the
total discharge as reported in gallons for Codes 1, 2,
3, and kf and enter the total in the space so marked.
Block 17- Percent of Sewage Treated. For each point of discharge
reported in Block 16, enter the percent to show the
portion of this sewage which is treated by the report-
ing agency and/or lessee of the property. Under
"Remarks" Block 23, describe briefly this treatment.
Block 18. Estimated Industrial Waste Discharge Per Day. This
block is to be used to report both liquid and solid
wastes from active or abandoned industrial activities.
Enter the estimated averagp discharge of liquid waste
including cooling waters in gallons per day for each
applicable point of discharge printed in Block 15.
If there are any solid wastes as defined in tnis cir-
cular, paragraph 4, Coverage, enter the letter "S"
after the figure reporting gallons of liquid dis-
charge. If there are solid wastes only, enter the
letter "S". Show the total industrial liquid waste

Block 19. Percent of Industrial Waste Treated. For each point of
discharge of industrial waste reported in Block 18,
enter the percent to show the portion of this total in-
dustrial waste which is treated by the reporting agency
and/or lessee of the property. Under "Remarks" Block
23, describe briefly this treatment.
Block 20. Percent Cooling Water. For each point of discharge re-
ported in Block 18, enter the percent of this indus-
trial waste which is cooling water.
Block 21. Activities Generating Industrial Wastes. When indus-
trial wastes are reported, check the necessary boxes
for codes representing activities conducted at this in-
stallation which generate industrial wastes. The codes
and classifications of activities generating industrial
wastes follow:
Code Description
10 Metal Mining includes establishments primarily
engaged in mining, developing mines, or explor-
ing for metallic minerals (ores). These ores
are valued chiefly for the metals contained to
be recovered for use as such or as constituents
of alloys. In addition, ores of rare earth
metals and titanium are included. This major
group also includes all ore dressing and bene-
ficiating operations whether perri; Tried at mills
operating in conjunction with the uiines served
or at mills, such as custom mills, operated
separately. These include mills which crush,
grind, wash, dry, sinter, or leach ore, or per-
form gravity separation or flotation operations.
Exception: Any metal mining as defined under
this code which is concerned primarily with
uranium or other radioactive ores shall be re-
ported under Code 18, Radioactive Materials
Operations.
11 Anthracite, Bituminous Coal, and Lignite Mining
includes establishments primarily engaged in
producing anthracite (hard coal), bituminous
coal, or lignite. Mining operations, dredging
operations, and preparation plants such as
cleaning plants, breakers, and washeries,
whether or not such plants are operated in con-
junction with the mines served, are included.

13 Crude Petroleum and Natural Gas Extraction
includes establishments primarily engaged in
producing crude petroleum, natural gas, natural
gasoline, and cycle condensate. Types of activ-
ities included are explorations, drilling, well
operation and maintenance, and the operation of
natural gasoline and cycle plants. The group
includes emulsion breaking and desilting of
crude petroleum performed to render the oil mar-
ketable, and the production of petroleum prod-
ucts from lignite.
14 Mining and Quarrying of Honmetallic Minerals,
Except Fuels includes establishments primarily
engaged in mining or quarrying, developing
mines, or exploring for nonmetallic minerals,
except fuels.
18 Radioactive Materials Operations includes all
operations involved in mining, developing mines
or exploring for uranium or other radioactive
ores; all operations involved in processing
such ores for the separation of radioactive
materials; and all operations involved in han-
dling and fabricating of such materials. Also
included are all nuclear reactor operations
such as those involved in the production of
radioactive isotopes, in the testing of experi-
mental units or in the production of power.
Exception; Operations where radioactive mate-
rials are used in medical diagnostic, therapeu-
tic or research procedures or as tracers in
industrial or other research, are not included
in this Code, and such operations are not to be
considered in this inventory.
20 Food and Kindred Products includes establish-
ments manufacturing foods and beverages for
human consumption, and certain related products
such as manufactured ice and prepared feeds for
aniinals and fowls.
22 Textile Mill Products includes establishments
engaged in performing any of the following
operations, regardless of the type of fiber
used: (l) manufacturing yarn, thread, cord-
age, and twine; (2) manufacturing woven fabric,
carpets and rugs, braids, laces, knit fabric,

