                             1.0  INTRODUCTION

This section provides an overview of the system,  the information
available, the system's users, and the hardware and software the system
runs on.

1.1 System Description

    The Hazardous Waste Casefinder is an easy-to-use, computerized tool
    for legal research in the hazardous waste area.   The holdings in all
    Federal RCRA, CERCXA, and related bankruptcy decisions issued since
    1978 have been categorized and entered into the Casefinder data bank.
    With a few simple commands described in this manual, the Casefinder
    will locate all the cases that deal with one or several of 300
    different hazardous waste topics.  The Casefinder does not contain the
    opinions themselves, but it will list the issues in that opinion on
    which the court ruled.

    The topics are organized in a list called a Lexicon.  The Lexicon
    itself is designed to aid the researcher in analyzing the elements of
    a hazardous waste issue.  The Lexicon will expand as new cases present
    new issues.
1.2 Information Available

    The Casefinder is unique because it makes it possible for the
    researcher to identify the many hazardous waste opinions that are not
    reported in the West system, scattered among five other minor reporter
    systems, or available only from the issuing court.  The Casefinder
    includes the hazardous waste cases found or cited in the Federal
    reporter system, the Hazardous Waste Litigation Reporter, the Toxics
    Law Reporter, the Chemical Waste Litigation Reporter, the
    Environmental Law Reporter, the Environment Reporter, as well as a
    considerable number of important unreported cases.  As of October
    1987, 700 federal court opinions have been categorized and entered
    into the Casefinder. New cases will be added monthly.

    News concerning the information currently in Casefinder can be found
    in CASEFINDER NEWS.  Section 3.2 of this manual describes how to
    access this information.  In addition, BASIS NEWS contains general
    information on the use and upkeep of all BASIS systems.  It is
    available to all users of the system while logged on.  Access to BASIS
    NEWS is described in Section 3.1

1.3 Users
    Hazardous Waste Casefinder is maintained by the Office of Enforcement
    and Compliance Monitoring (OECM)  and is available to the following
    users:

    o    Headquarters OECM
    o    Office of Regional Counsel (QRC)
    o    Office of General Counsel (OGC)
    o    EPA Technical Enforcement
    o    National Enforcement Investigation Center (NEIC)
    o    Department of Justice (DOT).

    The information in Casef inder and any reports generated from
    Casef inder are Attorney Work Product and should be released only to
    those listed above.
1.4 Hardware and Software

    The Hazardous Waste Casef inder is designed with helpful menus so that
    first-time and infrequent users can successfully use the system
    without computer expertise.  Each screen explains what options a user
    has at each point. To select an option, the user enters the number
    corresponding to the desired option.  The user is then prompted for
    any additional information that may be necessary.
    m addition to using the menus, the experienced nggr can gain access
    to Casef inder 's information through the BASIS command language.  BASIS
    is a full-text data base management system, similar in function to
    LEXIS, that allows the user to identify documents that contain
    specific combinations of text. Users should refer to BASIS manual s for
    additional information on using Casef inder data with the BASIS command
    language.

    Casefinder uses BASIS software and the IBM 3090-200 (MVS Operating
    System) , EPA's central computer system at the National Computer Center
    (NCC) in Research Triangle Park, North Carolina.  The system can be
    accessed from terminals at EPA facilities directly wired to the IBM
    3090-200 or from computers/terminals which emulate a 3270 series
    terminal.

    A variety of standard EPA equipment may be used for accessing
    Casefinder.  This equipment, generally available throughout the
    Agency, is listed below:

         Full screen, 3270-type terminal directly connected by
         ccmnunication link to the NCC-IBM.
         Examples: IBM 3178

                   TEIEX 078

                   IBM PC  (or compatible) with IRMA board and IRMA 3270
                   terminal-type software emulation.

               VTlOO-type terminal,  CROSSTALK software,  and a 3270
               terminal-type emulation package dialed into a protocol
               converter.

to Casefinder, contact your regional Information Management Branch or

                           2.0  GETTING STARTED

This section contains information that will be needed to log on the
Hazardous Waste Casefinder system.  The user should be sure that the
necessary information is available before beginning a session.

    2.1.1  User ID
              In order to use Casefinder, the user must have a valid user
              ID to access the NCC-IBM 3090-200 computer.  If you do not
              have a valid user ID, contact Tai-ming Chang (FTS-382-2564
              or 202-382-2564) at OECM's Office of Compliance Analysis and
              Programs Operations.
    2.1.2  Bin Number
              A bin number is similar to a mail box number.  The computer
              operator puts your printouts in a storage area that
              corresponds to your bin number.  Before you begin to work
              with Casefinder, determine what your bin number is at your
              location so that you can receive printouts.  If you have
              difficulty determining your bin number, contact your
              regional Information Management Branch or Data Processing
              Center.

    2.1.3  Communications

              The method employed to establish communication with the
              NCC-IBM 3090-200 computer depends on the type of terminal
              being used and how communications for your terminal have
              been configured (dial-up modem, hardwired with a protocol
              converter, or hardwired with a cluster controller).  Check
              with your Information Management Branch or Data Processing
              Center for assistance in establishing communication.

