                    OVERVIEW OF DATA SOURCES FOR AN EPA GIS


    The objective of this report is to present summary information on specific
geographic  data  sources  available at EPA, other Federal agencies, and other
organizations  that  could be used as a "baseline" data set for EPA Geographic
Information  System (GIS) activities.  Data sources include automated systems,
data bases (including digital spatial data), and hardcopy reports and maps.


Methodology

    To  collect  the  information  presented in this report, we first examined
references  in  the  professional  literature  that  provided  information  on
geographic  data sources.  These sources of information, together with working
knowledge  of  various  EPA  programs and other Federal agencies, provided the
initial  background  for  collecting  further details from individuals working
with  particular  data  sets  and/or data bases (see Table 1 for a list of the
Federal  agency  and  other organization data sources).  In many cases, actual
data  base documentation was acquired and reviewed.  Interviews were conducted
with individuals responsible for management and operation of the specific data
bases.

    In  some  cases,  a data clearinghouse is described instead of a data base
system  or  series  of hardcopy reports.  Many agencies and organizations have
established  agency-wide  inventories  of  machine-readable  data files to aid
others   in   locating   data   sources.    These  data  referral  centers  or
clearinghouses  contain data descriptions but not necessarily the actual data.
Examples include the NOAA National Environmental Data Referral System (NEDRES)
and  the  USGS  Earth  Sciences Information System (ESIS).  However, there are
also "data centers" that not only provide information about what kinds of data
are  available,  but  also  can  access  some of these data sets, and can even
provide subsets of these data.  The Bureau of the Census is an example of this
type of service.


Summary of Data Sources

    This  report describes 70 data sources at EPA and other agencies.  This is
not  by  any  means a complete set of the geographic data sources available to
EPA.    Instead,  the  data  sources  provide a starting point for a search on
geographic  information.    Table 2 presents a listing of the data sources and
their  geographic  and  subject  coverages  sorted by agency.  An alphabetical
index to all the sources is provided in Table 3.

    For  each data source, some basic information describing the contact, data
characteristics,  status  and  availability are provided.   This information is
not  intended  to  be  a complete description of the data source;  it provides
some  useful  information  on  potential  data  sources  and ways of obtaining
additional  information.    The  accuracy  of  the  information  presented  is
dependent  on  the  quality  of  the  current  documentation  reviewed and the
knowledge  of  the  people consulted, which were assumed to be reliable.  Some
data  bases  are  undergoing  changes  or  are  just  in  the process of being
developed.    Therefore, some of the information listed may be current only in

the short run.  In spite of these limitations this report is a useful starting
point for identifying geographic information.

    The  data  sources  described  cover  a  large range of subject categories
including  hydrology, geology, soils, topography, vegetation, climate/weather,
land   use/land   cover,   living   resources,   surface  water,  groundwater,
marine/estuarine,  air,  demography,  health  effects, and regulated entities.
There  were  also  data  sources which included additional subjects not listed
above.    This  report demonstrates that there is a large amount of geographic
information available, much of it in computerized data bases.

    Most  of  the research for this report focused on identifying data sources
which  provide  information  at  the national level.  However, local and state
government  offices  and  regional  Federal agency offices contain very useful
spatial information that is not identified through any directory or catalogue.
It  is  assumed  that for such site-specific and regional information, sources
identified   in  this  document  will  be  able  to  point  the  user  in  the
"right-direction."   Furthermore, it is anticipated that as the user community
identifies other useful data bases, these too will be become incorporated into
this directory.

A national assessment of pollutant discharges entering the estuarine, coastal, and oceanic water of
the contiguous USA. Pollutant discharge estimates are made for 9 source categories: (1) point
sources, (2) urban storm runoff, (3) nonurban nonpoint runoff, (4) river-borne pollutants entering
coastal areas, (5) oil and gas operations, (6) dredging operations, (7) marine transportation oper-
ations, (8) accidental spills, and (9) irrigation return flow. Nine types of pollutants are included in the
NCPDI: oxygen-demanding materials, paniculate matter, nutrients, heavy metals, pretroleum
hydrocarbons, chlorinated hydrocarbons, pathogens, sludges, and wastewater.

digitized 1:250,000 maps. The standard coverage unit is a one-degree by one-degree block,
spaced every three arc seconds of latitude and longitude (for counterminous U.S.). Coverage
of Alaska varies between 6 and 9 arc seconds of longitude.