knit garments, and other products from yarn;
(3) dyeing and finishing fibers, yam, and
fabrics, and (4) coating, waterproofing, and
otherwise treating fabric. Also included are
establishments engaged in manufacturing felt
fabrics and products.
2k Lumber and Wood Products includes logging
camps engaged in cutting timber and pulpwood;
merchant sawmills, veneer mills, lath mills,
shingle mills, cooperage-stock mills, planing
mills and plywood mills engaged in producing
lumber and wood basic materials; and estab-
lishments engaged in manufacturing finished
articles made entirely, or mainly, of wood or
wood substitutes, including furniture.
26 Paper and Allied Products includes the manu-
facture of pulp primarily from wood, and from
rags and other fibers; the conversion of these
pulps into any kind of paper or paperboard;
and the manufacture of paper and paperboard in-
to converted paper products such as coated
paper, paper bags, paper boxes, cards and en-
velopes .
28 Chemicals and Allied Products includes estab-
lishments producing basic chemicals, establish-
ments manufacturing products by predominantly
chemical processes; includes manufacture of
photographic chemicals.
29 Products of Petroleum and Coal includes estab-
lishments refining crude petroleum and manu-
facturing coke and coke-oven products, paving
and roofing materials, and other products made
from petroleum and coal; includes establish-
ments manufacturing and distributing gas to
consumers.
30 Rubber and Rubber Products includes establish-
ments refining natural rubber or manufacturing
synthetic rubber, includes establishments manu-
facturing from natural or synthetic rubber,
gutta percha, balata, or gutta siak, all kinds
of rubber products such as tires, rubber foot-
wear, mechanical rubber goods, and rubber sun-
dries. This group also includes establishments
manufacturing reclaimed rubber or rebuilt and
retreaded rubber tires.

31 Leather and Leather Products includes estab-
lishments engaged in tanning, currying, and
finishing hides and skins, and establishments
manufacturing finished leather and artificial
leather products and similar products made of
other materials.
33 Primary Metal Industries includes establish-
ments engaged in the smelting and refining of
ferrous and nonferrous metal from ore, pig, or
scrap; in the rolling, drawing, and alloying of
ferrous and nonferrous metals; and in the manu-
facture of castings, forgings, and other basic
products of ferrous and nonferrous metals. All
operations involved primarily with uranium or
other radioactive materials shall be reported
under Code 18, Radioactive Materials Operations.
3^ Fabricated Metal Products includes establish-
ments engaged in fabricating ferrous and non-
ferrous metal products such as tin cans and
other tinware, hand tools, cutlery, general
hardware, nonelectric heating apparatus, fabri-
cated structural metal products, metal stamp-
ings, lighting fixtures, fabricated wire prod-
ucts, and a variety of metal products not else-
where classified. Includes ordnance, machinery
and transportation equipment.
39 Miscellaneous Manufacturing Industries includes
establishments primarily engaged in manufactur-
ing products not classified in any other manu-
facturing major group.
Block 22. Notice on Water Pollution. Check the appropriate box to
indicate the type of notification, if any, which has
been received from an official source that existing
waste water discharge practices at the installation re-
ported may be responsible for any water pollution prob-

SUBMITTED - WASTE WATER DISPOSAL PRACTICES AT FEDERAL INSTALLATIONS
1. General Instructions. GSA Form 1209C, Number of Reports Submitted -
Waste Water Disposal Practices at Federal Installations, shall be
prepared by each reporting agency for each bureau or other major
organizational unit.
GSA Form 1209C is intended to provide a control over individual
inventory reports of waste water disposal at Federal installations
submitted on GSA Forms Il66c.
A separate GSA Form 1209C shall be prepared for each bureau or
other comparable major organizational unit. An original and 2
carbon copies of this form together with the related GSA Forms
Il66c shall be prepared and submitted to the General Services
Administration, Office of Comptroller, Washington 25, D. C., not
later than 120 days subsequent to date of issuance of this circular.