    2.1.4  parameters for Dial—TIP Access

              When accessing Casefinder using a dial-up modem, use the
              following parameter settings:

                   Parity:             Even
                   Bits Per Character: 7
                   Duplex:             Full
                   Stop Bits:          1

              These parameters should be stored in a file if your
              terminal/computer is regularly used to access the NCC-IBM
              3090-200 computer.  logging on using a modem requires
              additional procedures not described in this manual.  If you
              experience problems trying to log on using a modem, contact
              the Headquarters User Assistance Group (FTS-382-2564 or
              202-382-2564).

2.2 Special Symbols and Troubleshooting

    The following special symbols may appear on the screen while you use
    Casefinder.

    ***  Three asterisks in the lower left hand corner of the screen means
         that there is more information to be viewed.   (Press the
         "RBIURN/ENTER" key to continue.)

         A small clock on the bottom line of the screen means that the
         computer is currently processing.  You should wait until the
         clock disappears.  (No action is required.)

    ?    If you attempt to enter any information while the clock is on the
         screen and the computer is currently processing, a question mark
         will appear on the bottom line of the screen.  (Press the "RESET"
         key to continue - To reset on the VT100, hold down the "CTRL" key
         and then press the "R" key.)

         This symbol indicates that you have lost your line of
   ~Z_   cxammunications.  (Contact your Regional Docket Analyst for
         assistance.)

    Brk  The break key will cancel any current operation and take you to
         BASIS.  The break key is achieved by pressing the PA1 key.  (Once
         in BASIS, type "MENU" and press the "RETURN/ENTER" key to return
         to the menu screens.)

    Please note that the system accepts everything typed on the screen.
    If you make an error in entering a word or command, use the back-arrow
    or back-space key, and enter a word or command that is fewer
    characters; be sure to eliminate any extraneous characters.  This can
    be done using the space bar.

    If you cannot see your cursor (the flashing bar on the screen),  press
    the '•RETURN/ENTER" key.

                   3.0  USING HAZARDOUS WASTE CASEFINDER

This chapter describes the menus that allow you to search the Hazardous
Waste Casefinder data base.

3.1 Using Casefinder

    Once you log on and see the following Data Base Selection Menu,  you
    are ready to use Casefinder.

    an automated data base system that allows the user to search through
    EPA enforcement documents and retrieve portions or sets of those
    documents based on certain criteria, such as keyword
    or category.  A separate manual is available that explains how to use
    EDRS.

    If you want to  log off the system, type "EXIT".

    This manual has been designed for selection "1", the Casefinder
    menu-driven option.  The menu system provides fully-explanatory text
    and prompting for each function.  To execute the menu system:

         type a "1" and press the "RETURN/ENTER" key.

    Casefinder will proceed to the Statute and Issue Selection Menu.  From
    there, you can search for opinions where specific issues were raised.
    If you are unsure of the proper Casefinder Lexicon code for the issue
    you are interested in, select "3" and review the Lexicon to determine
    the code you need.

    Selecting "2" on this menu will allow the user to access the BASIS
    command language.  Its use is not described further in this manual.
    If you need information on the BASIS command language, contact your
    regional Information Management Branch or Data Processing Center.

If you enter a "0" on the User Options Menu, you will be asked whether
you want to search another data base or leave the system.  Each
additional screen also has a "0" (or EXIT)  option.  This option allows
you to exit from the current option screen and return to the screen
from which it was executed.  Each exit option indicates the screen or
function to which you will return.

    "OR", and "AND NOT".  It can search for all issues that begin with a
    specific code, thus finding all of the subcategories contained within
    a broader category.  It can also search for issues that fall within a
    broad category but not within one of the specific subcategories.
    Examples of these searches are shown on the next page.

3.7  Exiting the System

     In order to end your Casefinder session, you must first return to the
     User Options Menu.  This can be done by entering a "0"  on any of the
     other Casefinder menus.   Once the User Options Menu appears,  select
     "0" again to return to the System Options Menu.   Press  "RETURN/ENTER"
     at this menu and the system will ask the two questions  shown  in  the
     screen below.  The first question will print on  the screen alone.
     After you reply "N" for  no, the second question  will appear on the
     screen.  Respond "N" for no to this question and the system will log
     you off.

               Summary  of System Procedures
Step 1:   Type "G" in response to TELECOMMUNICATIONS NETWORK
          Screen

Step 2:   Enter your user ID

Step 3:   Enter your password, verify user ID and account
          number

Step 4:   Enter FIMAS ID:  "DOCKP"

Step 5:   Enter your bin number

Step 6:   Select "HAZARDOUS WASTE CASEFINDER" (Option 3)
          from Data Base Selection Menu.

Step 7:   Select "SEARCH HAZARDOUS WASTE CASEFINDER DATA
          BASE" (Option 2) from System Options Menu.

Step 8:   Select "START SEARCH USING CASEFINDER MENUS"
          (Option 1) from User Options Menu.

Step 9:   Select a statute or statutes and issue codes for
          your search from Statute and Issue Selection Menu.

Step 10:  Select display or print options from Display/Print
          Menu.
